Abstract:
''The international officials who have run Bosnia as a virtual protectorate since the West forced a peace deal in 1995 are eager to scale back their presence here soon,'' reported the New York Times eight years ago. Sadly, not much has changed since. Bosnia was Europe's first major post—Cold war tragedy. Its bloody collapse attracted global attention and shaped our understanding of the security dilemmas posed by the post—Cold War world. Peace has held since the 1995 Dayton Accords, but in spite of over $15 billion in foreign aid as well as the sustained deployment of thousands of NATO and EU troops, the country still struggles to achieve the political consensus necessary to cement its stability and break free of international tutelage. To make matters worse, the situation has deteriorated, especially over the last four years. Circumstances on the ground are polarized and increasingly tense. Meanwhile, Bosnia's problems are contributing to rifts between the United States and Europe.

The multilateral order cannot hold if the power and influence embedded in international institutions is significantly misaligned with the real distribution of power. As power and influence seep out of the U.S.-led transatlantic order and migrate toward Asia and elsewhere, who will manage the transition from the Cold War system to its replacement, and how? Will it evolve or be overturned? Conversely, how successfully and quickly will rising powers respond to the challenge of changing from being free riders to stewards of the global order?

Although the global financial crisis breaking out in the fall of 2008 seems to be drawing to an end, it is still too early to tell exactly how big a loss it has caused to the world economy. Viewed through a macro politico-economic lens, the global financial turmoil formally put an end to the unipolar post—Cold War era, in which the U.S. power preponderance, its alleged universal politicoeconomic model of development (often referred to as the Washington Consensus), and its overwhelming international influence had been a defining feature. The looming new era is characterized by the emergence of a multipolar power structure, plural politico-economic models, and multiple players on the international stage.

304. Managing the Challenge of Russian Energy Policies

Following the breakup of the Soviet Union and the Warsaw Pact, the leaders of Russia, including then-President Boris Yeltsin, searched for new methods of continuing to exert influence over the former Soviet-controlled region. The Kremlin at first used an energy blockade to the Baltic States in 1990 in an attempt to prevent their breakaway from the Soviet Union. After that failed, it then focused on the growing opposition in the former republics of the Soviet Union and in East Central Europe to its foreign and economic policies, and in particular on demands that Russian military forces withdraw from the newly independent states. The Kremlin leadership quickly recognized that short of military action, its major foreign policy tool was the denial or threat of denial of access to Russia's vast oil and gas resources. The economies of East European and Central Asian countries, and especially their rail and pipeline infrastructures, had been hardwired by Soviet leaders to assure total dependency on Moscow for their raw materials, including oil, gas, coal, and nuclear fuel.

Abstract:
Turkey and the European Union (EU) share the same neighborhood in the Mediterranean, Middle East, the Black Sea, and the Caucasus regions, with the same objectives of creating a ring of friends, minimizing threats to their social, political, economic, and energy interests, and ensuring stability. This paper aims to explain the relations of Turkey and the EU with the shared neighborhood countries; to analyze the compatibility of Turkish and EU neighborhood policies; and to demonstrate the need for these two actors to work together in order to achieve credible results in their neighborhood policies. I argue that coordinated Turkish and EU neighborhood policies may bring better results than individualistic approaches, bringing the credibility that the EU needs the most in these regions as well as opening channels of communication in a constructive manner. This relationship is believed to be mutually beneficial as long as Turkey and the EU both maximize their capabilities in these regions.

Abstract:
Within hours of Israeli commandos' deadly raid on 31 May 2010 on the Mavi Marmara, the Turkish aid ship attempting to break the siege of Gaza as part of a six-ship Freedom Flotilla, the Israel Defense Forces' (IDF) official public relations (PR) and media body had uploaded a series of videos of the attack on the flotilla to YouTube. Edited from footage confiscated from professional journalists, pro-Palestinian activists, CCTV cameras onboard, and IDF surveillance, these videos shaped the U.S. media's understanding of the raid. While the journalists and activists were held incommunicado for days, Israel used the media blackout to present its narrative, justifying the killing of civilian activists by claiming that soldiers were forced to open fire in self-defense. The video footage, we were told, spoke for itself.

Abstract:
The maritime border delimitation deal between Russia and Norway sensationally announced by President Dmitri Medvedev in Oslo on 27 April 2010 and signed in Murmansk on 15 September 2010 warrants a re-appraisal of Russia's Arctic policy. The penchant for sensationalism often spills over from the media into policy analysis, which recycles perceptions of the 'struggle for resources' reaching the intensity of a 'great Arctic game' and escalating into a 'new Cold War'. In reality, however, Moscow has not overstepped the rules of international law and has remained committed to the 'club regulations' of several Arctic institutions, so 2010 might set the trend towards a de-escalation of tensions in the High North. It would have been too simplistic to explain away the pronounced emphasis on cooperation in Russia's foreign policy with references to the impact of the economic recession, which has undercut the previous rise of ambitious self-assertiveness. Rather, the Arctic policy is shaped by a dynamic interplay of poorly compatible Russian interests and intentions, and this paper seeks to demonstrate that this interplay cannot be reduced to an equation of security imperatives and economic drivers because immaterial ideas add to its complexity.

Abstract:
Alongside the rapid development of globalization, the post-Cold War era has witnessed the expansion of various forms of regional cooperation in many areas of the world. Regionalism, therefore—both in reference to the construction of a regional identity (“soft regionalism”) and the building of regional cooperative institutions (“hard regional- ism”) —has become a salient ongoing process worldwide, involving the participation of both states and non-state actors as a response to globalization. Different from the “old regionalism” that arose immediately after World War II, which underscored the economic and security dimensions of regional integration and the dominant role of external power or even hegemony in it, the “new regionalism” that is increasingly wide-spread nowadays emphasizes spontaneous regional cooperation in a variety of areas, including politics, economy, security, culture, etc.

Abstract:
The turn of the twenty-first century is a period of very important and decisive changes in international politics, particularly in the security arena, both in relation to the global system and to individual countries and societies. This dynamic process of change is above all connected with the dissolution of the Warsaw Pact and the expansion of security and economic development, especially in Europe. Many countries' achievement of independence on democratic principles, combined with the significant enlargement of NATO and the European Union, has increased the sense of integration and safety as perceived by many nations in the region. The division of the world into two opposing blocs disappeared, and the notion of the Cold War is now primarily considered only in historical perspective. However, these changes do not necessarily mean that we live in the world without threats. Although the probability of the outbreak of an armed conflict on the global scale is very low, new security threats have emerged. The unsettling quality of these threats lies in their asymmetric character, which means that it is very often difficult to identify a particular enemy, rendering them hard to combat. However, it should be stressed that, although these threats may originate in remote areas of the globe, they may also have a local impact through the increasingly omnipresent character of the worldwide communication networks that lie at the root of globalization.

Abstract:
Like many of its member-states, the United Nations (UN) did not have a clear place in the world when the Cold War ended. For forty years, great power rivalry between the United States and the Soviet Union had relegated this organization, originally founded upon Wilsonian ideals of collective security, to the task of monitoring ceasefires. When the wall fell, many in the west believed that the UN was poised to realize its potential and could, thus, be relied upon to contain and diffuse conflict in the post-Cold War order. Unfortunately for all parties involved, this proved to be overly optimistic. As missions in Somalia, Bosnia-Herzegovina, and Rwanda all made manifestly clear, the UN was unprepared to restore order in situations of pervasive violence. By the mid 1990s, the international community was thus faced with a choice: Either it could provide the UN with the legal space and the material resources it needed to impose peace on conflict ridden societies, or a different actor would have to assume this responsibility.
