351. From the First Intifada to the "March of Return"

Abstract:
The "March of Return" events have brought out the masses. It seems that since the first intifada the Palestinian arena has not witnessed such widespread mass participation as evident in the recent protests along the Gaza Strip border. At the same time, it is doubtful whether the crowds can deliver the same achievements they furnished in the first intifada. This is due to public suspicions regarding the intentions of both Fatah and Hamas, the absence of international and Arab support so far, and the deterrent element of Israel's response. A new chapter appears to have opened in the Israeli-Palestinian struggle, in which the Palestinian public is asked to decide which of the two paths proposed by the respective leaderships – in Ramallah and in Gaza – should be adopted. In the background are the echoes of failure of both paths – the path of negotiation and security coordination led by the Palestinian Authority, and the path of armed opposition led by Hamas. The main test now is for Hamas, as the ruler of the Strip. Will it succeed by means of the "March of Return," which it is leading but did not initiate, to extend the common denominator between the rival Palestinian camps, to heighten the motivation to maintain the tension along the border, until the planned climax on May 15? Or will it be satisfied with the attempt to place the blame for the failure of internal Palestinian reconciliation and the weakening internal reality on the Palestinian Authority leadership in Ramallah? Time will tell.

352. Who Will Make the Decision?

Abstract:
The Knesset has recently amended the “Basic Law: The Government,” with respect to "authority to declare war or conduct a significant military operation." Under the previous legislation, this authority was given to the government, but the new law grants the authority to the Ministerial Committee for National Security (the Security Cabinet). However, the final version of the new law goes even further, and concludes: "Under extreme circumstances and for reasons that will be noted…the prime minister and the minister of defense are authorized to make the decision in a more restricted legal quorum." Such a law has almost no equivalent in Western democracies. It lacks the checks and balances essential to a democratic regime and is bound to undermine the principle that war is an act requiring maximum domestic and international legitimacy. Yet in view of the new legislation, the Security Cabinet's work should be improved so that it will be fully familiar with the strategic matters on the agenda. In addition, both for the sake of checks and balances and the prevention of an overconcentration of authority in the hands of individuals and so that more than two elected representatives of the people bear responsibility for cardinal policy measure such as war and peace, at least the entire Security Cabinet should participate in the decision. The tactical decisions can and should be made in restricted forums, but it is best for such a momentous decision as a declaration of war to be taken in a broad forum that bears the burden of the responsibility.

353. Making cities in conflict areas more resilient

Abstract:
By 2050, the UN estimates that 70 percent of the global population will be living in urban areas. Therefore, understanding and anticipating the ability of cities to manage and avoid the negative effects of climate-related changes and events – for example, hurricanes, overpopulation or supply chain disruption – is of utmost importance. This paper presents a conceptual framework to empirically quantify the climate resilience of cities to guide policymakers and community leaders in identifying challenges and opportunities. This paper tests the framework for data analysis in three cities in conflict-prone territories: Bamako (Mali), Maiduguri (Nigeria, Lake Chad Region) and Baghdad (Iraq). The analysis of the three cases suggested that city resilience in those areas cannot be developed without addressing the root causes of conflict in the entire area, as city-level resilience in conflict areas is closely related to the national level. On the basis of the research, some important observations and recommendations are made. When tested, the analysis revealed that the level of resilience did not necessarily correspond to economic development; it also found that conflict significantly lowered overall urban resilience to climate-related impacts. Large sprawling cities typically score poorly on maintaining resilience. While recovery and learning capacities are usually present in urban areas, very dense urban areas are particularly vulnerable to climate disasters. Cities in the global north have built learning capacity; they have made efforts to share best practices (e.g., the Rockefeller Foundation’s Resilience initiative, efforts by UN CPI and CRI, etc); and they have considered the lessons learned and implemented guidance. Data analysis can help to bolster the learning capacity of cities to cope with climate impacts that could increase tensions in large urban areas. However, there is a significant difference in the availability of data between the developed and the developing world. Data collection in developing countries (and cities) should be strengthened to better estimate climate-related security risks in urban areas and bolster their capacity to maintain key functions and recover and learn from climate events in their own and comparable cities.

