Abstract:
The Maxim gun and the Martini-Henry rifle ushered anglophone Africa into 20th century colonialism. The Cold War, in turn, presented a moment for black political elites to acquire weapons (the AK-47 in particular) with which to define and present themselves as African nationalists fighting—with all the material ramifications of this word—to end colonial rule. Could information technology— specifically radio, the Internet and cell phones—be the Martini-Henry, Maxim and AK-47 of the 21st century?

Abstract:
This paper asserts that there is a tension between traditional development paradigms and the post-Cold War leitmotif of democratisation which is as yet unresolved within the present SSR discourse. This tension is identified between what the paper describes as the developmental objectives of SSR, and its inherent democratic articulation. The paper argues that democratic principles remain the organisational logic within which SSR processes are conceived as taking place; and that a democratic environment is supported in order for the purpose of SSR – development – to be achieved. The paper takes issue with this model, and advocates for two alterations in the present SSR discourse. First, that SSR should be viewed as a democratising endeavour, specifically focused upon the security and justice processes, but retaining democracy as its intended measurable output. Second, that the conceptual device of the 'social contract', that describes the citizen/state relationship, should become a pivotal consideration when conceiving and delivering support to SSR processes.

Despite nearly seven decades of Nuclear weapons, (NWs) and four decades of Cold war in which they figured prominently, we still do not know very much about, or with any degree of assurance, what NWs can and cannot do beyond create widespread destruction. Questions about deterrence, extended deterrence and the political utility of NWs and whether these are general propositions/ laws or culturally or state specific, cannot be reliably answered.

367. Reframing Nuclear De-Alert: Decreasing the Operational Readiness of U.S. and Russian Nuclear Arsenals

Nearly twenty years after the end of the Cold War, Russia and the United States continue to maintain hundreds of nuclear weapons capable of striking the other side, and to have at least some of these nuclear forces at Cold War levels of alert, that is, ready to fire within a few minutes of receiving an order to do so. Even during the Cold War, alert levels were not static and moved up or down in step with changes in the strategic and tactical environments. While the operational readiness of some weapon systems has been reduced, there has been no major change in the readiness levels of most of the nuclear weapon systems in the post–Cold War era. This is in considerable part because Russia and the United States believe that despite fundamental changes in their overall relationship, vital interest requires maintaining a high level of nuclear deterrence. The post–Cold War experience also demonstrates that alert levels can be reduced and measures can be taken to reduce the risk of accidents or unauthorized takeover of nuclear weapons. Further measures could be taken to reduce operational readiness of nuclear arsenals. U.S. and Russian experts alike stressed survivability as a key element in the acceptance of these measures because of its importance to maintaining deterrence.

368. The Russian Bear: Russian Strategic Culture and What it Implies for the West

Abstract:
This essay identifies the nature of Russia's strategic culture: it is its propensity to use force to achieve strategic objectives. It argues that Western policymakers have consistently misperceived the reasons for Russian foreign policy behavior, as they fail to take into account the enduring nature of Russia's strategic culture. This article claims that Russia has a strategic culture that is fairly stable, although significant changes occurred after the breakup of the Soviet Union. Most importantly, Russia's imperial ambitions vanished, along with the desire to spread an ideology. The role of military strength as a source of power declined, while the prominence of economic power increased. In the post-Cold War era, Russia has aimed at restoring its status within a great power order, improving the standard of living for its people, and developing (or revising) its national identity. At the same time, the strategic culture that prevails in Moscow makes Russia particularly sensitive to actions taken by the West. The article concludes by examining opportunities for accommodation and constructive engagement with Russia. To attenuate the tensions that currently exist, the West should react assertively but moderately to rhetorical saber rattling and other provocations, and engage in constructive cooperation on both contemporary security threats and economic issues, including pursuing close cooperation to mitigate the effects of the international financial crisis on Russia. In the near term, the West should focus on working with Russia to develop a new concept for long-term security and stability in Eurasia. Future research should thus focus on forward-looking networked diplomacy approaches that may be suited to overcome a Cold War mindset oriented toward bloc confrontation.

Abstract:
The quarter saw a good deal of U.S.-Korea activity, largely the result of several trips by high-level U.S. officials to the region. While extended deterrence was a major topic of conversation between the allies, Washington and Seoul also coordinated policy on North Korea with some indication that groundwork for reengagement in nuclear negotiations may be in the offing. Former President Bill Clinton's surprise visit to the North was successful in achieving the return of detained U.S. journalists Laura Ling and Euna Lee.

Abstract:
How and to what extent have European ideas transformed the political-administrative institutions in the candidate countries in the East? Which conditions work to mitigate and undermine the impact of the European Union (EU) in these contexts? Research on post-communist transformations, by and large, holds EU enlargement as a successful attempt of institutional transfer in the candidate countries. However, while the EU proved to be successful in the first wave of enlargement in the East, we know much less about its effects in 'borderline' cases that lack the will and/or the capacity to pursue required reforms, thus posing a real challenge to EU enlargement strategy. The paper aims to trace the effects of enlargement in challenging domestic environments focusing on public administration reform in post-communist Albania. Differently from the classic Europeanization literature, the bottom-up approach used here, seeks to bring to the fore the crucial role of domestic agency to download and sometimes mitigate European transfers in the national arena. Evidence from the case study shows that governing actors have used EU enlargement as a means to further their strategic goals – they have preferred to talk the talk of reform in order to reap the benefits associated with EU integration and broader external assistance, but also resist implementation of new rules that curtail the political control of the state and the ongoing system of spoils built throughout the post-communist transition. The EU's broad thresholds on administrative reform and the weak association between monitoring of progress and rewards have left ample space for the governing actors to merely pay lip service to the EU prescriptions, while getting full control of a poli-ticized administration.
