Abstract:
INFORMATION and communication technologies (ICTs) provide humankind with unprecedented opportunities. Mass communication technologies, the Internet of Things, artificial intelligence, cloud computing, blockchain, big data, e-government, digital medicine, and cryptocurrencies have become part and parcel of our life. But at the same time, new ICT achievements bring new threats and challenges – primarily to international peace, security and stability, and the sovereignty and territorial integrity of states. The first international warning about those threats came from the Shanghai Cooperation Organization (SCO). It was issued in the Agreement among the Governments of the SCO Member on Cooperation in the Field of Ensuring International Information Security of June 16, 2009.1 The main threats, the agreement says, are the “development and use of information weapons” and the “preparation and waging of information war.”

42. Mapping Palestine/Israel through Interactive Documentary

Abstract:
Available on publicly accessible websites, interactive documentaries are typically free to use, allowing audiences to navigate through amounts of information too large for standard film or television documentaries. Media literacy, however, is needed to understand the ways that interactive documentaries reveal or conceal their power to narrate. Examining ARTE France’s Gaza Sderot (2008–9), Zochrot’s iNakba (2014), and Dorit Naaman’s Jerusalem, We Are Here (2016), this article discusses documentaries that prompt audiences to reflect upon asymmetries in the power to forget history and the responsibility to remember it by mapping Palestinian geographies that have been rendered invisible. Since media ecologies are increasingly militarized, particularly in Palestine/Israel, interactive documentaries like iNakba and Jerusalem, We Are Here can disrupt Israeli state branding as technologically innovative while minimizing risk of surveillance by avoiding the use of location-aware technologies that transform interaction into tracking.

In recent years, the maritime law enforcement (MLE) forces of the People’s Republic of China (PRC) have dominated the contested waters of the South China Sea (AMTI, December 4, 2020). While the exponential growth and increasing assertiveness of the China Coast Guard (CCG) have captured headlines, the evolving role of technology in China’s MLE operations has received less attention. New communications infrastructure and monitoring systems, for example, help Chinese MLE forces monitor and control contested maritime space in the South China Sea (CMSI, January 2021). These investments align with China’s broader pursuit of information superiority in the South China Sea, which involves building up electronic intelligence, counter-stealth radar, and other capabilities (JHU APL, July 2020).

44. FAKE NEWS MISINFORMATION AND HATE SPEECH IN ETHIOPIA: A VULNERABILITY ASSESSMENT

Abstract:
​Fake news, misinformation, and hate speech have thrived in the Ethiopian media ecosystem, and particularly online. This is strongly correlated with significant, tragic, real-world consequences, exacerbated pre-existing tensions, and contributed to violence and conflict. To date, the Government of Ethiopia’s response to combating the spread of fake news, misinformation, and hate speech has been, by necessity, heavy-handed, with the go-to response to escalation being to turn off the internet for the entire country. The vulnerability assessment aims to outline an approach and framework to improve the understanding of fake news, misinformation, and hate speech in Ethiopia, to develop a more nuanced and tailored approach to addressing a real national challenge. While this study is preliminary and indicative, drawing on a relatively small sample size, it is hoped that it can be illustrative and used to improve the national conversation regarding the federal response to fake news, misinformation, and hate speech. Still, it does not claim to be and should not be considered the final word on the matter. The assessment found that Ethiopia’s media ecosystem’s weaknesses have made it vulnerable to fake news, misinformation, and hate speech. Some of the driving factors are undoubtedly historical, including the weak state of private media in Ethiopia, the critical role of the Ethiopian diaspora in media ownership, and the proliferation and wild rise in popularity of entertainment-news page services Facebook and Twitter. The report proposes a pro-active and risk-based approach, which identifies likely and potentially fake news, misinformation, and hate speech flashpoints and lays out the actions that will be required to mitigate them.