354. Under the gun: Resource conflicts and embattled traditional authorities in Central Mali

In the Mopti region of Mali, the livelihoods of most people depend on agriculture and pastoralism. Here, a variety of socio-professional groups - such as herders, farmers and fishers - coexist amidst the great natural richness of the inner Delta of the river Niger. Over recent years, poor resource management and subsequent conflict over access to these resources has threatened the livelihoods of virtually every community in central Mali. Formal and traditional justice mechanisms have each often proven incapable of mediating conflicts effectively and bringing justice to the victims and disputants. Moreover, the increase in communal conflicts in central Mali has created a fertile breeding ground for radical, armed groups. These groups have become actively involved in the regulation of access to natural resources, as well as in the mediation of related conflicts, to help create local legitimacy for their rule. That these groups could exploit conflicts to consolidate their power demonstrates that fighting them will not be enough to stop destabilisation in the Mopti region. Only solutions that address the underlying drivers of instability will enable sustainable peace to emerge. This report explores the lack of governance as a structural driver of resource conflict in the region and identifies a mix of short- and long-term measures to increase the legitimacy of the Malian state.

355. More than infrastructures: Policy Brief water challenges in Iraq

Abstract:
With the liberation of Mosul from so-called Islamic State (IS) in November 2017, Iraq entered – once again – a post-conflict period. In his Policy Brief Tobias von Lossow analyses how shrinking water quantities and acutely declining water quality pose tremendous challenges in the process of rebuilding the country: Dam building in Turkey and Iran has contributed to a remarkably reduced water inflow of the Euphrates and Tigris; Iraqi water installations had been in very poor condition before IS used water as a weapon and further damaged infrastructure; Tigris River’s waterflow upstream of Baghdad requires careful coordination between the Kurdistan Regional Government (KRG) and central government; extremely salinised water resources and environmental degradation in the Marshes risk the extinction of agricultural activities and livelihoods in that area. To address these challenges, technical measures will be important, and necessary – for instance, investment in water infrastructure. But that will not be nearly enough, as the water issue has the potential to accelerate re-emerging social divisions and political fragmentation and thus undermine Iraq’s stability and security. The political implications of water policies must be carefully taken into account in Iraq’s postconflict process and should complement technical efforts in this crucial sector. The basin-wide protection of the supply infrastructure could serve as a technical as well as a political entry point for water cooperation in the region.

Abstract:
Syrian society is more socially, politically and geographically fragmented than ever before. None of the social problems that caused the 2011 protests have been resolved. Nevertheless, during recent months the Syrian regime has been trying to foster the image that Syria is entering a post-war phase in which a unified and stable Syria can flourish under President Bashar al-Assad. The fact that more than half of the country’s pre-war population is living in exile and has no part in this new social contract of sorts is conveniently omitted from the image presented of this ‘new’ Syria. These refugees will likely continue to live in precarious conditions, with few prospects for safe and voluntary return. In this policy brief authors Samar Batrawi and Ana Uzelac identify four tools the Syrian regime has at its disposal to control the return of refugees and Internally Displaced Persons (IDPs). It is the second in a series that explores practical considerations of potential European involvement in specific areas of reconstruction in Assad-ruled Syria (the first policy brief on urban reconstruction can be found here.) The brief puts these tools in the perspective of the broader conflict dynamics affecting refugees and IDPs and identifies implications for Western European policy. It concludes that rather than resigning to the limited possibilities for structural political engagement in Syria, Western European policymakers should invest in ways to mitigate the material and political dispossession of more than half of Syria’s pre-war population.

357. From soldiers to politicians? Iraq’s Al-Hashd Al-Sha’abi ‘on the march’

It has become clear since Iraq’s May 2018 elections that many of the armed groups that make up the country’s Al-Hashd al-Sha’abi (aka Popular Mobilization Forces) intend to fully integrate into the Iraqi Security Forces and/or disband at some point now that the fight against the Islamic State (IS) has reached a much lower level of intensity. Several groups are less likely to do so, however, including those linked with Iran. Although all 50+ Hashd groups have been brought under the legal purview of the Iraqi state, in practice a number continue to operate autonomously. The fragmented nature of both the Iraqi state’s coercive capabilities and the country’s political landscape will make it difficult, in the short term, to compel reluctant groups to integrate into state security forces or disband. Pushing for enforcement of such compliance risks violence and is best avoided. At the same time, using a broad set of indicators to monitor Hashd-related events and incidents based on open, online sources, this policy brief provides substantial evidence that some Hashd groups are using their autonomy to strengthen their power base in ways that will complicate achieving greater integration in the future. Our research suggests that policy makers in Baghdad and Western capitals should support four initiatives that can help limit this risk without triggering large-scale violence: Gradually establish a direct, incentive-based relationship between Hashd fighters and the state to shift the loyalties of fighters over time. Tighten local command, control and coordination mechanisms of all state security actors to compartmentalise the way in which Hashd groups operate, especially locally. Ensure that (international) reconstruction funds have strong in-built safeguards and standards that reduce corruption and do not contribute to the growing penetration of the Iraqi economy by armed actors, e.g. by contracting them. Address the root causes of the emergence of IS to remove the rationale for some Hashd groups to retain arms (and to make Iraq safer).

