Abstract:
Assuming the U.S.-led military operation to topple Saddam Hussein proceeds, the threat is very great of large-scale violence, centred on Kirkuk, erupting in Northern Iraq between Kurds and Turks. If that is to be averted, the United States must urgently take three important steps: get its own forces to Kirkuk first, ensure that Turkey exercises restraint, and simultaneously persuade the Iraqi Kurds to take no action that will risk provoking Turkey.

Abstract:
The impassioned controversy that surrounded the decision to invade Iraq had the unfortunate consequence of impeding coordination of humanitarian relief operations. Now that the war has begun, it is important to deal with the urgent task of meeting the needs of the Iraqi people. That will require steps by those who were opposed to the war, in particular European governments and NGOs, to agree to work in close coordination with the United States and put their plans and their funding on the table. And it will require steps by the United States to eschew a dominant role in the post-conflict humanitarian effort and hand coordination over to the United Nations.

Abstract:
The policy dilemmas posed by the Iraqi crisis are much more acute, and the issues much more finely balanced, than most of those publicly supporting or opposing war are prepared to acknowledge. There is still broad international agreement about the objectives to be pursued: ensuring that Iraq does not constitute a threat, disarming it of the weapons of mass destruction it still retains (as demanded by Security Council Resolution 1441), and improving the condition of the Iraqi people (as demanded both by common decency and the Iraqi people themselves). But following the inspectors' reports to the UN Security Council on 14 February 2003 and the extraordinary scale of the worldwide anti-war demonstrations over the following days, achieving international consensus on how to achieve these objectives appears as difficult as ever.

Abstract:
The devolution of authority over some police functions to civilian auxiliaries and private security organisations should be a source of concern to those concerned about police reform in Indonesia. While much donor aid is going into community policing, the trend in parts of Indonesia seems to be to allow local civilian groups, untrained and unaccountable, to provide protection or fight crime instead of the police. The trend is worrisome under any circumstances, but particularly so given political tensions in the lead-up to the 2004 elections.

535. CÔTE D'IVOIRE: "The War Is Not Yet Over"

"The war is not yet over", an ICG mission to Côte d'Ivoire repeatedly heard in November 2003. There are ominous signs that the Côte d'Ivoire peace process initiated in January 2003 has broken down. If the country goes back to war, it could well take all West Africa with it, endangering even recent progress in Sierra Leone and Liberia. The UN Security Council needs to take a leading role in the peace process, initially by upgrading its current presence to a full peacekeeping mission. This could include subsuming some 1,400 West African troops under the umbrella of an expanded operation. The UN should also step up cooperation between its ongoing peace operation in Liberia and its Ivorian peace mission, MINUCI.

536. Nepal: Back to the Gun

With the collapse of the ceasefire and peace talks between government and Maoist insurgents, Nepal appears to be in for months more of bloody fighting. There are prospects for eventual resumption of negotiations since neither side can realistically expect a military victory, and there are indications of what a diplomatic compromise might look like. However, the international community needs to urge all sides toward compromise and press the government to restore democracy, bring the political parties back into the picture and control the army's tendency to commit serious abuses when conducting operations. Similarly, the Maoists should discontinue targeted assassinations, bombing and widespread extortion.

537. Youth in Central Asia: Losing the New Generation

Abstract:
More international involvement is needed in all spheres of youth activity in Central Asia, where around half the population is under 30. In a world where many people expect progress with each generation, most of the young in this region are worse off than their parents. They have higher rates of illiteracy, unemployment, poor health, and drug use and are more likely to be victims or perpetrators of violence. Few regions have seen such sharp declines in the welfare of their youth, and the combination of declining living standards with a demographic bulge brings increased risks of political instability and conflict. Current trends must be reversed if the region is to avoid more serious economic and political problems.

The domination of Afghanistan's political landscape by armed parties and individual commanders is still the principal obstacle to implementation of the political process that was agreed at the Bonn conference in late 2001. Without a credible process of disarmament, demobilisation and reintegration of former commanders and fighters into society (DR), it is inconceivable that any of the key elements of that political process - including the adoption of a new constitution, judicial reform, and elections - can be meaningfully implemented. More international engagement across the country - in the form of both security contributions and economic assistance - remains the essential ingredient.

Abstract:
Tackling conflict and providing security in Afghanistan requires a greater effort to deal with local disputes that frequently flare into violence and lead to wider problems. Although these attract less attention than the threat from the resurgent Taliban, they are important as they produce an environment of insecurity which destroys all quality of life for ordinary civilians and undermines the legitimacy of the Afghan Transitional Administration in Kabul. Local commanders often exploit these disputes to consolidate their positions, further weakening the authority of the central government.
