491. European Defence Under Scrutiny: What can be expected from the European Council?

Abstract:
The decision to place security and defence policy on the agenda of the December European Council and the intensive pre-summit preparations have given renewed impetus to this policy area and raised the level of expectations ahead of the meeting. While there is now widespread agreement among the member states on the main challenges facing the EU in the area of security and defence, conflicting political and economic interests still exist and continue to hamper the Union's efforts. The December summit is unlikely to engage in a major strategic debate, but it will discuss steps to improve the implementation of the Union's security and defence policy, to enhance cooperation in the area of capabilities, and to support the European defence industry. A major novelty is the European Commission's stronger involvement, which remains controversial, however. The most crucial task for the EU heads of state and government is to translate the momentum created by the pre-summit process into a lasting commitment on the part of all actors involved, by putting forward binding timelines, specific targets and concrete follow-up projects.

Let us take three assumptions: The demand for security provision continues to increase in Europe's fragile neighbourhood (notably following the 'Arab Spring'); Austerity restrictions have hit national defence budgets heavily; The balance of power is shifting 'from the West to the rest' and the Americans are pivoting eastwards. Under these circumstances, it is no surprise that the EU is struggling to establish itself as a credible and effective security actor. The final report of High Representative Catherine Ashton, released in preparation for the December 2013 European Council on Security and Defence, admits that Europe "faces rising security challenges within a changing strategic context while the financial crisis is increasingly affecting its security and defence capability". But these are not the true causes of CSDP inertia.

Abstract:
Over the past decade, the Center for Strategic and International Studies (CSIS) has been analyzing and reporting on contract spending for national security and across the federal government. This report analyzes contracting for products, services, and research and development (R) by the U.S. Department of Defense (DoD) and its key components. It provides an in-depth look at the trends currently driving nearly 70 percent of all federal contract dollars throughout the growth and subsequent inflection of defense spending of the 2000–2012 study period. This third edition of the DoD report updates reports from previous years and provides greater depth of analysis. Rather than primarily reporting the changes across dozens of graphs, the analysis lists key factors behind growth or decline. However, the ability to dive deeply into raw data is as important to many CSIS readers. To meet that need, CSIS has significantly upgraded the project website (http://www.csis.org/NSPIR/DoD ) to include the graphs and table contained within this report as well as variants by defense component and by product/service area. This web site will be a living repository. Throughout the year, the study team will publish and update the data underlying shorter publications on key issues relevant to the defense- industrial base.

Abstract:
The United States has long emphasized the desirability of working with allies and partners to meet pressing security challenges. Indeed, many of our most vexing security challenges-such as terrorism, threats to freedom of the seas and air, and cyber threats-are best met with multilateral action. At a time when the United States and many of its allies and partners are reluctant to increase defense and security investments, working together is of increasing importance. This is perhaps most evident in the Middle East and Asia, where real and potential threats to U.S. and partner security are high and our interests great.

A divergence of interests expressed by interlocutors representing Member States, national defence industries and European institutions could result in heated political debate. The ability to accommodate the interests of Central Eastern Europe and Poland in particular in this process is not yet certain, especially as the EU's ambitious plans for strengthening the European Defence Technological and Industrial Base (EDTIB) are discordant with the current level playing field across Europe.

Abstract:
The following National Security Outlook is the eighth in AEI's Hard Power series-a project of the Marilyn Ware Center for Security Studies that examines the state of the defense capabilities of America's allies and security partners. In it, Andrew Michta outlines the case of Poland, which he notes is determined both to expand its indigenous defense industrial capabilities and to increase overall defense spending. As numerous accounts of NATO defense trends over the past two decades elucidate, Poland's decision to increase defense spending is far more the exception than the rule when it comes to America's other major allies. This is largely driven, according to Michta, by Poland's desire to fend as much as it can for itself in light of what it sees as Russian revanchism and Washington's growing disengagement from Europe in defense matters. Not surprisingly, this has led to a shift in Warsaw's security agenda since Poland joined NATO in 1999. Despite Poland being one NATO ally that has responded positively to Washington's calls for increasing defense capacities, today Warsaw increasingly feels compelled to look to its own resources and to neighboring capitals as potential security partners. Whether this drift in transatlantic ties is permanent or inevitable remains an open question, and will to a large extent depend on how US security relations with Europe develop in the coming years.

499. Five factors plaguing Pentagon procurement

The Pentagon has been undergoing major procurement reform since 1984, but hoped-for results have not been achieved. Bipartisan acquisition reform legislation was passed in the 1990s, but these positive changes did not hold. At the heart of the current procurement dilemma is too much faith in central planning and too little faith in the free market. Policymakers must first remedy the incentives underlying reform, and five overarching categories are driving the misplaced incentives: trust in central planning leading to increased bureaucracy, preference for defense-unique versus commercial solutions, distrust of the defense industry and profit motives, fear that the workforce is incapable of exercising discretion, and finally, preoccupation with cost certainty and maintaining low prices over achieving results and value. By reaching out to and incentivizing the private sector, the Pentagon can help reform the procurement system by lowering costs, restoring competition, and delivering taxpayers the best value for their money.

When President Obama took office, the armed services of the United States had already reached a fragile state. The Navy had shrunk to its smallest size since before World War I; the Air Force was smaller, and its aircraft older, than at any time since the inception of the service. The Army was stressed by years of war; according to Secretary of Defense Robert Gates, it had been underfunded before the invasion of Iraq and was desperately in need of resources to replace its capital inventory.
