Abstract:
The popular uprisings in Tunisia and Egypt caught Israel by surprise. Awe-inspiring as they are to Israel's government and people, these revolutions and the ongoing troubles in Bahrain and Libya are also of immense concern to Israel because of their potential strategic ramifications. Going forward, developments in Egypt will be particularly important given Cairo's traditional role in the region and the special nature of its diplomatic, security, and economic relations with Israel.

562. Saudi Arabia's Fears for Bahrain

Abstract:
On February 16, Bahraini security forces used brute force to clear democracy protestors from Manama's Pearl Square, on orders from a regime seemingly undaunted by international media coverage and the near-instantaneous self-reporting of Twitter-generation demonstrators. Although the relatively small size of the crowds (compared to recent protests in Egypt and Tunisia) facilitated the crackdown, the action is best explained by the regime's long-held mindset regarding dissent. Specifically, the Bahraini ruling elite believe that any political challenge by the island's Shiite majority must be quickly suppressed -- a view backed by the royal family in neighboring Saudi Arabia and violently enforced in Bahrain despite significant Sunni participation in the protests. This Saudi factor, and the looming presence of Iran across the Persian Gulf, elevates the Bahrain crisis to a U.S. policy challenge on par with events in Egypt.

Following this weekend's widespread disturbances in Libya, Muammar Qadhafi could lose power within hours or days as his military units and security services crumble in the face of popular discontent. Alternatively, he could decide -- in the ominous words of his son Saif al-Islam -- to "fight to the last bullet," which suggests even more horrific levels of violence and anarchy. In a rambling television broadcast today, February 22, the colonel pledged to "die as a martyr."

Even before the popular wave from Tunisia and Egypt reached Yemen, President Saleh's regime faced daunting challenges. In the north, it is battling the Huthi rebellion, in the south, an ever-growing secessionist movement. Al-Qaeda in the Arabian Peninsula is showing mounting signs of activism. Sanaa's political class is locked in a two-year battle over electoral and constitutional reforms; behind the scenes, a fierce competition for post-Saleh spoils is underway. Economic conditions for average Yemenis are dire and worsening. Now this. There is fear the protest movement could push the country to the brink and unleash broad civil strife. But it also could, and should, be a wake-up call, a catalyst for swift, far-reaching reforms leading to genuine power-sharing and accountable, representative institutions. The opposition, reformist ruling party members and civil society activists will have to work boldly together to make it happen. The international community's role is to promote national dialogue, prioritise political and economic development aid and ensure security aid is not used to suppress opposition.

566. Transition from Democracy Loss of Quality, Hybridisation and Breakdown of Democracy

Abstract:
The paper points out that there is hardly any research for the reverse transition, the transition from democracy to non-democratic regimes for more than 30 years. For heuristical purposes, it provides basic data of the decline of democracy, which refers to loss of democratic quality, changes from liberal democracy to hybrid and to authoritarian regimes, during the third wave of democratisation (1974-2008). The stocktaking shows that most of the cases of decline refer to the change in and from young democracies established during the third wave, especially after 1989. Loss of democratic quality and hybridization are the most frequent cases of decline, while the breakdown of democracy has been very rare. Young democracies and poorer countries are more prone to decline than the older and richer cases – aside from a few remarkable exceptions. Finally, the overview argues that the research on the decline of democracy can benefit from the richness of the approaches of transitology, but should also avoid its methodological traps and failures, concluding with a number of suggestions for the future research agenda.

567. Reforming Pakistan's Electoral System

Abstract:
Electoral rigging has hampered Pakistan's democratic development, eroded political stability and contributed to the breakdown of the rule of law. Facing domestic pressure for democracy, successive military governments rigged national, provincial and local polls to ensure regime survival. These elections yielded unrepresentative parliaments that have rubber-stamped extensive constitutional and political reforms to centralise power with the military and to empower its civilian allies. Undemocratic rule has also suppressed other civilian institutions, including the Election Commission of Pakistan (ECP), which is responsible for holding elections to the national and four provincial assemblies, and local governments. With the next general election in 2013 – if the Pakistan Peoples Party (PPP)-led government completes its full five-year term – the ruling party and its parliamentary opposition, as well as the international community, should focus on ensuring a transparent, orderly political transition through free, fair and transparent elections.

568. Failed States, Vicious Cycles, and a Proposal

Abstract:
Rajan examines the problems of failed states, including the repeated return to power of former warlords, which he argues causes institutions to become weaker and people to get poorer. He notes that economic power through property holdings or human capital gives people the means to hold their leaders accountable. In the absence of such distributed power, dictators reign. Rajan argues that in failed states, economic growth leading to empowered citizenry is more likely if a neutral party presides. He proposes a unique solution to allow the electorate to choose a foreigner, who would govern for a fixed term. Candidates could be proposed by the UN or retired leaders from other countries; they would campaign on a platform to build the basic foundations of government and create a sustainable distribution of power. Rajan emphasizes that this is not a return to the colonial model—the external candidate (like all the others) would be on a ballot and the electorate would choose whether he or she was their best chance to escape fragility.

569. A New Mediterranean Political Landscape? The Arab Spring and Euro-Mediterranean Relations

Abstract:
The Arab Spring has placed the Mediterranean region at the centre of the international agenda. The popular uprisings that originated in Tunisia soon expected to other countries acquiring a regional dimension. The political processses that have emerged as a consequence of the protests have so far responded to three different dynamics: revolution, repression and reforms. In the first place, in revolutionary countries - such as Tunisia and Egypt - the protests gave put an end to authoritarian regimes and made possible the beginning of a new-born political order. Secondly, repressive regimes - such as Libya and Syria- have spared no efforts to silence criticism and to disperse the protests with excessive use of force, committing mass human rights violations. In the third place, reformist governments - such as Morocco and Jordan - have adopted political reforms in a wise move, giving an evolutionary response to revolutionary demands. With such a wide range of possible scenarios, it necessary to question the validity of the concept of Arab Spring as a regional phenomenon, since it is a term that encompasses national realities of a very different nature.
