April 27, 1978 was a pleasant, sunny day in Kabul. It was Thursday. I worked at the American embassy and, in harmony with Islamic custom, our “weekends” were Thursday and Friday. I went horseback riding that morning. It was spring. The valleys were emerald green and dotted with orange-blooming pomegranate trees. Driving home at noon, I noticed nothing amiss.

Between 1959-1991, the U.S. Information Agency mounted a series of exhibitions in the Soviet Union featuring various aspects of American life and culture. The 1959 American National Exhibition in Moscow, best known for the famous “kitchen debate” between Vice President Richard Nixon and Soviet Premier Nikita Krushchev, was visited by 2.7 million Soviets. USIA officer Hans Tuch recounts some of the interaction between Nixon and Krushchev.

When I was Public Affairs Counselor in Bonn, we received frequent visits from administration officials. Our routine preparations included preparing briefing materials for the officials and press packets for the accompanying traveling journalists. Although we were pretty skilled at these activities, there was always room for error, as we discovered in December 1982 during the first visit to Bonn of the newly appointed Secretary of State George Shultz.

Abstract:
Moving vans pulling away from the sprawling former embassy of the United States in Bonn, Germany, in the summer of 1999 carried more heavy freight than just office furniture and the paraphernalia of a large embassy in transition. The trucks were laden as much with symbolism as with the residue of files, desks and chairs. As the vans crossed the John F. Kennedy Bridge over the Rhine and pointed north and east toward Berlin, a half century of American diplomacy in Bonn was coming to an end.

Almost fifty years have passed since the terrible day in 1971 when one State Department officer brutally killed another in the tiny, African country of Equatorial Guinea. What took place there is a lurid story of sex, madness and murder that almost every foreign service officer has heard about at one time or another. In many ways it’s the State Department’s version of the 1984 classic film, “Nightmare on Elm Street.” However, the murder in Equatorial Guinea is a real-life tale of horror that continues to intrigue foreign service officers. Abstract:
A narrative of India’s foreign policy would unambiguously outline its ascendance as a deserving major power in world politics. A theoretical, structure-agency reading of foreign policy however reveals a complex interplay of factors behind India’s rise; evolving material capabilities and power, and normative and ideational forces. From its inception as a sovereign state, India envisioned itself as a great power even though there were considerable obstacles to this. Despite India’s meteoric rise in the post 1998 period, it has not succeeded in translating its material preponderance into either strategic consensus or astute leadership of the sub-continent. The chief argument of this article is that India serves as a test case for the foreign policy of a state being compulsorily structured by the complex interaction of systemic forces on one hand, and agential actions on the other.

During the Cold War, the U.S. military relied on technological superiority to “offset” the Soviet Union’s advantages in time, space, and force size. Our military-technical edge allowed the U.S. Joint Force to adopt force postures and operational concepts that largely compensated for the Soviet military’s numerical conventional advantage without needing to match it man-for-man or tank-for-tank. After the Cold War ended, this same military-technical advantage provided the U.S. military a decisive conventional overmatch against regional adversaries for over two decades. Now, however, the “rogue” regional powers that have preoccupied U.S. attention for so long have been replaced by two great powers with substantially greater capabilities. A resurgent and revanchist Russia and a rising, increasingly more powerful China are taking aggressive actions that threaten regional security and stability and challenge the existing international order. Without question, of these two great-power competitors, China poses the greater challenge over the long term. Since about 1885, the United States never has faced a competitor or even group of competitors with a combined Gross Domestic Product (GDP) larger than its own. China surpassed the United States in purchasing power parity in 2014 and is on track to have the world’s largest GDP in absolute terms by 2030. In comparison, our Cold War adversary, the Soviet Union, was hobbled by unsustainable economic contradictions that ultimately crumbled under pressure. At the height of its power, its GDP was roughly 40 percent the size of the United States’. If that is not concerning enough for U.S. strategic planners, Chinese technological capabilities are growing as rapidly as its economic power. The Soviets were never able to match, much less overcome, America’s technological superiority. The same may not be true for China—certainly not for lack of trying. Indeed, China is keenly focused on blunting the U.S. military’s technological superiority, even as it strives to achieve technological parity, and eventually technological dominance. Chinese strategists do not explicitly describe their aims in this manner. Nevertheless, after considering what the Chinese military has accomplished technologically in little more than two decades and what they plan to do in the decades to come, any objective assessment must at least consider the possibility that the U.S. Joint Force is close to becoming the victim of a deliberate, patient, and robustly resourced military-technical offset strategy. The purpose of this paper is to describe this strategy and outline its key lines of effort.