45. Media and Political Socialization in Pakistan: A Study of Rural and Urban Areas

Abstract:
The aim of this study is to describe the media interference scenario in the political socialization process of Pakistan. The role of media is not limited to stipulate new skills but also reinforces the social and cultural change and at the same time contributes in political socialization process. The study is conducted in the provinces of Pakistan including Balochistan, KPK, Punjab, Sindh and the capital city of the state (Islamabad). The multi- stage random sampling method is adopted and the total of 2000 respondents was chosen. 1000 of the respondents are male and 1000 are female and the proportion from each equality is equal like 1000 respondents from urban areas and 1000 respondents from rural areas. The minimum age limit for the respondents was chosen based on the minimum vote casting age limit. The analysis of gathered data is conducted through SPSS and the findings are described in tabular form. The two theories 'Agenda Setting and Knowledge Gap Hypothesis' are combined for evaluating study. Survey method is adopted for the study to collect quantitative data via questionnaire that included 49 questions. For testing hypothesis of the study, Chi-Square tool of statistics is used. The findings revealed that media is among the most influential and effective agents of political socialization and the consumption of different media tools encourage people to participate in political activities. Further, the urban area people are found to be more politically socialized as compare to the people of rural areas. Therefore, easy and equal accessibility of media can make political socialization process more powerful.

Abstract:
Since 2014, after the occupation of the Crimea and part of the territories of the Luhansk and Donetsk regions, Ukraine has remained the object of complex operations of influence from Russia. Effective protection from such operations is possible only if the various components of national resilience are fully explored, from regional media development to the readiness and ability of citizens to resist operations of such influence. This report combines an overview of key legal documents that address the topic of resilience in Ukraine; a description of the socio-political features of the south and east of the country; and the results of an empirical study based on data from focus groups and in-depth expert interviews, as well as significant excerpts from the analysis of public user data and discussions on social media networks. The conclusions and recommendations reflect the main practical task of this report – to improve the understanding of stakeholders in Ukraine of the mosaic-like structure and non-linear dynamics of the development of national resilience, especially its individual components in the regional context. Thus, this report is an important starting point for further applied research, as well as for practical steps to take to strengthen the informational, digital, communication, and cognitive security of Ukraine.

47. Advancing Decision-Centric Warfare: Gaining Advantage Through Force Design and Mission Integration

Advancements in digital communication and virtualization are creating opportunities and challenges for integrating military capabilities similar to those associated with the emerging Internet of Things. Contemporary discussion in the Department of Defense (DoD) frames the military use case for integration as multi-domain operations, in which capabilities from different services and operating environments are combined to achieve a common objective. However, this paradigm merely perpetuates long-standing approaches to joint operations and misses the fundamental shift underway toward the centrality of information and decision-making in warfare. Attrition is receding as a mechanism to achieve national security objectives as computing and communication innovations enable military forces to gain a decision-making advantage through capability arrangement and orchestration that improves their own adaptability and creates uncertainty for opponents. To exploit this emerging opportunity, commanders in the field will need the ability to identify and implement new force combinations, communications paths, and courses of action. This report describes a new model for joint force design and integration, where elements of military capability are able to be composed and tailored to the needs of specific operational challenges close to the time of use. Combined with appropriate command and control processes and systems, this model of mission integration has the potential to provide military advantage against capable adversaries through the surprise generated from force composition and recombination. Mission integration could also reduce the cost of operations and modernization by enabling aggregation of less-expensive weapons systems to realize capabilities provided today by large multimission platforms or formations. However, institutional challenges will hinder implementation of mission integration. The plodding, supply-side processes of the Department of Defense are built on predictability and homogeneity of forces, in which weapon system performance and quantity are critical parameters. Supply-focused capability development and integration worked when the US military was broadly superior to its potential opponents following the Cold War. Today, US forces face peer competitors and must adopt more agile approaches to deliver and deploy capabilities. In addition to supply-side improvements in interoperability and decision-support tools to recompose forces, achieving mission-tailored adaptability will require demand-side customization of military capabilities such as radio waveforms, sensor packages, decision aids, warhead characteristics, or electromagnetic warfare algorithms to address evolving threats. Unfortunately, the Pentagon’s centralized industrial base and forecast-centric requirements and budgeting processes do not afford the flexibility to deliver this kind of heterogeneity at scale. This study uses an operational challenge vignette to describe a plausible pathway to implement mission integration that illustrates how clever and sustained force recomposition could fundamentally alter an adversary’s strategic calculus without developing a new weapon system. The vignette and associated analysis highlight specific recommendations for the Department of Defense to fund and explore the concept of mission integration, and to take an evolutionary approach to modernizing its institutional processes to exploit the opportunities afforded by changing technology and the emerging character of warfare.

