291. Social Movements in the Middle East: A Sociological Analysis

Abstract:
The prevailing outlook among analysts before the advent of the recent social movements in North Africa and a number of Arab Middle Eastern countries indicated that the region will continue to resist the wave of democratization. The fall of several authoritarian regimes and continuity of social movements has generated serious doubts in this outlook, leading to the appearance of promising horizons for democratization. This paper argues that these social movements originate from the exacerbating legitimacy crisis of authoritarian governments and rising political, social and economic dissatisfaction of the general public, including the youth and the modern middle class. This work seeks to answer the question: what are the major sociological origins and precipitating factors influencing the advent of social movements in the Middle East and North Africa? In response, it can be argued that the advent of social movements in a number of Middle East and North African countries is rooted in the legitimacy crisis, as well as rising political, social and economic dissatisfaction of the general public, the youth and the modern middle class in recent decades. The web-based social networks and cell phones acted as precipitating factors in the massive mobilization and integration of mass protests and those of the modern middle class and the fall of a number of authoritarian regimes. These movements are notably characterized by being comprehensive, Islamic, democratic, anti-despotic, independence-seeking, and highly reliant on new information and communications technologies. The web-based social networks served as a precipitating factor in massive mobilization of the aforementioned strata within the context of an exacerbated legitimacy crisis and the gap between the state and the society rather than as a structural deep-rooted factor.

292. Myanmar: Storm Clouds on the Horizon

Abstract:
Myanmar's leaders continue to demonstrate that they have the political will and the vision to move the country decisively away from its authoritarian past, but the road to democracy is proving hard. President Thein Sein has declared the changes irreversible and worked to build a durable partnership with the opposition. While the process remains incomplete, political prisoners have been released, blacklists trimmed, freedom of assembly laws implemented, and media censorship abolished. But widespread ethnic violence in Rakhine State, targeting principally the Rohingya Muslim minority, has cast a dark cloud over the reform process and any further rupturing of intercommunal relations could threaten national stability. Elsewhere, social tensions are rising as more freedom allows local conflicts to resurface. A ceasefire in Kachin State remains elusive. Political leaders have conflicting views about how power should be shared under the constitution as well as after the 2015 election. Moral leadership is required now to calm tensions and new compromises will be needed if divisive confrontation is to be avoided.

293. Political Budget Cycles and Intergovernmental Transfers in a Dominant Party Framework: Empirical Evidence from South Africa

Abstract:
This paper tests the theory of context-conditional political budget cycles in South Africa's dominant party framework and demonstrates that the central government has both an incentive and the ability to implement PBCs on the subnational level. Using a unique panel dataset comprising South Africa's nine provinces over the period 1995–2010 generates two main results: First, provinces where the national ruling party faces greater electoral competition receive higher per capita transfers in the year before an election. Second, this increase is driven by the conditional grant, which is the nonformula-based component of total the intergovernmental transfer. The ability to implement political budget cycles is successfully constrained when it comes to the formula-based equitable share component of the total transfer for which no evidence of electorally-induced funding is found. Overall, the results suggest that even in a dominant party framework, political competition can function as an incentive to implement political budget cycles.

The victory of the Georgian Dream Coalition (GDC) over the United National Movement (UNM) has brought pluralism into Georgian policymaking. Until the power shifts from the President to the Prime Minister in 2013, the country will be led by an awkward dual power. New leadership offers great opportunities for Georgia. It can improve its democratic system and economic growth and establish a dialogue with Russia and the breakaway districts of Abkhazia and South Ossetia. This would alleviate the frozen conflict and tense security dilemma on the boundary lines. If the transition of power does not go well, there will be prolonged power struggles that could cripple the policymaking and cast Georgia back to pre-Saakashvili times. Saakashvili's UNM is still a very significant player in Georgian politics and it is important for the GDC and the UNM to find a way to cooperate. In order to smooth the fragile transition period, Georgia needs special support and attention.

Abstract:
The EU has been engaged in democracy promotion, human rights, and civil liberties in the Mediterranean countries for over two decades with results ranging from very limited success to total failure. The revolutions in the Arab world – that have caught the EU and Western countries by surprise – provide a window of opportunity for real democratic reforms in the region. The successful democratization in Tunisia will send positive messages to the neighboring countries. Why should the EU be more involved in supporting Tunisia's democratic transition? And what can the EU do to support Tunisia's efforts to build and reform its institutions and to move towards a consolidated democracy with a functioning market economy? Answering these research questions requires understanding the major failures of the EU in the Mediterranean region – the Union of the Mediterranean is on hold and conditionality (at least political conditionality) is problematic and questionable. Prior to the Dignity Revolution, security and stability were moving in the opposite direction to democracy –leading the EU to focus more on the former. Now, consolidating democracy, economic development, stability, and security on the EU's Southern borders are moving in the same direction. This paper argues that, first, supporting democracy is a necessary condition for guaranteeing stable and secure southern borders and, secondly, economic growth is a necessary condition for consolidating democracy and political reforms in Tunisia.