According to United Nations High Commissioner for Refugees (UNHCR) esti- mates, nearly sixty-six million people had been forced to leave their homes and migrate as a result of conflict, political violence, ethnic and religious tensions, and natural disasters as of 2016.1 These rather high estimates contributed to the UN’s 2016 launch of the New York Declaration for Migrants and Refugees to enshrine global commitments to the challenges posed by high levels of forced displace- ment, and develop concrete plans for their resolution. This policy briefing note addresses the African Union and African govern- ments, as well as African scholars and policymakers regarding Africa’s particular position within global displacement and migration trends. It provides recommen- dations in the lead-up to the adoption of the Global Compact on Refugees (GCR) at a special summit in Morocco in December 2018.

359. The Challenges of Reintegration in Post-Conflict Peacebuilding: The Case of Nigeria’s Niger Delta

Abstract:
The end of the Cold War shifted the focus from international wars between states to internal wars with immense consequences for unarmed civilians, such as occurred in the African countries of Angola, Burundi, Central Afri- can Republic (CAR), Democratic Republic of the Congo (DRC), Liberia, So- malia, and Sudan, to mention a few.1 The nature of these wars makes these countries susceptible to further wars. To avoid such conflict traps, peace- building measures such as disarmament, demobilization, and reintegration (DDR) have been introduced to pave the way for an easier transition from conflict to peace, by minimizing risks from ex-combatants as possible spoil- ers and, restoring hope and security to victims of conflict while developing their communities.2 Evidence from countries that have utilized DDR, such as Angola, DRC, So- malia, and Liberia, suggests that while disarmament and demobilization may be essential, reintegration remains the most critical component of post-conflict peace and security.3 Debate continues over the notion that while disarmament and demobilization entail short-term security opera- tions, they do not by themselves bring sustainable benefits; reintegration focuses on extensive long-term development efforts that are critical to avoiding the conflict trap and sustaining peace in the long run. Short-term security does not bring about sustainable benefits unless it is coordinated with long-term community development strategies. Reintegration address- es the economic and social transformation of both ex-combatants and the overall communities they are joining, yet the full implementation of this pro- cess is generally ignored in DDR programs in post-conflict countries. This paper focuses on the extent of implementation of the reintegration phase in the Niger Delta region’s post-conflict (usually called post-amnesty) period and its impact on peace, security, and development in the region. The Nigerian federal government embraced the post-amnesty DDR concept in June 2009 to set the pace for gradual resolution of the violence that had embroiled the region for almost a decade. During the execution of the disar- mament and demobilization phases, the Niger Delta region recorded initial progress in peace and security demonstrated by an increase in oil produc- tion from an estimated 700 barrels per day (bpd) to an estimated 2,500 bpd in early 2010. However, the implementation of the reintegration phase has raised several questions due to the region’s relapse into violence and crime. There is, therefore, a need to investigate the factors working against suc- cessful implementation of the reintegration process. A critical analysis of the process will enhance the understanding of schol- ars and policymakers alike on what constitutes sustainable reintegration and at the same time, how it may be achieved in post-conflict societies. The focus on reintegration is meant to facilitate a specific consideration of its importance as the point of intersection between short- and long-term peacebuilding processes.

Abstract:
Not long ago, Uruguay’s former president Jose Mujica said something that stuck in my mind: “Colombia is a laboratory for history!” In a polarized world facing numerous political disturbances, sectarian warfare, terrorism, and even the growing and frightening prospect of nuclear conflict, I believe President Mujica was trying to draw attention to my country’s hopeful, and perhaps unlikely, story of peace. The fact that a country like Colombia was able to end a 50-year-long war that left millions of victims and untold bloodshed between sons and daughters of the same nation is a beacon of hope in today’s disheartening global landscape. Indeed, the negotiation process and our efforts toward building a lasting peace constitute a true laboratory of ideas, experimentation, and lessons learned that could help find solutions in other parts of the world with similar or worse problems.
