31. Deadly Disparities in the time of COVID-19: How Public Policy Fails Black and Latinx Chicagoans

Abstract:
In this report we center the lived experiences Black, Latinx, and white residents of three neighborhoods — Austin, Little Village, and Albany Park — in order to explore how the pandemic has impacted different communities in the city. Drawing on over 150 interviews with residents and policy makers, we find that while COVID-19 has been treated as a health crisis at the federal, state, and local levels and thus has been fought through a series of public health strategies, the residents we spoke to experienced it as a much broader crisis related to housing, jobs, childcare, schooling, and healthcare. The policy response to COVID-19 gave explicit attention to racial equity but, for a number of reasons we lay out, often fell short in meeting the needs of the most vulnerable. Longstanding structural inequities meant that low-income and working-class Chicagoans were more vulnerable both to the disease and to the impact of disease mitigation strategies (e.g., economic fallout of the shutdown).

Abstract:
Starting in 1980, Chicago’s African American population growth not only halted, but reversed. By 2016, the population of black Chicagoans had decreased by 350,000 from its peak in 1980. These population trends have attracted significant media attention and speculation about why black Chicagoans are leaving the city. Given these trends, IRRPP set out to analyze what the data on population in Chicago can tell us about black migration into and out of the city. In this report, we assess the historical context of shifts taking place over the past 100 years, provide a more detailed analysis of population change across Chicago neighborhoods from 1990 to 2016, and examine where Chicagoans who are leaving the city are going.

In November 2020 Oxfam and SOAS facilitated an online high-level event to bring together African and international policy and public-health professionals to discuss their experiences during the COVID-19 pandemic, and offer insights into strategies and policies they have enacted in their respective contexts. Speakers tackled a wide range of issues, including government strategies and policies implemented, public health messaging and community engagement, varying threads of intersectionality and an honest discussion about gaps and additional support. This ‘outcomes’ paper draws out the key themes, trends and recommendations emerging from the discussions to inform a people-not-profit-centric Covid response.

Abstract:
Researchers from the University of Al Fashir in North Darfur, Sudan conducted this study to identify the ways in which access to and use of natural resources in North Darfur is effectively regulated through community-based natural resource management (CBNRM) mechanisms and what impact these mechanisms have on people’s livelihoods. The study revealed that there are CBNRM committees in the majority of the studied communities. Their crucial strength is the nomination of committee members by the community themselves. Thus, their legitimacy comes from the community which provides the power to work and succeed in various fields of natural resource access and livelihood systems. The study discusses key findings related to the role that CBNRM committees play (and do not play) in regulating livelihoods and ecosystems. The data were collected from three localities: El Fashir, Daresalam and Kalemindo. Seventeen villages/communities/government officials where the Taadoud II program operates were selected for the study. The study was conducted in collaboration with the Taadoud II Project’s inter-university partnership between the Feinstein International Center at Tufts University; the University of Al Fashir in North Darfur, Sudan; and the University of Zalingei in Central Darfur, Sudan.

Abstract:
This Research Paper focuses on practices concerning recognition and non-recognition of minority communities in six European and Central Asian countries (Denmark, Germany, Kazakhstan, Kyrgyzstan, Poland, and Tajikistan). Additionally, it also assesses the risk of misrecognition with regard to some of the minority communities resulting from these practices. The text is structured as a dual comparative analysis, first scrutinizing approaches to recognition within two macro-regions, and afterwards confronting them in order to identify similarities and discrepancies. This results in the identification of two “cultures” of recognition: a “strong” one in Europe and a “weak” one in Central Asia, with their characteristics originating mainly from differences concerning social, political, and legal contexts. At the same time, some features are shared by both macro-regions: hierarchization of minority communities, general limited access to minority rights, and sometimes a severe risk of misrecognition. Moreover, the paper argues in favour of formal mechanisms of recognition, a wider scope of application of minority rights (especially in Europe), as well as the strengthening of minority rights frameworks in Central Asia.