296. Tolerance as a European Norm or an Ottoman Practice? An Analysis of Turkish Public Debates on the (Re)Opening of an Armenian Church in the Context of Turkey's EU Candidacy and Neo-Ottoman Revival

Abstract:
Turkey has undergone significant legal and institutional reforms regarding minority rights and cultural rights in the past decade as part of a reform process to meet political criteria for EU membership. However, it has not been studied so far if this increasing institutional compliance has also led to transformations at a normative level in the public discourse in Turkey. To explore this question, this paper presents the results of a qualitative media analysis that I conducted on the restoration and reopening of an Armenian church in 2007 – a milestone for the Republic as churches were destroyed or doomed to vanish for nearly a century since the Armenian Genocide in 1915. The restoration of the Sourp Khatch/Akhtamar Church became a showcase for Turkey's self-promotion as a 'tolerant nation'. However, the church was notably made accessible to the public as a museum that initially lacked the cross on its dome and was conceived to only host a religious service once a year. This opening of a church-museum is a symbolic instance in Turkey's ongoing transformation process in which tolerance and plurality have become prominent keywords in politics and public debate. Yet, as the findings suggest, they do not so as a reflection of European norms, but rather stand for a rediscovery and reinterpretation of Turkey's Ottoman past practices as a multi-religious empire. I show, however, that this reinterpretation occurs on the shaky grounds of a blindfolded view of the past, in particular the denial of the Armenian Genocide, and on the denial that minorities are still endangered in present day Turkey. I conclude that, without an acknowledgement of the Armenian Genocide, Turkey's nostalgic embracement of the Ottoman past and representation of norms such as tolerance as the 'true' Turkish/Islamic norms do not stand for a norm internalization or a norm adaption process, but instead, for a disconnection between norm and practice.

297. Sri Lanka: Tamil Politics and the Quest for a Political Solution

Abstract:
The Sri Lankan government’s refusal to negotiate seriously with Tamil leaders or otherwise address legitimate Tamil and Muslim grievances is increasing ethnic tensions and damaging prospects for lasting peace. The administration, led by the Sri Lanka Freedom Party of Mahinda Rajapaksa, has refused to honour agreements with the Tamil National Alliance (TNA), broke n promises to world leaders and not implemented constitutional provisions for minimal devolution of power to Tamil-speaking areas of the north and east. Militarisation and discriminatory economic development in Tamil and Muslim areas are breeding anger and increasing pressure on moderate Tamil leaders. Tamil political parties need to remain patient and keep to their moderate course, while reaching out more directly to Muslims, Upcountry Tamils and Sinhalese. International actors should press the government more effectively for speedy establishment of an elected provincial council and full restoration of civilian government in the north, while insisting that it commence serious negotiations with elected Tamil representatives from the north and east.

Around the globe, traditional news media–newspapers, magazines, and broadcast networks –are operating in more concentrated environments with fewer owners and less diverse voices. Growth in the number of news media outlets and channels has not resulted in a parallel expansion of viewpoints in traditional news media, especially within local communities. This has adverse consequences for the ability of citizens and communities to hold their governments accountable. If media cannot be free and competitive, they can be neither plural nor diverse. Who owns the media and its infrastructure and who controls its sources of capital and revenue are crucial for any media system.

The new Government of Myanmar has astonished the world since it took office at the end of March 2011 by the pace and scope of policy changes it has introduced in a country that has underperformed most other Asian countries for decades. Not a single analyst inside or outside Myanmar before President Thein Sein’s inaugural address predicted the changes that many now label “breathtaking.” The global policy community and the media have focused heavily on the political changes and challenges, giving less attention to the economic changes and challenges than they probably deserve. This paper focuses on 21 high-priority economic issues facing the Thein Sein administration in mid-2012.

In January 2012, an Asia Society delegation visited Burma/Myanmar to engage in a Track II dialogue with the Myanmar Development Resources Institute (MDRI), a newly created, independent think tank based in Yangon. The MDRI participants in the dialogue include advisors with a mandate to provide policy advice in the areas of political, economic, and legal affairs to President Thein Sein and his government. The goal of this informal dialogue is to establish an ongoing channel of communication between experts from both countries and to explore opportunities to advance U.S.–Myanmar relations during a particularly fluid and fragile period of transition in Myanmar.
