Abstract:
Unprecedented global turbulence in 2022 has demonstrated the need to pay increased attention to naval operations. Enhanced military capability allows naval power projection far beyond home waters. New threats and challenges are emerging from technological advances and new applications, not least the vulnerability of warships and naval facilities to cyber intrusions and cyberattacks. As states implement the programmes they need to protect and promote their interests at sea, there is also likely to be an increase in the number of close tracking incidents. How effective current risk reduction mechanisms will be at dealing with incidents at sea is unclear. This Insights Paper provides a preliminary assessment of the existing mechanisms and suggests areas for further improvement.

Abstract:
Tunisia is the main departure point to Italy in 2023 for West Africans and sub-Saharan Africans. Socio-economic conditions, food shortages, and poor governance are key factors in Tunisian migration. The absence of an asylum and migration system is a critical factor in the transit of asylum seekers to Europe. Comparisons with the 2011 crisis reveal lessons learnt, with Italy taking a more proactive stance. Europe is divided but also united: divided in its member states’ initial reactions; united in its persistent deployment of a toolbox that has yielded only limited results to date.

What went wrong in Kabul and what were the critical junctures in the West’s decision-making? This Paper explores these two questions in detail. Two moments stand out in the chaotic evacuation from Kabul: the establishment of the military withdrawal schedule in mid-April and when all the countries involved scrambled to get their civilians out too. What is clear is that EU institutions were not prepared and were equally blindsided by the speed of events and decisions. This Paper shows that the dereliction of prudence, planning and duty also extends to the EU. This is the first paper of a three-part Report examining the evacuation of Kabul, and the combined failures of NATO and the EU, amid the war in Ukraine. The Report is structured in three parts: A description of the central decision moments leading up to and during the evacuation from Afghanistan. An assessment of the main factors contributing to failure in anticipation, planning and execution. Recommendations regarding the EU’s crisis management architecture and capacity in the context of the implementation of the Strategic Compass.

The EU has yet to engage in a comprehensive ex-post evaluation of the factors of failure ahead of and during the critical summer months in 2021. By failing to deal with the past, one also does not learn about the future. Building on the preceding chapter’s analysis of the events leading up to and during the evacuation of Kabul, this paper identifies three main factors in the West’s Kabul fiasco: a collective failure of anticipation, NATO groupthink and dependence on the US, and the absence of European will and capabilities. This is the second Paper of a three-part Report examining the evacuation of Kabul, and the combined failures of NATO and the EU, amid the war in Ukraine. The Report is structured in three parts: A description of the central decision moments leading up to and during the evacuation from Afghanistan. The start of a new institutional cycle and the development of the European Council's Strategic Agenda will raise concerns about the EU's ability to respond to multiple problems in a more systemic and conscious style. Therefore, a holistic nexus approach that combines greater inter- and intra-institutional collaboration with strategic vision and principled leadership will be essential if the EU is to deliver on complex challenges. It will play a vital role in the EU’s ability to deal with today’s permacrisis with regard to climate change, human security, and demographic transformations. This Discussion Paper retraces the genesis of the nexus approach in humanitarian and development cooperation to draw lessons learned for the EU’s strategic thinking around systemic and deeply interconnected problems. It shows how a conscious strategic vision, more coherence, and principled leadership will be crucial if the EU is to tackle complex challenges effectively.

67. The 21st Century Global Crisis: Laying out the Foundations for a New World Civilization

Abstract:
The article focuses on principal traits of modern culture, i.e., on what we term the foundational cultural myths of Modernity, and to examine the role these myths have played in the contemporary crisis. A set of new epistemological insights is outlined that would be needed to understand and to act upon the root causes of this crisis, such as the oneness of Reality, the diversity within the oneness of Reality, the impermanency of all phenomena and the relativity of time and space. In this context, the actual functionability of modernity’s myth is questioned (the Myth of Eternal Progress) and its concrete manifestation as a model of social development based on the perennial increase of economic growth, i.e., industrial production and consumerism, in detriment of fundamental values, which we believe are the origin of both that existential system and the current global crisis. As a substitution, a model of development, Optimizing Homeostatic Paradigm, is proposed. This implies dismantling all policies of unrestricted economic growth and the replacement of Gross Domestic Production (GDP) as the standard measure of social development and human progress. The criticism that limitation of economic growth would reduce economic activity and would foster loss of employment, therefore more poverty, is refuted. In this theoretical framework, the concepts of human freedom, development and technology are revised, and new ones are proposed. Finally, Bhutan’s Gross National Happiness (GNH) index is shown as an example of alternative model of development, and inspiration for a new kind of world civilization.

68. The Energy Crisis Requires a Military Solution that Compels NATO to Spend like Estonia

Abstract:
In this LSE IDEAS Strategic Update, the authors focus on the intimate relationship between the Russia-Ukraine war and the energy crisis, both for Ukraine and the rest of Europe. It is argued that although Western sanctions against Russia’s energy sector have been a welcome political statement, they have so far been inadequate. Moreover, in the absence of expanding Ukraine’s defence systems, supplying the country with critical equipment to rebuild its energy sector while it is under constant Russian bombardment has limited impacts. Consequently, the authors argue that to solve the energy crisis, both for Ukraine and the rest of Europe, NATO and its allies need to “spend like Estonia.” Spending like Estonia would, among others, entail ramping up support for Ukraine to 1.1% of each member state’s GDP. Such an approach could help Ukraine to decisively win the war in 2023, and it would help to avert a potential energy crisis during the next winter.

Abstract:
Lebanon’s current economic crisis ranks among the worst in recent history. GDP has collapsed by 38% in real terms. The Lebanese lira, which was fixed to the dollar in 1997, has lost more than 98% of its value on the parallel market. The government has defaulted on its debt, and depositors are unable to access their funds held at commercial banks. Consolidated public sector debt, including both government debt and commercial banks’ claims on the Banque du Liban (BdL), represents more than seven times the current GDP. Public services delivery has crumbled. In short, the country is undergoing a debt crisis, a banking crisis, a currency crisis, and a growth collapse. Four years into the crisis, a resolution remains elusive, and each passing day increases the economic and social burdens faced by the population. Given the increasing cost of delaying a resolution, we propose a strategy for Lebanon’s economic recovery that addresses all the dimensions of the crisis while recognizing the need to rapidly kick-start the economic recovery.

Abstract:
Typhoon Doksuri (杜苏芮) crashed onto the Chinese mainland over Fujian Province on Friday, July 28. From there it pushed northward, where a constellation of meteorological factors led it to slow down over North China, where it unleashed huge volumes of rain over the Beijing-Tianjin-Hebei region. Over 1600 weather stations in Hebei Province, which surrounds Beijing, recorded rainfall in excess of 250 mm across a 72 hour period, with one station in Xingtai City recording a maximum of over 1003 mm. Beijing saw the highest rainfall since its meteorological records began in 1860 (Xinhua, August 9). The storm was the proximate cause for severe flooding. Already by Tuesday, August 1, state media was reporting that 20 people had been killed in the floods, and 127,000 had already been evacuated from the capital (Global Times, August 1). However, the full-scale of the human impact is unlikely to be clarified by the government any time soon: much information about the floods has already been censored or deleted from China’s internet, and official statistics, when they have been released, are almost certainly underplaying the costs. [1] Perhaps most unhelpfully, the website for China’s Ministry of Water Resources, has been inaccessible all week (水利部, Ministry of Water Resources). Nevertheless, drawing on the information that has been forthcoming from China’s central and regional governments, as well as firsthand accounts posting on Chinese social media and Twitter (X), we can make a preliminary assessment of the potential political and economic consequences of this event.
