1221. Can Europe Be Told From The North? Tapping Into the EU's Northern Dimension

Abstract:
The European Union has been furnished with a Northern Dimension (ND). The initiative, taken originally by Finland in 1997, has landed on the Union's agenda yielding policy documents, high-level conferences and some projects pertaining to Europe's North. It outlines, in terms of the spatial markers used, a sphere that reaches far beyond the northernmost North. The initiative aims, in one of its aspects, at turning northernness into a representational frame and regime that nurtures communality and influences the relations between the Union, its northern member states, some accession countries and Russia as well as Norway as non-applicants. The neo-North embedded in the move offers a joint arena for those already 'in', actors on their way 'in' and the ones that remain 'out'. In essence, it mediates in their relations, and contributes to what Christiansen, Petito and Tonra have called the "fuzziness" of the European Union by blurring established divisions.

There are two main ways to approach the general topic “International Political Economy and war”. One consists in adding a list of items to a definition of war already known. This usually includes a longer list of strategically important economic resources for which countries might go to conflict or they might need in a conflict. Some of this comes now often under the grandiose name of “geo-economics”. Another approach, however, would look what a different understanding of human motivation and the international system makes to our very understanding of war.

The commitment to create a credible military capability for Europe lies at the heart of European Security and Defence Policy (ESDP). A credible defence capability does not depend exclusively on sound armed forces but also on swift projection of these forces into theatres of operations. A European Rapid Reaction Force will be expected to be capable of intervening in any area where European interests are affected and to intervene rapidly enough to conduct effective crisis management.

To date, these hopes have been substantially disappointed.

1225. Serbia: Military Intervention Threatens Democratic Reform

Abstract:
The Yugoslav Army's arrest on 14 March 2002 of a leading Serbian politician and a U.S. diplomat signals that for the first time the Army has openly entered the political arena and is explicitly attempting to set limits on political debate and policy. Serbian politicians will cross those red lines at their peril. The nationalist, conservative and corrupt military, which as the incident demonstrates is at least substantially beyond civilian control, seems intent on protecting important elements of the Milosevic legacy and is apparently now prepared to intervene more openly to influence negatively a broad range of policies, including the domestic reform agenda, cooperation with the Hague Tribunal, and relations with neighbouring countries. That Serbia is struggling to decide whether its course is toward the European mainstream or the reactionary polity of a Belarus should be of great concern to the international community.

If the Gulf War of 1990-91 was a “defining moment” – one in which countries had to take sides – 11 September 2001 was much more, a “transforming moment”: not only was there an obligation to stand up and be counted, but with the advent of hyperterrorism, the post-Cold War era itself came to an abrupt end. It has become something of a commonplace to say that the European Union is suffering from a lack of political leadership. Where are the Delors, Kohls, Mitterrands and Thatchers of today? This dearth is especially evident in the specific area of defence policy. For the European Security and Defence Policy (ESDP) is a new and still largely embryonic venture. The progress made over the past three years has been striking, but there is a real risk that the ESDP that finally emerges will be much less impressive or noteworthy than had been promised.

For most of the last ten years, Europeans have been embarrassed by Jacques Poos' rash promise of 1991; during the conflicts in Bosnia and Croatia from 1991 to 1995, the phrase seemed only to sum up the ineffective ness and the pomposity of the European Union's pretensions to be an actor of importance in its own backyard. The Dayton Agreement of 1995 was achieved only when Richard Holbrooke threatened to pull the US out of the process and 'leave it to the Europeans'. Terrified by this awful prospect (at least, according to Holbrooke's version), the warring parties agreed to the deal.

Politically, further NATO enlargement in some form is probably unavoidable. On the deepest level, because NATO at its core is an expression of the Atlantic community of liberal democratic values. Refusing entry to new applicants who fulfil the criteria and knock strongly enough and long enough is not only politically embarrassing but undermines the foundation on which NATO rests.
