81. Health and Peace: The Future of International Emergency Health Responses during Violent Conflict

Abstract:
Recent health emergencies such as the 2018–2020 Ebola crisis in DRC, in conjunction with the early stages of the COVID-19 pandemic, demonstrate the importance of health responses that take the local context into account, especially in settings that are already affected by violent conflict. When humanitarian health responses fail to understand and adapt to their impact on conflict dynamics, they risk exacerbating those dynamics, impeding the health response, and placing health workers at risk. As healthcare becomes increasingly and globally politicized, it is more crucial than ever to recognize the links between health and peace and promote a more deliberate approach to delivering emergency health responses in violent conflict environments. In this context, this paper first discusses the global normative environment for emergency health responses in situations of violent conflict and proposals to strengthen the links between international health and peace activities, especially the GHPI. Second, it examines the concepts at the core of the GHPI initiative and considers their operationalization in violent conflict environments. Third, it summarizes the emergency health response to the 2018–2020 Ebola epidemic in eastern DRC, how it interacted disastrously with conflict dynamics, and the lessons learned from the experience. Finally, it highlights several risk areas that emergency health interventions working at the humanitarian-peace nexus in conflict will likely face and considers options for mitigating their impact. The paper concludes by offering the following recommendations, aimed at supporting the further development of the conceptual framework for the health and peace agenda and informing the operationalization of the GHPI and similar initiatives. WHO should develop the GHPI conceptual framework further, including by elaborating on when health actors should pursue peace-responsive programming and how they should coordinate with peace and security actors, as well as the relationship between the GHPI and political processes. WHO should design a strategy to operationalize the GHPI in violent conflict settings, including by developing tools, guidance, and training on conflict-sensitive analysis and programming; identifying the political skills required of those leading the implementation of such programming; and clarifying how to manage ethical dilemmas. The Executive Office of the Secretary-General should conduct a formal assessment of the Ebola emergency coordinator position during the 2018–2020 Ebola crisis. The UN Department for Safety and Security should review security risk assessment processes and safety and security measures and develop an inventory of safety and security measures that could be used in place of armed security. The UN Department of Peace Operations should review operational guidance for armed escorts and area security during site visits.

The United States’ approach to security in the Taiwan Strait has long been defined by its “One China Policy” while maintaining “strategic ambiguity.” However, without coordinated, whole-of-government policies, the People’s Republic of China will continue to act aggressively in the Taiwan Strait and cross-Strait tensions will continue to rise. The United States must creates policies that support U.S. security interests in the Indo-Pacific and develop and execute a strategy for deterring an attack on Taiwan and defeating aggression should deterrence fail. The objective of this report is to offer recommendations for shaping near- and long-term U.S. policy regarding Taiwan in five different areas: political, science and technology, economic, military, socio-cultural, and non-traditional security.

83. Sweden during the Pandemic: Pariah or Paragon?

Abstract:
During the COVID-19 pandemic, Sweden stood out from other countries, stubbornly refusing lockdowns, school closures, and mask mandates. This was highly controversial and many outsiders saw it as a dangerous gamble with human lives. From a Swedish perspective, however, it looked like it was other countries that were engaging in a dangerous experiment. This paper describes Sweden’s policies and the reasons for its choices, and it presents some preliminary conclusions about the results. Sweden’s economy got through the pandemic better than comparable countries, and elementary school students have not suffered learning losses. These benefits do not seem to have come at the expense of human health. Remarkably, total excess deaths were smaller in Sweden than in any other European country during the three pandemic years (2020–2022), and the rate was less than half of America’s. In the absence of strict government control, Swedes adapted their behavior voluntarily.

