101. The Need for a New U.S. Information Strategy for North Korea

Abstract:
Through the successive regimes of Kim Il Sung, Kim Jong Il, and Kim Jong Un, North Korea has maintained near-total control over the information that reaches its citizens. Now, as more and more North Koreans use networked devices such as smartphones, the regime is employing modern forms of censorship and surveillance to control information and curtail freedom of expression. This report argues that the United States and its allies need a new information strategy to end the social isolation of the North Korean people and improve their long-term welfare.

Abstract:
During the First World War Indigenous peoples in Canada contributed to the war effort through enlistment in the Canadian Expeditionary Force (CEF), the Patriotic Fund, and agricultural and industrial production. Their contributions, however, were not universally accepted in Indigenous communities. For many aging, non-military eligible, individuals, enlistment and off-reserve work deprived families of care-givers, bread-winners, and youth, essential to household and community well-being. Their petitions to the Canadian government, filtered through the Department of Indian Affairs (DIA), reveal the breadth of opinion and sources of frustration from across Indigenous communities in Canada. For the DIA, however, the years from 1914-1918 provided a crucial opportunity to solidify its power over Indigenous communities. Through a three-pillared archetype of communication control, the DIA increased its unilateral dominion over Indigenous affairs, largely at the expense of the eldest members of Indigenous communities, remaining traditional governance structures, and especially women. While the DIA rightly lauded Indigenous contributions to Canada’s war effort in post-war declarations, it conveniently ignored the costs associated with such contributions, thus denying a crucial aspect of Indigenous First World War history; an omission historians have too often indulged.

103. Big Tech Acquisitions and the Potential Competition Doctrine: The Case of Facebook

Abstract:
The Big Tech companies, including Google, Facebook, Amazon, Microsoft and Apple, have individually and collectively engaged in an unprecedented number of acquisitions.When a dominant firm purchases a start-up that could be a future entrant and thereby increase competitive rivalry, it raises a potential competition issue. Unfortunately, the antitrust law of potential competition mergers is ill-equipped to address tech mergers. We contend that the Chicago School’s assumptions and policy prescriptions hobbled antitrust law and policy on potential competition mergers. We illustrate this problem with the example of Facebook. Facebook has engaged in 90 completed acquisitions in its short history (documented in the Appendix to this paper). Many antitrust commentators have focused on the Instagram and WhatsApp acquisitions as cases of mergers that have reduced potential competition. We show the impotence of the potential competition doctrine applied to these two acquisitions. We suggest that the remedy for Chicago School damage to the potential competition doctrine is a return to an empirically tractable structural approach to potential competition mergers.

104. Impacts of Access to ICTs on Employment Status in Botswana

It is clear that technology has brought about significant changes in the livelihoods of people, creating new forms of employment and advancing the traditional forms of employment for individuals. Many countries continue to invest in Information and Communication Technologies (ICTs) with the view to tackling some of the economic challenges such as unemployment. Botswana like other African countries has made annual budgetary allocations towards ICT Infrastructure. Despite, the Government’s efforts to invest and improve access to ICT, the country still faces a high unemployment rate, particularly for the youth. This study therefore, investigates the impact that access to ICTs has on the employment of individuals in Botswana. In order to provide a detailed analysis of the impact of ICTs on employment we apply a probit model for binary choice responses to being employed or not being employed, using the data from the 2014 Botswana Household Access and Individual use of Information Communication Technology Survey carried out by the Statistics Botswana. The empirical results provide evidence that access to ICTs collectively has a positive impact on employment in Botswana. However, disaggregating the ICTs forms presents slightly different results, e-skill training and access to the internet in Botswana are not significant in explaining an individual’s employment status, this may be associated with low uptake of internet and ICTs skills by individuals in Botswana. The policy message from this study is that there is a need for aggressive implementation of collective ICT. [In addition, there is need to improve collective ICTs infrastructure to create more employment].

