61. Negotiating Toward a Denuclearization-Peace Roadmap on the Korean Peninsula

Abstract:
This report examines pathways toward denuclearization and peace on the Korean peninsula by offering a conceptual framework and principles for a political roadmap informed by a technical understanding of nuclear issues, to guide Washington as it navigates a range of options in negotiations until 2020. Recognizing the inevitable linkages between denuclearization and the peace process and the effects the two issues have on each other, this report proposes and emphasizes the need for a comprehensive denuclearization-peace roadmap. The task and key challenge for the United States is to configure the right tradeoffs to create incentives for North Korea to take denuclearization steps without giving away too many vital rewards too soon, to maintain negotiating leverage. It is important to prevent Pyongyang from pocketing early gains and walking away from the process without making significant progress on denuclearization. Value-based metrics should be used in determining appropriate bargains.

Abstract:
This article aims to examine the context of the political breakdown in South Sudan, highlighting its effects on human security in the country, and to analyze the response of the United Nations, with a focus on civilian protection, in the period 2014-2018. In this light, the theoretical hypothesis was that “within the framework of a United Nations peace mission, the implementation of a strategy for the protection of civilians corroborates human security in the region of crisis and/or conflict.” In this effort, after this introduction, the methodological considerations about the investigation are presented, followed by a theoretical and conceptual frame that fits the analysis. Subsequently, is the political breakdown in South Sudan, highlighting its effects on human security and, following the central question, the United Nations response focused on the protection of civilians. Finally, we present the conclusive aspects, illuminated by the theoretical hypothesis.

Abstract:
The Kashmir issue is a primary source of resentment between India and Pakistan. It is considered the oldest issue on the schedule of the Security Council yet to be resolved. This divisive issue remained unsolved and has become the nuclear flashpoint. The peace of the South Asian region is severely contingent upon the peaceful resolution of the Kashmir dispute. It is not only the pivot of bitterness in the bilateral relation of India and Pakistan, it also a continuous threat to the regional peace in South Asia. This study critically assesses and evaluated the issue in the perspective of historical facts and current context regarding Kashmir. Chronological data presented and describe that the Kashmir issue has deteriorated the fragile security of South Asian region and remained a continuous threat of nuclear escalation in the region. Abstract:
The Trump–Kim summit is a distinct new phase in the dramatic cycle that defines the North Korea nuclear issue and the peninsula’s highly theatrical brand of geopolitics. Now that North Korea has finally reached the threshold of a nuclear missile capability to directly threaten the US mainland, its scripted brand of hyperbole and brinksmanship is encountering a different sort of melodrama: the political theatre of Donald Trump. The North Korean nuclear issue cannot be understood without an appreciation of the fundamental tension within inter-Korean relations. There is no precedent for a minor, revisionist power developing an asymmetrical nuclear deterrence relationship with the United States. The result is unlikely to be stable.

Abstract:
The war scenery in Eastern Ukraine in 2015 showed Kiev in a disadvantageous military position, in its efforts to stop the separatists’ advances in the occupied territories. At the same time, the possibilities that the self-proclaimed authorities of the “Donetsk and Lugansk Popular Republics” would honor the military clauses of the 2014 and 2015 Minsk Agreements were remote. Neither were the authorities in Kiev inclined to honor the political clauses for which they were responsible. This difficult situation led the President of Ukraine to present a proposal for the deployment of a peace -keeping mission under the mandate of the United Nations Security Council. Nevertheless, such an initiative was not given on that occasion, any support or follow -up.

Amid the rollout of the February 2018 U.S. Nuclear Posture Review, security analysts have understandably focused much attention on its implications for the U.S. nuclear arsenal, intra-alliance ties with key North Atlantic Treaty Organization (NATO) partners, and Washington’s icy relations with Moscow. But nuclear deterrence only partially addresses NATO members’ shared concerns about Russian behavior, especially in light of Moscow’s growing propensity to undermine the alliance with nonkinetic operations and other tactics that nuclear warheads cannot easily deter. The risk of escalation sparking a wider conflict—deliberately, inadvertently, or accidentally—between Russia and NATO is dangerously high. This is particularly the case in the Baltics, a region that would be difficult for NATO to defend because the military balance there very much favors Russia; moreover, Moscow could instigate unrest among the Russian minorities living there. To mitigate these risks and remain united, NATO members must complement deterrence with resilience and risk-reduction measures better tailored to addressing Russian behavior below the threshold of outright conventional and nuclear conflict.

Over the years the African continent has made significant strides in ensuring its voice is heard on the global scene. Despite this progress, Africa is still not perceived as a credible business partner. Although Africa has experienced significant economic growth, it is still considered “jobless” growth. A “youth bulge” is also appearing across the continent, which can be both an asset and a ticking time bomb. Overall, Africa continues to witness diverse threats to its peace and security, ranging from communal, ethno-religious, and pastoralist conflicts to violent extremism, and most recently, the increasing impacts of climate change. Combined, these threats have claimed an enormous number of lives and properties, displaced millions, and destroyed sources of livelihoods all while stunting socio-economic progress. It is critical for the African Union (AU) and its member states to collectively address the root causes and to understand the multidimensionality of security in Africa to avoid further bloodshed. ​ Understanding what breeds instability is essential in preventing the outbreak of violence and conflict. Instability is often caused by four main factors: power contestation, lack of inclusivity, unequal distribution of resources, and impunity. If these root causes are not addressed in a timely manner, instability is inevitable. Over the years, several strategies have been employed at national, regional, and continental levels to address conflicts. We are perplexed by the dynamics of the existing threats, as well as the patterns of the emerging threats. Assessments reveal an increasing inter-relatedness of the existing and emerging threats and predict their escalation if they are not adequately addressed in a timely manner. ​ More often than not, the signs of potential violent conflicts exist, but the corresponding responses are relatively weak or late. This trend has compelled world leaders to advocate for prevention at the earliest stage given the enormous humanitarian, psychological, and socio-economic costs of violence. As such, the imperatives of matching early warning with early response to prevent and or mitigate violent conflicts cannot be overemphasized. However, these strategies should not be implemented separately or haphazardly, but in concerted and coordinated manners to ensure tangible impacts... ​
