461. Alternative futures for Russia: the presidential elections and beyond

Abstract:
This Occasional Paper outlines alternative scenarios for Russia's short-term future with a focus on potential outcomes of the March 2012 presidential elections. To construct these scenarios, the paper first identifies key predetermined factors in Russia's domestic and foreign policy domains. The paper then outlines and analyses key factors of uncertainty, which the authors define as events that could be 'game changers', having the potential to lead to a significant change in the course of Russia's development over the coming twelve months. The paper goes on to present three scenarios, based on three different interpretations of key areas of uncertainty and their interaction with predetermined factors. The paper concludes which scenarios are more probable and which are more favourable for Russia and by extension for its partners, and primarily the European Union.

Abstract:
As of 1 January 2011, Indonesia assumed the chairmanship of the Association of South East Asian Nations (ASEAN). With the growing importance of Southeast Asia in the global arena, hopes are high that Indonesia will seize the opportunity to push for concrete improvements toward the establishment of the ASEAN Community in 2015, as well as to promote democratic values and respect for human rights in the region. At the start of its chairmanship, Indonesia has proposed three main agendas, namely: to ensure progress in the implementation of ASEAN Community Blueprints; to enhance ASEAN's roles in regional architecture; and to develop an ASEAN community vision in a global community of nations.

Abstract:
Despite recent elections in Burundi, Rwanda, and Uganda and upcoming elections in the Democratic Republic of Congo (DRC), the Great Lakes region shows worrying trends toward electoral authoritarianism and political fragmentation, with new divisions that intensify the potential for confrontation. A shrinking political space and a tight grip on the state by the ruling elites and their parties are signs of authoritarianism in the region—a cause of concern since armed conflict in all four countries has been strongly linked to a history of exclusion under autocratic regimes. New divisions beyond previous alignments in armed conflicts also have occurred and already led to serious confrontations, flight, and at times violence. An increasing political fragmentation has become visible, and splits embroil intraparty conflicts in the political landscape instead of resolving them. The two trends—electoral authoritarianism and political fragmentation—are mutually reinforcing within and across the countries of the region and risk jeopardizing economic and social progress in Uganda and Rwanda as well as an emerging vibrant civil society in Burundi and the DRC. In light of the history of conflict and autocratic regimes in the region, these trends have to be a serious concern for local and international actors. The preference for stable leadership, economic performance, and security considerations regardless of political conduct has been a fatal miscalculation before in the Great Lakes region. Rather, acting early and using pressure constructively, the international community should do what it can to support a more open and less fragmented political sphere in the Great Lakes countries.

The emergence of a multipolar world gives Western democracy advocates cause for both optimism and anxiety. China's success sparks fears of the spread of an autocratic development model. Yet democratic states such as Brazil, Indonesia, India, South Africa, and Turkey are also gaining ground. These countries serve as powerful examples of the universal appeal of democracy and possess unique experiences with democratization. The United States and Europe understandably hope that rising democracies will use their growing prominence to defend democratic values abroad, potentially revitalizing international democracy support.

They are also been supplying small but growing amounts of democracy assistance.

Former colonial countries and ethnically and/or religiously diverse societies have long faced the challenge of accommodating distinct and largely conflictive normative orders within a single polity.1 In such contexts of legal pluralism, particular social groups have often, besides state law, followed their own law-like principles, rules, and procedures, which typically originate from distinct sources of legitimacy such as tradition or religion, cultural values and forms of organization (Griffiths 1986; Sousa Santos 1987; Merry 1988; Benda-Beckmann 2002).

Les opérations nationales d'enregistrement des électeurs qui avaient débuté en avril 2011 ont pris fin le 17 juillet. Cet enregistrement, qui aboutit à une augmentation de l'ensemble du corps électoral de presque 6,3 millions de personnes (24,5 pour cent) par rapport aux élections de 2006, a pu avoir lieu dans les délais prescrits, y compris dans les régions troublées que sont les provinces des Ki- vus et le district de l'Ituri. Si les enrôlements se sont rela- tivement bien déroulés, cela tient surtout au fait que la carte d'électeur sert aussi de carte d'identité et qu'elle est aussi utile aux miliciens qu'aux citoyens ordinaires. Ni la société civile ni les partis politiques n'ont fondamentale- ment contesté les opérations d'enregistrement au niveau local mais cela n'est pas synonyme de satisfaction. Les surprenants résultats annoncés par la Commission Electo- rale Nationale Indépendante (CEN I), le déficit de dialogue et l'absence de vérification de leur bonne inscription par les électeurs alimentent une su spicion latente mais généra- lisée dans l'opposition et la société civile. Afin de renfor- cer la crédibilité du processus électoral, il convient d'amé- liorer sa transparence, de respecter scrupuleusement le code électoral et de mettre en place un dialogue formel entre la CENI, les partis politiques et la société civile.

470. Burma's Transition to "Disciplined Democracy": Abdication or Institutionalization of Military Rule?

Abstract:
Direct military rule has become rare in world politics. Today, most military regimes have either given way to some form of democracy or been transformed into another form of authoritarianism. This article formulates an analytical framework for the detachment of militaries from politics and identifies positive and negative factors for a withdrawal. It then applies this framework to the case of Burma/Myanmar, which is an example of deeply entrenched military rule. It is argued that the retreat from direct rule has brought with it a further institutionalization of military rule in politics, since the military was able to safeguard its interests and design the new electoral authoritarian regime according to its own purposes. The article identifies the internal dynamics within the military regime as a prime motive for a reform of the military regime. Although the external environment has completely changed over the last two decades, this had only a minor impact on military politics. The opposition could not profit from the regime's factionalization and external sanctions and pressure have been undermined by Asian engagement.
