Abstract:
How are universal social programs built in countries on the periphery, where resources are more limited and initial inequalities higher than any ever seen in OECD countries? Historically it has been very difficult, and even those countries that committed themselves to serious welfare efforts did so with stratified, rather than universal, transfers and services. Yet there have been some exceptions, and Costa Rica ranks among the most successful. The bottom-up expansion of social security, along income/class rather than occupational lines, was very important in the creation of a basic floor of benefits among the low and low-middle salaried population. Gradually, the middle and upper-middle groups were later on brought on board as well, in sharp contrast with the rest of the region where social insurance was shaped for and according to the preferences of various middle-class groups.

Abstract:
What effect do a country's electoral institutions have on its economic policy? While past research has emphasized the policy consequences of majoritarian as opposed to proportional electoral formulae, this paper emphasizes a country's ballot structure and, in particular, whether or not its electoral rules allow citizens to cast intraparty candidate votes. I first develop a theoretical framework that yields a set of original predictions linking intraparty voting rules to the incidence of political corruption, the emphasis on redistributive social policy, and the overall size of the state. Empirical tests then confirm that intraparty voting rules exert a significant and reductive effect on the incidence of political corruption but that they do not undermine the production of egalitarian fiscal policy. Taken together, the paper's theoretical and empirical results should contribute to broader normative debates about the viability of decentralized and personalistic forms of democratic accountability.

The power-sharing deal signed by Yemen's President Ali Abdullah Saleh in November 2011 mentioned presidential elections, the formation of a national unity government, and a military commission to reform the armed forces. It was at best the first step in Yemen's recovery from the protracted turmoil and instability that wracked the country for months.

394. Reform in Myanmar: One Year On

One year into the new semi-civilian government, Myanmar has implemented a wide-ranging set of reforms as it embarks on a remarkable top-down transition from five decades of authoritarian rule. In an address to the nation on 1 March 2012 marking his first year in office, President Thein Sein made clear that the goal was to introduce “genuine democracy” and that there was still much more to be done. This ambitious agenda includes further democratic reform, healing bitter wounds of the past, rebuilding the economy and ensuring the rule of law, as well as respecting ethnic diversity and equality. The changes are real, but the challenges are complex and numerous. To consolidate and build on what has been achieved and increase the likelihood that benefits flow to all its citizens, Myanmar needs the international community to come closer, seeking opportunities for greater engagement rather than more reasons why sanctions should be sustained.

395. FCPR–Forest Conservation Performance Rating for the Pan-Tropics

This note introduces and illustrates fCPR (Forest Conservation Performance Rating), a system of color-coded ratings for tropical forest conservation performance that can be implemented for local areas, countries, regions, and the entire pan-tropics. The ratings reward tropical forest conservation in three dimensions: (1) exceeding expectations, given an area's forest clearing history and development status; (2) meeting or exceeding global REDD+ goals; and (3) achieving an immediate reduction in forest clearing. Green ratings are assigned to areas that meet condition (2); yellow to areas that meet (1) only; and red to countries that fail to meet either condition. We have developed fCPR at the Center for Global Development (CGD), using monthly forest clearing indicators from CGD's FORMA (Forest Monitoring for Action). This first release rates the quarterly conservation performance of 27 countries currently tracked by FORMA, as well as 242 of their states and provinces that contain tropical forests. The 27 countries accounted for 94 percent of tropical forest clearing during the period 2000–2005. Future releases will include additional countries as FORMA begins tracking them.

Dans un contexte arabe marqué par des transitions bâclées ou sanglantes, la Tunisie fait encore figure d'exception. Depuis le 14 janvier 2011, ce n'est pas seulement la tête de l'ancien régime, symbolisé par l'ancien président Zine al-Abidine Ben Ali, qui est tombée. C'est tout un système qui se trouve bouleversé, principalement dans le cadre d'un consensus relativement large. Mais les défis qui pourraient menacer ces progrès existent. Parmi ceux-ci, deux en particulier sont étroitement liés : restaurer la sécurité et mener une véritable lutte contre l'impunité. Pour le nouveau gouvernement d'union, dénommé Troïka et emmené par le mouvement islamiste An-Nahda, la clé demeure dans un dialogue large, permettant de réformer les forces de sécurité sans trop les provoquer, rendre justice aux victimes de la dictature sans céder à la chasse aux sorcières, et garantir une justice efficace tout en tenant compte des limites du système judiciaire en place.

Among the most important developments in international affairs of the past decade is the emergence of Turkey as a rising regional and global power. Turkey has long been an important country as a stalwart member of the North Atlantic Treaty Organization (NATO), an aspirant to European Union (EU) membership, and an important link between the West and the East. Yet the changes in Turkey over the past decade have been so dramatic—with far-reaching political and economic reforms, significant social reforms, and an active foreign policy—that the country is virtually unrecognizable to longtime Turkey watchers. Today Turkey is more democratic, prosperous, and politically influential than it was five, ten, and fifteen years ago.

398. "Mixed Signals" Still? The EU's Democracy and Human Rights Policy Since the Outbreak of the Arab Spring

Abstract:
For the last two decades, the EU has sent mixed signals concerning democracy and human rights to its Mediterranean neighbourhood. Has this changed since the outbreak of the Arab Spring? After observing the EU's response to the revolutions in two key countries, Tunisia and Egypt, this paper finds that signalling to Tunisia has become more coherent, while it remains ambiguous towards Egypt - a trend reinforced by US foreign policy in the region. In order to send a coherent message, the EU has to outline more concretely, what are the benchmarks and rewards for progress. For signalling to be effective, bilateral and multilateral dialogues are key. While bilateral dialogue platforms do exist, they should meet more frequently and at the highest levels. A multilateral dimension is conspicuously missing in the array of instruments set up by the EU in response to the Arab Spring, but would be crucial not only in order to understand the different democracy languages spoken, but notably also to anchor reform and set regional standards for it.

As Azerbaijan celebrates its 20th anniversary of independence, democratic development remains a key challenge facing the country. Despite the fact that Azerbaijan successfully coped with immediate problems such as poverty reduction and economic and political stability, the need to reform the public administration and decentralize governance has become particularly urgent. The main problems, however, remain the same: low public trust in institutions, the absence of a democratic political culture and the lack of bridging social capital. In this regard, the assistance of the Transatlantic Community is necessary. The European Union and the United States should pursue a developmental approach to democracy promotion in Azerbaijan, which has higher chances to succeed than a more explicitly political approach, considering the weak institutional capacity in the country.

400. Burma/Myanmar's By-Elections: Will Personalities Trump Institutions?

By-elections in electoral democracies usually elicit very little excitement beyond the affected constituencies. However, Burma/Myanmar's recent by-elections held most of Asia and the West in rapt attention, with droves of international observers, media representatives, and curious foreigners flocking to Myanmar on an unprecedented scale. As anticipated, Daw Aung San Suu Kyi and her party, the National League for Democracy (NLD), won 43 of the 44 seats that it contested, subsequently hailed as the “victory of the people.” The lead-up, campaigning, and the actual voting, along with the post-election euphoria, resembled a regime-changing national election rather than a series of by-elections that secured the NLD a very minor 6.4 percent of the overall seats in the parliamentary Union Assembly's Lower and Upper Houses. The current government of President U Thein Sein most likely regarded these by-elections as a means of legitimizing its mandate to govern and enhance its own reform credentials.