On the other hand, every service is becoming more private which used to belong to the government in history. After the cold war era, security details such as border security, presidential protection, abroad activities, intelligence, and security strategy are provided by private organisations. This study tries to explain what is ‘cold war? , what is a private military company? What is the change for the private military industry after cold war?’ | Küreselleşen Dünya ile birlikte son yıllarda birçok ülke nükleer silahlar, kıtalararası balistik füzeler ve yüksek teknolojili silahlar gibi gereğinden fazla askeri materyale sahip olmaya çalışmaktadır. Diğer taraftan, geçmişte devletlerinyapmakla sorumlu olduğu tüm hizmetler artık özel sektör tarafından yapılır hale gelmeye başlamıştır. Soğuk savaş döneminden sonra ise sınır güvenliği, devlet başkanlarının korunması, sınır ötesi faaliyetler, istihbarat ve güvenlik stratejileri gibi askeri konular artık özel sektör kuruluşları tarafından karşılanmaktadır. Bu çalışmada “soğuk savaşın ne olduğu”, “özel askeri şirketlerin ne anlama geldiği” ve “soğuk savaş sonrası dönemde özel sektörün sunduğu güvenlik endüstrisinin değişimi” ile ilgili konular açıklanmaya çalışılacaktır.

Abstract:
The end of the Cold War coincided with the beginning of global awareness about the risks of climate change. This paper analyzes a thirty-year period beginning with the establishment of the Intergovernmental Panel on Climate Change (IPCC) in 1988 and the fall of the Berlin Wall in 1989, and ending in the present year of 2018. This period is characterized by unprecedented social, political, economic and climatic shifts, as well as first-time technological change-including improvements in our ability to predict future changes in the climate and their implications for international security.1 Importantly, while some of these changes have caught the international security community off-guard, we have seen the climate risks coming for many decades. The combination of unprecedented risks and foresight underscore a “Responsibility to Prepare.” This involves taking all possible steps to avoid an unmanageable climate, and climate-proofing of our security institutions at national, regional and international levels.

Abstract:
In the following pages we intend to trace the factors that explain the shifts in Russian policy from the early to mid-1990s, when Russian leaders were committed to joining the international system dominated by the European Union and the United States, to the present confrontation between Russia and the West.2 Why has the relationship deteriorated as it has? I will first discuss briefly the essentially unsatisfactory nature of relations between the Russian Federation and the West; from the Russian perspective, in the 1990s, and their role in determining the central goals that have driven Russia’s evolving sense of identity and policy since Vladimir Putin came to power at the turn of the century. I will note the aspects of Western policy that seemingly led to the decision in Moscow, around 2005, that cooperation with the West on terms of equality was impossible and that Russia should forge ahead to achieve its own objectives, even if that resulted in confrontation with the West. This decision resulted in the so-called “gas wars” with Ukraine in 2006 and 2009, the Russo-Georgian war of August 2008, and more recently the intervention in Ukraine since 2013, including the absorption of Crimea into the Russian Federation and the ongoing military support for the government of President Bashar Hafez al-Assad of Syria, an assessment of which will comprise the final substantive section of the article. All these Russian policies contributed to the growing confrontation in relations between Russia and the European Union, as did EU efforts to tie East European states more closely to the EU itself.
