211. How Japan matters in the evolving East Asian security order

Abstract:
This article argues that Japan matters crucially in the evolving East Asian security order because it is embedded both in the structural transition and the ongoing regional strategies to manage it. The post-Cold War East Asian order transition centres on the disintegration of the post-Second World War Great Power bargain that saw Japan subjecting itself to extraordinary strategic constraint under the US alliance, leaving the conundrum of how to negotiate a new bargain that would keep the peace between Japan and China. To manage the uncertainties of this transition, East Asian states have adopted a three-pronged strategy of: maintaining US military preponderance; socializing China as a responsible regional great power; and cultivating regionalism as the basis for a long-term East Asian security community. Japan provides essential public goods for each of these three elements: it keeps the US anchored in East Asia with its security treaty; it is the one major regional power that can and has helped to constrain the potential excesses of growing Chinese power while at the same time crucially engaging with and helping to socialize China; and its economic and political participation is critical for meaningful regionalism and regional integration. It does not need to be a fully fledged, 'normal' Great Power in order to carry out these roles. As the region tries to mediate the growing security dilemma among the three great powers, Japan's importance to regional security will only grow.

Abstract:
The Cambridge history of the Cold War is a three-volume work by 75 contributors, mostly from the United States and the United Kingdom, and is intended as 'a substantial work of reference' on the subject. The bulk of the text deals, in frequently overlapping chapters, with the main protagonists of the conflict—viz. the United States, the Soviet Union and the People's Republic of China—and the areas in which they clashed. At the same time, it aims to go 'far beyond the narrow boundaries of diplomatic affairs', although it is not always successful in doing so. In analysing the origins of the Cold War, the contributors pay perhaps too much attention to ideology as opposed to geopolitics, a flaw which is made easier by the absence of sufficient historical background. On the other hand, the duration of the conflict and the failure of various attempts at détente is more successfully explained in terms of the zero-sum game nature of the conflict and its progressive extension from Europe across the rest of the world. When it comes to the end of the Cold War, the overall conclusion is that this came about through both a shift in the international balance of power following the Sino-Soviet split and the political and economic problems of the Soviet bloc. It is generally agreed that Mikhail Gorbachev's willingness to abandon old shibboleths both at home and abroad was a major factor in bringing about the end of the conflict. The three volumes, while not always an easy read, are the outcome of considerable research and expertise in both primary and secondary sources and will repay careful study.

213. The German politics of war: Kunduz and the war in Afghanistan

This article analyses the way in which Germany's participation in the international intervention in Afghanistan has shaped and transformed the country's politics of defence and deriving policies. It argues that in the wake of operational challenges posed by the insurgency in northern Afghanistan since 2007, and in particular the increasing rate of German combat fatalities, established post-Cold War dogmas of German politics are becoming subject to erosion. Developments in the Kunduz region of northern Afghanistan, with the tanker bombing of 4 September 2009 as its apex, have had a catalyst function in this process. In particular, strategic, operational and tactical requirements for counterinsurgency operations have had significant politico-strategic repercussions for the country's defence and security policy more generally. As a result, in recent years the Bundeswehr has begun to undergo a far-reaching structural process of military adaptation and innovation. The article explains and analyses this phenomenon of political change and military learning in the context of political paralysis.

Abstract:
Cross country regressions on aid effectiveness have failed to provide substantial evidence on the effects of foreign aid. This study focuses on country performance in a production theory context. By means of the non-parametric DEA method, we study 60 individual low and middle income countries over a six year period. Is there a systematic correlation between resource intensity and country efficiency? We find indications of a positive relation between capital intensity and country efficiency. We then investigate whether aid is the conclusive part of capital providing this correlation, but when linking country efficiency development to aid such a pattern is not to be found.

Abstract:
Recently we have seen that the middle-sized states are coming together in several forums. The WTO meetings and India-Brazil-South Africa (IBSA) dialogue forum are among those to be cited. Such groupings are mainly economy oriented and whether they will have political output needs to be seen, however, in the future if globalization goes in a similar way as today, we might see more groupings. Those groupings should be seen as reactions to unjust and exclusive globalization. The IBSA Dialogue Forum members have enhanced their relations economically by signing bilateral trade agreements and acting together on economic issues in global forums. If they can hold together, they are creating a market more than ¼ of global population and, if successful, it has a chance to be the engine of growth in the South. Moreover if they can create the biggest market in the South, they would also be influential in the being of the voice of the South. In that sense, this paper addresses the possible ways to develop relations between the IBSA members and economic development in the South, furthermore, implication of the IBSA on global governance and development can be as critical as its contribution to economic development, since the global governing bodies have legitimacy crisis.

Security conceptualization and comprehension in International Relations has tremendously changed with the demise of the Cold War. In the new era, statecentric understanding of the policy-making has been replaced mainly by the critical perspectives. Whilst the critical security theorists are championing the more human focused understanding of (international) security, they are criticized for highlighting just a small part of the picture (power relations) and ignoring the political rest (the use of force). McCormack's work of Critique, Security and Power: The political limits to emancipatory approaches should be regarded as one of those which raises challenging scientific critiques to and unearth theoretical and political lacks of the post-Cold War critical security theory.

Abstract:
The Korean Peninsula, despite its size, is one of the most critical areas of the world. A land that bears a bitter legacy of the Cold War, and that is still heavily militarized, Korea shows a striking contrast from North to South. These two opposite political systems cohabit under a fragile peace that could be broken at any moment. This has led to a massive military development and the deployment of a wide array of troops on both sides. The future of North Korea is crucial for the entire region and could affect the EU's economy as well. Many issues remain to be solved in order to achieve a durable peace in the region or, at the very least, to avoid the resumption of war. The European Union could play a role in this unfolding crisis in a manner that could also help its ailing economy.

David Ekbladh's first book, The Great American Mission, deals with the role of development policy in American foreign relations during the Cold War. More specifically, it discusses modernization as a developmental approach, tracing its rise and fall over a period of about forty years. In Ekbladh's view, modernization theory fused political, ideological and strategic objectives at a time when the United States waged what was, in essence, a global struggle over ideas.

Hobbes and the Law of Nature constitutes the final monograph by the late historian Perez Zagorin, who was a specialist in the field of early modern European and English political thought. Zagorin died in April 2009 at the age of 88 and in this last work he presents his assessment of Thomas Hobbes as a political and moral philosopher. Zagorin's analysis is based on Hobbes' three major political works - The Elements of Law (1640), De cive (1641), and Leviathan (1651) – which were written during the English Civil War that resulted in the temporary defeat of the British monarchy. As is explained in the preface, Zagorin's twofold intention is to analyse Hobbes' concept of natural law within its historical context, and to demonstrate his significance “as a humane moral philosopher and theorist of natural law'”(p.x). For this purpose Zagorin repeatedly contradicts scholars who place a one-sided focus on the role of selfpreservation, calculation, and unbridled absolutism, while instead he presents an image of 'Hobbes the moral philosopher'

In the years that followed the end of the Cold War, the international community showed a growing interest in the democratic legitimacy of governments. With regard to the Western Hemisphere, the Organization of American States has been particularly pioneering in this respect, since it initiated a mechanism of intervention by peaceful means, once the democratic stability in a state was threatened, a process which culminated with the approval of the Inter-American Democratic Charter.