Abstract:
After focusing on pastoralist conflicts in three cross-border areas for ten years, the Conflict Early Warning and Response Network (CEWARN) adopted an ambitious new Strategy Framework in 2012. The strategy transformed CEWARN into a system to detect and respond timeously to the potential escalation of violent conflicts that may be triggered by economic, environmental, governance, security and social matters in all member states of the Intergovernmental Authority on Development (IGAD).1 Besides expanding the thematic and geographical range, the strategy enhanced CEWARN’s partnership with civil society, which was initiated by the pioneering CEWARN Protocol in 2002.2 This article reviews the implementation of CEWARN’s partner-ships with civil society organisations (CSOs) for data collection, analysis and response under the current Strategy Framework. It identifies outstanding challenges and lessons for (inter)governmental conflict early-warning and response systems (CEWRS).

As we approach four years since the first cases of Covid-19 in the Chinese city of Wuhan, the world seems relatively familiar again, albeit an increasingly scary place because of war in Europe, accelerating climate change, and the unhealthy nexus between new technologies and authoritarian coercion by Beijing and others. Within this ‘polycrisis’, Covid-19 now feels like a secondary concern. But the world remains unprepared for the next pandemic, which the Director-General of the World Health Organization, Dr Tedros Adhanom Ghebreyesus, has warned could come soon and be even more deadly. This report provides a comprehensive stocktake of the lessons our region should draw from Covid-19 at precisely the time we risk forgetting the pandemic’s significance, not just for health but also for the resilience of our societies, economies and international rules-based trade and security. This collection of papers by Japanese and Australian academics, journalists and think tankers explores varying aspects of the regional impact of the pandemic, including on trade, foreign affairs and security. The collection includes detailed case studies on Japan, the Philippines and Indonesia, as well as thematic analysis at the regional and multilateral levels. We hope the compilation is useful for policy makers and decision makers throughout the region, in particular the examination of the systemic links between different forms of crisis preparedness, the sovereign resilience of smaller powers against great power influence, and the effect of Covid-19 in accelerating pre-pandemic regional trends, including mounting challenges to liberal democracy. Abstract:
The United Arab Emirates is hosting COP28 in Expo City Dubai from November 30 to December 12, 2023, the largest yearly gathering dedicated to tackling the phenomena of climate change, an urgent global crisis that transcends national borders and necessitates resolute international cooperation to prevent the harm it causes. Undoubtedly, the UAE's hosting of the conference, which has a long track record of efforts in combatting the effects of climate change and investing in clean energy, will provide momentum for Gulf states to lead climate action efforts at the regional and international levels. However, it is untrue that the issue of climate change has risen to the top of the Gulf states' priority list solely because of the COP28 summit. This has received much attention for over a decade because Gulf nations are among the countries most affected by climate change, so they must be at the forefront of countries fighting to prevent it.

Abstract:
Since the start of the war in Ukraine, there has been ongoing discussion about whether or not the collective West is getting tired of supporting Ukraine. Despite the fact that, overall, the West continues to express support by providing assistance, and Washington and Brussels1 repeatedly state that continued assistance is crucial to keep Ukraine fighting for its independence, there are still periodic attempts by some actors within the European Union to suggest peace treaties that might lead to a ceasefire as soon as possible. For example, in spring 2022, Italy presented a 4-point peace plan that concentrated on demilitarizing the front lines; declaring Ukraine a neutral country, with some unidentified states guaranteeing its security; having an agreement between Russia and Ukraine about the status of Crimea and Donbas that would give those parts of Ukraine full autonomy in every sphere but officially would leave them parts of Ukraine; and having a multilateral agreement signed between Russia, Ukraine and the EU about the withdrawal of Russian troops from Ukraine and the removal of the sanctions.2 However, the plan never saw success because it left space for legitimate concerns associated with Russia not fulfilling its responsibilities and continuing its aggressive policy both against Ukraine and against other neighbors. Italy has had opposition from various political groups to the sending of arms to Ukraine, and Prime Minister Meloni, who has generally been supportive towards Ukraine, has been voicing concerns about “fatigue… from all sides”.3

