381. Security Sector Reform in Tunisia

Abstract:
In the year since its revolution, Tunisia has achieved what no other Arab Spring country has managed: peaceful transition to democratic rule through national elections widely viewed to be free and fair. The legacy of the previous regime remains, however: a complete lack of transparency, no real parliamentary or government oversight, and unchanged rules of engagement and training. Reorienting the mandate and institutional culture of security institutions is imperative. Most in need of reform are the police and gendarme and the Ministry of Interior. Tunisia's internal security services are feared by the population and are themselves fearful of fulfilling their basic police tasks. How the ministry and its forces engage with citizens and with the executive and the legislature is also in urgent need of reform. Restoration of police services will help restore the confidence of the police and the public trust in the government. Tunisia needs no lessons about subordinating the military to civilian control. Security sector reform is critical if Tunisia's transition to democracy is to succeed in the long term.

382. Europeanization in Turkey. Stretching a Concept to its Limits?

Abstract:
Research on Europeanization and domestic change has moved south-eastwards and was provided with another real-world experiment when it has meet with Turkey. This paper explores to what extent Europeanization approaches travel to Turkey, which does have a membership perspective that looks, however, ever less credible. The first part outlines the main findings of research on 'External Europeanization' focusing on factors that have limited or at least qualified the domestic impact of the EU in the Central and Eastern European (CEE) and Western Balkan (WB) accession countries. The paper, then, discusses to what extent Europeanization approaches need further qualification when applied to Turkey, which squares on democracy with the Western Balkans (with the exception of Croatia), but whose statehood is less limited. We argue that existing Europeanization approaches, largely, account for the overall moderate degree of Europeanization in Turkey. Yet, selective and differential domestic changes are mostly related to the extent to which EU conditionality helps domestic actors gain or hold political power and push their own political agenda. The paper concludes by summarizing the major implications Turkey's accession to the EU has for Europeanization approaches and discussing why Turkey is not a case sui generis.

An unparalleled opportunity for media developers to boost democracy is at hand in the Middle East and North Africa, where once repressed media and civil society groups are forming in the wake of popular uprisings that toppled or are threatening regimes. New constitutions are being drafted, new forms of government debated, and new representatives selected, all against a backdrop of new citizen empowerment and tension among differing parties if not, as in the case of Egypt, outright violence. In addition, new media and technology have radically changed both the political debate in societies and how that debate is covered compared to the past.

Abstract:
Understanding and explaining the shape and functioning of systems of political rule requires a focus on their informal elements, which exist alongside and interact with formal elements. And indeed, political science and area studies have long been concerned with various aspects of “informal politics” and “informal institutions”. Based on a survey of relevant literature, I show that the empirically-rich work focusing on the “non-OECD world” has applied the term “informal politics” in different ways, leading to conceptual ambiguity. Moreover, the term informal politics, as used in the literature, tends to lack in terms of conceptual differentiation. In contrast, the conceptual and broader analytical foundations of the study of informal institutions have become more advanced in recent times. Here, I particularly highlight work on different “genetic” types of informal institutions – tradition- and transition-based informal institutions – and on the possible relations between informal and formal institutions. Finally, I suggest that a focus on political regimes is particularly useful for analyzing, from an institutional perspective, the shape and functioning of autocracies (and other systems of political rule). However, the very opacity of such systems of rule as well as practical research obstacles will continue to bedevil the study of informal institutions in autocracies.

385. Indonesia's Democratic Politics and Foreign Policy-Making: A Case Study of Iranian Nuclear Issue, 2007 - 2008

Abstract:
This paper studies the impact of domestic politics upon Indonesia's foreign policy-making. Serving as a non-permanent member of the United Nations Security Council from 2007 to 2008, Indonesia voted on two key resolutions concerning the Iranian nuclear issue. While approving international sanctions against Iran under UNSC Resolution No. 1747, the Indonesian government preferred to abstain from voting on Resolution No. 1803. This paper argues the country's changing response to the Iranian nuclear issue was a consequence of domestic opposition. The case study specifically identifies the interplay between majority Moslem population, religious mass organizations and political parties as key factors which weigh upon the “strategic calculus” behind Indonesia's foreign policy formulation. The paper will conclude while the executive still drives the country's foreign policy, the parliament and social-political groups have new powers to cajole and criticize the government into reversing or softening an established policy.

386. Lost in Transition: The World according to Egypt's SCAF

Since it assumed power after Hosni Mubarak's ouster, the performance of the Supreme Council of the Armed Forces (SCAF) has been, at times, head-scratching. Extolled in the wake of the uprising as the revolution's protector, many have come to view it as an agent of the counter-revolution. It often has been obstinate, before abruptly yielding to pressure. It values its long ties with Washington, from which it receives much assistance, but seemed willing to jeopardise them by targeting U.S.-funded NGOs. Suspected by Islamists of seeking to deprive them of opportunity to govern and by non-Islamists of entering a secret pact with the Muslim Brotherhood, it finds itself in the worst of both worlds: an angry tug-of-war with liberal protesters and a high-wire contest with Islamists. It displays little interest in governing, wishing instead to protect privileges, but erratic behaviour threatens even that. On the eve of presidential elections that have become a high-stakes free-for-all, the SCAF should take a step back and, with the full range of political actors, agree on principles for a genuine and safe political transition.

387. Myanmar: White elephant or new tiger economy?

Abstract:
The new government in Myanmar has made a series of liberalising gestures over the past year, raising hopes that it is serious about meaningful political reform. Coming after national elections in November 2010, the release from house-arrest of the pro-democracy icon, Aung San Suu Kyi, and by-elections in 2012, many observers are concluding that Myanmar is finally embarking on a process of genuine democratisation. Aung San Suu Kyi is among those who have expressed optimism over future changes in the country, with her confidence bolstered by the release of hundreds of political prisoners in recent months. As ties with Western governments slowly thaw, there is now a high probability that sanctions and other restrictions on trade and investment will be lifted over the next year or so, and foreign investors are taking note of the opportunities that could soon present themselves.

As the emerging global order takes shape, debate is growing more intense around the trajectory of the rising powers and what their ascendency to positions of regional and international influence means for the United States, its traditional allies, and global governance more broadly. Commentary about these rising powers— often referred to in a generic way as the BRICS (Brazil, Russia, India, China, South Africa) but actually encompassing a dozen or so countries largely represented in the G-20—ranges from alarmist to sanguine. Pessimists argue that China, with its impressive economic growth and increasingly global reach, is well-positioned to challenge the United States' role of global superpower and to weaken the commitment of other rising powers, and various international organizations, to liberal values. More optimistic analysts insist that the rise of middle powers, most of which are democracies of varying stripes, bodes well for the world: millions are being lifted out of poverty, rule of law is taking hold and the international system is bound to be a more inclusive, representative one.

Abstract:
This paper explains variations in patterns of civil society among third-wave democracies by comparing the cases of Portugal and Spain. In the former a civil society developed that had a tendency to be more oriented toward national issues and politics, whereas in the latter civil society tended to be more local, social, and disconnected from politics. Portugal, although having both a less developed economy and historically a weaker democratic tradition than Spain's, was a democracy that between the early 1970s and the mid-1990s offered more opportunities for the organized civic expression of popular interests.