105. Digitalisation in the Lives of Urban Migrants: Evidence from Bogota

Abstract:
As increased migration, particularly to urban centres, and digitalisation play a greater role in development cooperation, more research on how these phenomena interact will become critical. Information communication technologies (ICTs) offer pathways for potentially making it easier for migrants to settle in, whether it be through e-government programmes or by accessing social networks that can help in finding housing and work. To better understand how ICTs fit into urban migrants’ lives, we gathered new survey data in Bogota comparing how long-term residents, short-term residents, and Venezuelan migrants access and use ICTs. We identified a new factor that influences internet access among migrants after controlling for economic and social factors: duration of time in a neighbourhood. While migrants initially lag behind their neighbours in ICT and internet access, the longer they stay in one neighbourhood, the more likely they are to gain access to these technologies. Indeed, over time, our data shows that migrants become more likely than their neighbours to gain access to ICTs and the internet when they continue to stay in the same neighbourhood. Our results also show that uptake of e-government services remains a challenge. Citizens generally do not interact with their governments more than a few times a year, and migrants may not interact at all. Especially when working with vulnerable or “hidden” populations, development organisations need to put significant resources into education and outreach so that the populations they are trying to reach know about e-government services, and their value. The data collected in Bogota paints a potentially positive picture about using ICTs with migrants and migrant communities. By effectively engaging migrants early on and meeting basic initial needs such as housing or access to identification, development and humanitarian agencies could help migrants gain greater access to ICTs and make use of e-government platforms.

107. Digital Jihad: Online Communication and Violent Extremism

Abstract:
The internet offers tremendous opportunities for violent extremists across the ideological spectrum and at a global level. In addition to propaganda, digital technologies have transformed the dynamics of radical mobilisation, recruitment and participation. Even though the jihadist threat has seemingly declined in the West, the danger exists of the internet being an environment where radical messages can survive and even prosper. Against this background, this ISPI report investigates the current landscape of jihadist online communication, including original empirical analysis. Specific attention is also placed on potential measures and initiatives to address the threat of online violent extremism. The volume aims to present important points for reflection on the phenomenon in the West (including Italy) and beyond.

Objectives: The aim of this article is to discuss the role of social media platforms, Facebook and Twitter, during the floods that took place in Poland in May 2019. The following research questions guided the study: (1) How is social media used by different actors at various stages of the disaster management cycle? (2) To what extent were social networking sites used during the 2019 floods in Poland? Methods: The study employed social media analytic tools to analyze social media data published on Facebook and Twitter qualitatively and quantitatively in the period from 1 March to 10 June 2019. Results: Social Media is used during emergencies by various actors for different purposes: emergency services use it to broadcast weather alerts and situational updates; authorities communicate weather alerts and offer assistance; mass media outlets share up-to-date information; individual users connect and share their experiences of the disaster as well as express political views; organizations spread general comments, situational updates and political comments. Conclusions: Despite several drawbacks, such as the chaotic spread of messages, their unreliability and the politicization of the news- feed, social networking sites support disaster management. Therefore, they should be incorporated as an additional communication channel during emergencies.

109. Increasing the information superiority on the modern battlefield through the use of virtual reality systems

Abstract:
In the article, the authors describe the potential of using virtual reality systems in the aspect of increasing information superiority on the modern battlefield. The purpose of the article is to identify virtual reality systems as a tool to support this process. At the beginning, the authors present the genesis of virtual environments and they make a critical analysis of several virtual reality simulators, which have been the subject of scientific research in the last few years. In this way, the authors emphasise the dynamic development of the ICT sector and the possibility of using its technical innovations to support military operations. Next, the authors discuss data processing, which was correlated with the cycle of strategic thinking. Presentation of the hierarchy of information in information systems was the result of these analyses. In addition, the authors refer to the implementation of the communication process in the context of maximising the information superiority. They point to the relationship between the process of designing interactive virtual reality systems and communication theory. Finally, they highlight the advantages and disadvantages of virtual reality simulators in the context of increasing information superiority on the modern battlefield.

Abstract:
The study focuses on the use of Information and Communication Technologies (ICT) in Military Higher Education, delimited to the present moment and to the current professors and students of the Military University Institute. This study aims to analyse the relationship between ICT and teaching and learning methodologies in the context of professional military education, with emphasis on the concept of innovation in the classroom, on teaching and learning styles and on the role of ICTs in learning. The study is based on a mixed research strategy combining deductive and inductive approaches, materialized in a case study, with data collected through questionnaires, interviews and documentary analysis. This article focuses on the conceptual framework and its interconnection with the methodological strategy for the empirical study. The results presented refer to the pilot validation test of the data collection instruments and indicate that, in general, students and teachers share the same teaching-learning styles and both students and teachers show a good propensity to use ICT in the classroom.
