Abstract:
U.S. Defense Secretary Robert M. Gates has said that the ability of the United States and Russia to cooperate in Afghanistan will be a solid test of their reset in relations. That proposition is the thesis of this monograph. Many analysts in both countries would agree with this assessment, but a significant number of them believe a fruitful reset is implausible.

Abstract:
Recent Obama administration defense budget requests and proposals all fall within a narrow range of possible expenditures for the 2013-2023 period. All have kept the Pentagon's base budget above Cold War spending peaks. The President's 13 April proposal is no exception. It is a modest step that, at best, aims to retract future budget plans by 6.5 percent or $400 billion. The resulting average annual Pentagon base budget f or 2013-2023 would be close to today's level in real terms. The President's slice into non-security discretionary spending plans is audacious by comparison, reversing the proportionately suggested by his Fiscal Commission, and increasing the proportion of discretionary spending allocated to the Pentagon. The President's proposed new constraints on Pentagon budget growth hardly risk America's role in the world, as some contend, and by themselves do not necessitate a strategic review. Still, the President's launch of a such a review is a welcome development. It can help return America' s military posture to a reasonable and sustainable footing – provided that it elicits broad debate, solicits alternative viewpoints, and reaches beyond a $400 billion crease in the Pentagon's future budget plans.

NATO is currently busy with preparations for a comprehensive Defence and Deterrence Posture Review (DDPR) to be ready for the NATO Chicago Summit in May 2012. Yet despite the hectic activity and despite the importance of the review, almost nothing is being said in public. NATO is well aware of the potential for a damaging nuclear decision crisis in NATO and the outcome of the process seems likely to stay close to the current status quo.

The United States can no longer afford a world-spanning foreign policy. Retrenchment -- cutting military spending, redefining foreign priorities, and shifting more of the defense burden to allies -- is the only sensible course. Luckily, that does not have to spell instability abroad. History shows that pausing to recharge national batteries can renew a dominant power's international legitimacy.

Espionage and intelligence-gathering activities have evolved significantly since the end of the Cold War. State governments are no longer the only actors to make use of these practices, and information collection methods range from covert surveillance activities to monitoring financial transactions. Espionage plays an ever-greater role in the operations of states, non-state actors, and corporations, and has, as a result, created a host of new challenges to U.S. interests. The authors in this issue's Forum provide a glimpse into the ubiquity and complexity of espionage and intelligence-gathering, and offer insight into the implications of their use in finance, industry, and national security. Other contributions to this issue include articles about the end of the Comprehensive Peace Agreement in Sudan, constitutional reform in Burma, anti-human trafficking policies, and power politics in Kenya's Mau Forest Complex. We are proud to remain a source of information on a wide range of topics, and to give voice to leading academics, policy experts, and practitioners in the field of international affairs. In July 2011 Germany abandoned conscription. This step is the most significant part of the ongoing reform of the German Armed Forces (Bundeswehr) and by no stretch also the greatest change in the entire history of the Bundeswehr. The current reform, however, is only the last one in the long line of attempts to adapt the Bundeswehr to post-Cold-War circumstances and missions. The German Armed Forces have been undergoing an almost uninterrupted process of transformation since the end of the Cold War. In the course of the last two decades the anticipated end-state of the reform has been changing accordingly with respect to the changing perception of strategic assumptions. The strategic reasoning behind the distinct reform attempts is to be analysed in this article.

This paper explores “system vulnerability thinking” as a specific response to the exigencies of thermonuclear war in the 1950s. It is one part of a collaborative project with Andrew Lakoff on the government of catastrophe in the post - World War II United States. The project focuses on the forms of expertise, the knowledge practices, and the governmental institutions that have been invented to anticipate and manage potential catastrophes, from natural disasters, to pandemic disease, to terrorism, to energy crises. In this project we have identified the reconfiguration of US government in the early years of the Cold War as a crucial moment in which the government of catastrophe in the post - World War II US took shape.

When, at the end of the cold war and at the beginning of a new wave of democratization, we suggested the idea of a cosmopolitan democracy, we were aware that we were pouring old wine into new bottles. The attempt to make world politics more transparent, more accountable, more participatory, and more respectful of the rule of law had pioneers spanning from Immanuel Kant to Richard Falk. Still, the idea that "democracy" as a concept and a practice could and should be applied beyond nation-states was somehow innovative.

Gideon Rachman has an intriguing notion. The broad assumptions of most analyses of world politics since 1989—that the major and middle powers of the world are agreed on a set of shared interests, that globalization has created a positive-sum context in which all can benefit at the same time, that a sort of modern alliance of likeminded states opposed to major conflict and other annoyances such as terrorism and environmental degradation will work to preserve stability—may be breaking down. The “international political system has . . . entered a period of dangerous instability and profound change,” he writes, which will fracture the foundations of the positive-sum, like-minded-powers world.