Abstract:
Lex Takkenberg is currently a Senior Advisor with Arab Renaissance for Democracy and Development (ARDD) and a non-resident Professor at the Institute of International Humanitarian Affairs, Fordham University. He worked with UNRWA, the UN agency for Palestinian refugees, from 1989 until late 2019, most recently as the first Chief of its Ethics Office. Prior to that, Lex held a range of other positions with UNRWA, including as General Counsel, (agency-wide) Director of Operations, and (Deputy) Field Director in Gaza and Syria. A law graduate from the University of Amsterdam, Lex obtained a Doctorate in International Law from the University of Nijmegen, the Netherlands, after having successfully defended my doctoral dissertation entitled The Status of Palestinian Refugees in International Law. When the Russo-Ukrainian war broke out in February 2022, the world was horrified as we watched, in real-time, Russia violate international legal instruments[i] and invade Ukrainian sovereign territory. As Russian armored vehicles rolled into Ukraine, and cities were shelled, Russia initiated a war that has left thousands dead and hundreds of thousands more displaced.[ii] In the midst of such horror, humanity showed the best of itself as allied countries, international relief organizations, NGOs, and individuals quickly responded to the crisis by providing asylum for the ballooning number of refugees the war had created. Under the 1951 Refugee Convention,[iii] refugees everywhere are guaranteed rights and protections, which include the right of non-refoulment, the right not to be punished for entering into another territory legally, and the basic rights to education, housing, and public relief, amongst others, which to a large extent has been upheld for Ukrainian refugees, including the provision of temporary protection status[iv] across the European Union. Whilst the herculean efforts at ameliorating the Ukrainian refugee crisis and providing aid to the displaced are laudable, it raises the question about the status of other refugee situations globally. The ongoing Palestinian refugee question is the most protracted refugee situation in modern history and, as such, deserving of attention. In this interview, I speak to Lex Takkenberg – the first Chief of Ethics for UNRWA and the leading expert on international law, and the question of Palestine about the current status of Palestinian refugees.

La inflación y la perturbación de las cadenas de suministro han agudizado las crisis económicas y sociales y los riesgos de inseguridad alimentaria de las franjas más vulnerables de la población de esta región incrementando las fracturas territoriales y las desigualdades. Este documento, a cargo de Laurence Thieux, profesora ayudante doctor del Departamento de Relaciones Internacionales e Historia Global de la Universidad Complutense de Madrid, trata de arrojar luz sobre las causas estructurales de las crisis de los sistemas alimentarios y agrícolas de algunos países del norte de África (Marruecos, Argelia, Túnez, Libia y Egipto). Se analiza también sus consecuencias y la contestación de unos modelos de desarrollo agrícola cuya sostenibilidad es cada vez más cuestionada por las injusticias sociales que conllevan y el uso desmedido de recursos naturales cada vez más exiguos por el cambio climático.

Abstract:
What are the most dominant post-pandemic conclusions, and what do the latest research results on pandemic management in Serbia and the Western Balkans show? Read all about it in the newest analysis made by BCBP. The analysis concludes that the main feature of the pandemic management in Serbia is the dominance of politics and the political interests of the powerholders over expertise. Although there were moments when expertise and containing the spread of the virus were the primary goals of the management (particularly at the very beginning), the major decisions were made based on expected political consequences. This approach towards the administration is also evident in the way in which the government and state officials communicated about the pandemic and what measures were being adopted: from a spread of panic and imposing some of the most rigorous restrictions in Europe to complete silence from officials about the pandemic situation and lifting all measures. The second main characteristic of the pandemic management is non-transparency, of course of actions in various fields: giving false statements about the numbers of infected and deceased people from COVID-19, non-transparent procurement of medical equipment and vaccines, disclosed agreements with third countries and private companies. The pandemic management should have included experts from different areas, such as communicology and psychology, while organizational aspects of the management should have included plans for other vulnerable groups and patients who were totally neglected throughout the course of the pandemic.