48. Regaining the Digital Advantage: A Demand-Focused Strategy for US Microelectronics Competitiveness

Microprocessors are a critical element of US national infrastructure and manage the country’s energy grids, transportation systems, and telecommunications networks. Without a reliable supply of computer chips and microelectronic components, most US economic and societal activity would grind to a halt. The semiconductor manufacturing process is largely concentrated in East Asia, where manufacturers could be subjected to pressure or coercion by the People’s Republic of China. The semiconductor supply chain, and its inherent resilience and security, could be strengthened by US government investment to bring more steps of the microelectronics production and assembly process onto US shores. To guide government policies, this study proposes a four-factor framework measured from the perspective of the US microelectronics customers and industry. These factors include: resilience of continued microelectronics supplies to the US market; assurance that US microelectronics reflect their intended design and are free of security vulnerabilities; the ability of the US microelectronics industry to meet current microelectronics demand, which shapes the ecosystem; and the value added from US firms, which supports future demand.

Abstract:
All major contemporary challenges, be they environmental, digital, public health or demographic, are cross-national and transnational in nature, necessitating multilateral, cross-border solutions. The EU envisages a world system collaborating more closely and tightly to combat global challenges old and new, like the Covid-19 pandemic and global recession. We follow up on the recent European Commission and EEAS Communication by proposing three key strategic priorities for the EU’s international engagement in the years to come. The EU should make it a priority to improve the performance of all international organizations (IOs), focusing on the most important ones and those in which it has the greatest leverage. The EU should seek to engage with running IOs, to reform IOs and to allocate more resources. The EU should address the weaponization of asymmetric interdependence by taking action at a global multilateral, cross-regional and intra-EU level. Developing EU strategic autonomy should focus on security, AI, digital technology, sustainability and cyber warfare, also by cooperating with like-minded allies like the US. Strengthening the global role of the euro is part of the strategy. The EU should economize resources by prioritizing key regions (Africa and MENA) and key IOs. Finally, promoting rules-based multilateralism at global level requires defending its benefits for European citizens at home.

This Knowledge Exchange focuses on language with the understanding that it’s a tool of communication, an exchange of perspectives, and can be a sacred form of expression. Language and terms have been reclaimed by individuals and groups to ensure that their narratives are authentically voiced and portrayed appropriately. The writers recognize that this piece is written in English and it brings in a bias in the ways we communicate information. Language bias can be defined as words or phrases that may make certain individuals or groups feel excluded or underrepresented. In our own awareness of the importance of meaning through language, we must not forget that continuous efforts must be made to decolonize language. To rid language of colonial influence that has shaped the lens we use in our gender- based violence work. The writers intend for this piece to be disseminated to a wide audience of practitioners, researchers, advocates, survivors, and those with lived experiences of violence driven by gender inequality to reflect and discuss the ways language is used and its implications. We strive to attain language justice that focuses on equity, shared power, and inclusion of voices that have been misrepresented or undervalued in the field of GBV. It is our hope that dialogues, critical analysis, and renewed commitment to intentionally unpack, revise, and retrieve all forms, dialects or translations gives rise to language that is wholesome, validates and honours within diverse beloved communities.
