731. Print and Broadcast Media Freedom: Disparities and Openings

Abstract:
Broadcast media have long been subject to greater government control than print media-from outright restrictions on private ownership to licensing and other regulations that maintain state control or influence content. Using historical data from Freedom House's Freedom of the Press index, which has been conducted since 1980, this report assesses regional trends regarding differing levels of print and broadcast media freedom. While an initial set of data covering 1980-88 shows a clear pattern of print media ranked as freer than broadcast media in every country studied, a later data set covering 1994-2001 shows that while print media outlets faced fewer direct government controls, they were targeted more often by governments in terms of legal harassment and physical attacks on journalists and their facilities.

732. If Democracies Need Informed Voters, Why Is It Democratic to Expand Enfranchisement?

Abstract:
Three uncontroversial points add up to a paradox: 1) Almost every democratic theorist or democratic political actor sees an informed electorate as essential to good democratic practice. Citizens must know who or what they are choosing and why – hence the need for expansive and publicly funded education, and the rights to free speech, assembly, press, and movement. 2) In most if not all democratic polities, the proportion of the population granted the suffrage has consistently expanded, and seldom contracted, over the past two centuries. Most observers agree that expanding enfranchisement makes a state more democratic. 3) Most expansions of the suffrage bring in, on average, people who are less politically informed or less broadly educated than those already eligible to vote.

733. The Political Economy of Heterogeneous Development: Quantile Effects of Income and Education

Abstract:
Does development lead to the establishment of more democratic institutions? The key to the puzzle, we argue, is the previously unrecognized fact that based on quantitative regime scores, countries over the past 50 years have clustered into two separate, very distinct, yet equally-common stages of political development—authoritarian states with low levels of freedom on one side an d democracies with liberal institutions on the other side of a bimodal distribution of political regimes. We develop a new empirical strategy—exploiting exogenous world economic factors and introducing new panel data estimators—that allows for the first time to estimate the effects of development as well as unobserved country effects in driving democracy at these different stages of political development. We find that income and education have the least effect on democracy when authoritarian regimes are consolidated and that only country effects, possibly accounting for institutional legacies, can lead to political development. Ironically, it is in highly democratic and wealthiest of nations that income and education start to play a role; however greater wealth and better educated citizenry can both help and hurt democracy depending again on what the country's institutional legacies are. Far from accepting the notion that much of the developing world is cursed by unchanging and poor long-run institutions, policy-makers should take note that with democratization we also see country-specific factors that in turn condition the difference income and education make for democracy.

734. Who Gets Bought? Vote Buying, Turnout Buying, and Other Strategies

Abstract:
During elections in many countries, political parties distribute particularistic benefits to individuals. The existing literature reveals that parties choose from at least five distinct strategies when distributing benefits, but fails to explain how parties allocate resources across these strategies. Our formal model provides insight into this key question. Most studies focus exclusively on "vote buying," a strategy by which parties reward voters for switching their votes. Our model first shows how parties trade off between "vote buying" and "turnout buying," a strategy by which parties reward supporters for showing up at the polls (Nichter 2008). We then show how parties combine these and other commonly observed strategies.

Abstract:
Ghana's 2008 elections have been hailed by national and international observers as a model for Africa. This perception has prevailed despite persistent concerns about “ethnic block voting” and electoral fraud. Electoral malpractice and vote rigging along ethnic lines in Ghana's virtual two‐party system could regain decisive importance as a “third force” that could tip the balance in future, possibly coming to represent an even more important factor than the smaller opposition parties. Unfortunate diplomatic and technocratic biases in election monitoring, combined with a reluctance on the part of the responsible authorities to investigate irregularities in what appears to be a long history of fraudulent “ethnic block voting”, amounts to a dangerous time bomb of unresolved conflict which could explode in future elections.

736. After the Crackdown: The Iran Democracy Fund

Abstract:
Nearly three months have passed since Iran's bloody crackdown on the mass protests over the controversial June 12 presidential election. The Obama administration, however, has yet to determine a strategy to support the first serious challenge to the regime since the 1979 Islamic Revolution. Last week's statement by Iran's top leader, Ayatollah Ali Khamenei -- that he saw no proof the British or the West were behind the protests -- should encourage the United States to pursue a more assertive approach to support Iranians working for change. Nevertheless, the State Department's Iran Democracy Fund -- currently the only tool available for promoting democracy in Iran -- has been extremely cautious in its funding decisions since President Barack Obama's inauguration.

Abstract:
On August 18, Egyptian president Hosni Mubarak travels to Washington for a White House meeting with President Barack Obama. The trip -- Mubarak's first visit to the United States in six years -- marks the culmination of a six-month effort by the Obama administration to hit the reset button with Cairo. After years of tension resulting from the last administration's focus on human rights and democratic development, the traditional U.S.-Egyptian bilateral "bargain" has been effectively restored. In exchange for cooperation on key mutual interests -- the peace process and the Iranian threat --Washington appears to have shelved longstanding concerns over internal Egyptian governance. While the new dynamic may help mitigate some regional crises, the political and economic challenges Cairo faces will not age well, particularly as the state enters its first period of leadership transition in twenty-eight years.

On July 29, the Independent High Electoral Commission (IHEC) issued the provisional results of last month's presidential and parliamentary elections in Iraqi Kurdistan. The election outcome -- the traditionally entrenched political bloc losing ground to a newly formed party -- has exposed an opening in the Kurdish Regional Government (KRG). Consequently, the region has taken a step away from a fully "managed democracy" toward a more fluid and unpredictable political system.

Abstract:
Six weeks after the pro-West March 14 coalition defeated the Hizballah-led alliance in Lebanon's parliamentary elections, no new government has been formed in Beirut. Although March 14 leader Saad Hariri was given a mandate back in early June to become prime minister and form a cabinet, he has still not completed the sensitive and contentious negotiations with the opposition. Hariri's difficulties in allocating seats among his coalition allies and political adversaries were anticipated, and to a certain extent are routine for Lebanon. But the calm that followed the free and fair elections is eroding, as Hizballah and its allies in Damascus press for more political concessions from Hariri. These developments, coupled with the apparent failure of Saudi-Syrian reconciliation efforts, are elevating tensions, threatening a banner tourism season, and raising the possibility of a return to violence in Beirut.

740. Iraqi Kurds Go to the Polls: Is Change Possible?

Abstract:
On July 25, Iraqi Kurds go to the polls to vote in a joint parliamentary and presidential election. Although a heated competition in January produced massive change at the provincial level throughout the rest of Iraq, the electoral system produced by the incumbent Iraqi Kurdistan parliament prevents such sweeping changes in the north. Both the current coalition governing the Kurdish Regional Government (KRG) and the current KRG president, Masoud Barzani, will most likely be reelected. Despite the lack of change, the postelection period will create an opportunity for Baghdad, Washington, and the KRG to resolve outstanding issues that cause increased tension between Arabs and Kurds. Resolution can occur only if all parties take advantage of new political openings, however narrow.
