The Union's cyber security policy may still be in its infancy and hampered by difficulties, but the EU could yet become a key player in the field – if it plays its cards wisely. While the US has been seriously hit by the scandal surrounding the secret NSA surveillance programmes, the struggle over how to frame internet governance goes on and, more than ever, needs core stakeholders capable of defending freedom, democracy and the rule of law in cyberspace.

Abstract:
Since the idea of a worldwide network was introduced in the early 1980s, the Internet has grown into a massive global system that connects over a third of the world's population, roughly 2.5 billion people. The Internet facilitates communication, commerce, trade, culture, research, and social and family connections and is now an integral part of modern life. Another 2.5 billion individuals are expected to get online by the end of this decade, mainly in the developing world, and further billions of devices and machines will be used. This enlargement to the rest of the globe could bring enormous economic, social, and political benefits to the United States and the world. New technologies could reshape approaches to disaster relief, diplomacy, conflict prevention, education, science, and cultural production.

184. The People Behind the Press: Building Social Capital in New Media Ecologies

Abstract:
The aim of this article is to introduce an original framework in which new media ecologies can be understood to develop. Specifically, it examines the unique, world-leading online ecology of South Korea, to suggest how new forms of democratic process and social organisation can be emulated elsewhere. The discussion identifies and analyses several policy and cultural factors to distil three encompassing variables that comprise a framework for understanding the Korean situation, and the application of new technologies: structure, ethos and activity. Ultimately, it is a framework that may be used to investigate social organisation mechanisms that may potentiate news media's role in democratic society. This concept of social organisation is constructed around the notion of social capital and theorised as an infrastructure for new news media models. In the outcome, it is argued that news media could themselves become civic socialization mechanisms that encourage a more active and engaged citizenry, reflecting social capital's strong relationship with political participation, and thus a continuing foundational role for journalism in democracy.

Abstract:
This article explores the meaning of violence in South African society against the backdrop of its violent past. Using a perspective suggested by H.W. van de Merwe* and Sue Williams in an article in 1987 – understanding violence as a form of communication – the article seeks to analyse how the persistence and scale of violence can be understood as a legacy of our past. This approach can also help foster spaces for more constructive engagement with those who resort to violence in the face of the society’s failure to provide effective channels for more constructive communication.

Over the past 20 years, the Federal Communications Commission (“FCC” or “Commission”), often in coordination with the Department of Justice (“DoJ”), has reviewed dozens of mergers and acquisitions involving companies offering various forms of communications services, and many offering various forms of wireless services. To approve license transfers and other regulatory authorizations associated with each of these mergers and acquisitions, the FCC issues an order in which it often discusses antitrust issues including a definition of a “relevant product market” to assess the likely competitive effect of the merger.

This paper proposes that the Federal Communications Commission adopt rules to allow practically all of the electromagnetic spectrum to be allocated flexibly in response to market conditions and to allow licensees to use their spectrum flexibly. This approach is consistent with the direction of FCC decisions to allow greater spectrum flexibility and would be economically far superior to recent FCC proposals for broadcast spectrum auctions. Spectrum flexibility—or “Open Spectrum”—would eliminate the much-lamented wireless broadband “shortage” without delay and would foster greater innovation in American spectrum markets and transactions and in wireless services and products. The econo mic value of Open Spectrum is probably orders of magnitude greater than the projected $15 billion in receipts from the FCC's broadcast spectrum auctions.