Abstract:
The paper analyses the texts of the constitutions of Bosnia and Herzegovina, Montenegro, North Macedonia, and Serbia as a basis for exploring how these states deal with the (ethnic) diversity and balance between civic and ethnic concepts of nation. The four countries offer an interesting spectrum of different approaches, caused by different social contexts: the main feature of the approach in Bosnia and Herzegovina is the category of “constituent peoples”; Montenegro has opted for a civic concept; North Macedonia tries to balance between multiculturalism and a binational state; and Serbia juggles the concept of the nation-state combined with comprehensive protection for national minorities. The analysis shows that the constitutions struggle to various degrees with the balance between the civic (political) concept of a (supra-ethnic) nation and the ethnic (cultural) concept of nation(s), and, in essence, fail to contribute to interethnic interaction and wider social cohesion. Although it is clear that the recognition of specific group identities and accommodation of (minority) rights is essential for pursuing peace, stability, diversity and genuine equality in each of the four analysed countries, it is also evident that imbalance favouring the ethnic concept of nation and failure to establish stronger institutional links of common citizenship, inevitably leads to parallel (one could even argue “segregated”) societies where different groups simply live next to each other but do not genuinely interact, which is detrimental to social cohesion and social stability and prosperity in the long run.

37. Therapeutic Communities in Brazil

Abstract:
Spread across Brazil and attaining an unparalleled political force, therapeutic communities are as inescapable in the debate on drug policy as they are complex to define. Although they are not a Brazilian creation, they have been operating in that country for decades, and their dissemination intensified in the 1990s. In 2011, they were officially incorporated into Brazil's Psychosocial Care Network (Rede de Atenção Psicossocial, or RAPS). Since then, therapeutic communities have been at the center of public debates about their regulation; about how they should—or even if they should—be a part of the healthcare system; about the level of supervision to which they should be submitted; about their sources of funding, particularly whether or not they should have access to public funding; and, most importantly, about the quality of the services they offer and the many reports of rights violation that have been made public. However, a well-informed public debate can only flourish if the available information is based on sound evidence. The SSRC’s Drugs, Security and Democracy Program is concerned with the policy relevance of the research projects it supports, and the debate around therapeutic communities in Brazil points to a clear need for impartial research that addresses different cross-cutting aspects of this topic in its various dimensions: legal, regulatory, health, and observance of human rights, among others. It is in this context that we publish this working paper series on therapeutic communities in Brazil. The eight articles that compose this series offer a multidisciplinary view of the topic, expanding and deepening the existing literature and offering powerful contributions to a substantive analysis of therapeutic communities as instruments of public policy. Although they can be read separately, it is as a whole that the strength of the eight articles that make up this series becomes more evident. Even though they offer different perspectives, they are complementary works in—and already essential for—delineating and understanding the phenomenon of therapeutic communities in Brazil.

Abstract:
For many of Beirut’s artists, curators, and gallery owners, the devastation of the August 4, 2020 port explosion—which took the lives of 208 people, injured thousands more, and left more than 300,000 families homeless—was both personal and professional. Located in a thriving cultural district, the port area is home to numerous arts venues. As a result, the homes and studios of many artists, as well as galleries and institutions like the Arab Image Foundation, Sursock Museum, Salah Barakat Gallery, and Galerie Tanit, were severely damaged or destroyed in the blast.

39. Questioning Participation in Ramlet Bulaq, Cairo

Abstract:
Since the 1990s and the onset of the liberalization of Egypt’s economy, Cairo has experienced a major process of privatization of urban spaces with State and private developers forcibly removing residents of informal neighborhoods, often referred to as `Ashwa’iyat, from central Cairo to replace them with new developments destined for the “elites”. One of the neighborhoods that illustrates these dynamics is Ramlet Bulaq, a central area located on the eastern side of the Nile. Historically the area consisted of highly industrial plots and small crafts spaces. Starting in 1996, the state and wealthy private developers began displacing local residents and new buildings, such as the Nile City Towers, emerged in their stead. Efforts to displace the local residents in Ramlet Bulaq met forms of resistance by the local community. These forms of resistance intensified after the 2011 revolution, when activists joined local residents in their efforts to oppose forced displacement and began proposing alternative development schemes. The struggle over the area magnified after 2012, when clashes occurred between the guards of the Nile City Towers and local residents. In this paper, I narrate the process of mobilizing against forced eviction in Ramlet Bulaq from 2012 to 2015. I, alongside many others, tried to follow a model of participatory community design in order to upgrade the neighborhood that was classified as informal settlement by the Informal Settlement Development Fund since 2010. Despite years of mobilization, most of the families of Ramlet Bulaq ultimately ended up selling their plots to the developers of Nile City Towers exhausted by years of struggle. They have since moved elsewhere. I reflect on some of the reasons of this failure to counter the developments taking place and reflect on some of the limitations of participatory approaches when power dynamics are stacked against local communities.
