Russian media reported on October 5 that President Vladimir Putin and Prime Minister Tony Blair, who held talks that day and signed a joint statement on combating terrorism, discussed the issue of Akhmed Zakaev, the Chechen separatist envoy who received political asylum in the United Kingdom in December 2003. State Duma International Affairs Committee Chairman Konstantin Kosachev, who was present at the meeting, said that Blair showed "understanding" on the issue. "The British prime minister made clear that he is in favor of changing and strengthening current British legislation to allow more specific and decisive action to be taken against people suspected of links to terrorism," Kosachev said in remarks carried by Ren-TV.

President Vladimir Putin took several questions from residents of Chechnya in a live link-up from Grozny during his nationally televised three-hour call-in show on September 27. As the Moscow Times reported the following day, a woman told Putin her son had disappeared without a trace after being abducted four years ago and that thousands of people in Chechnya were in a similar situation. "We will continue work to search for both disappeared people and those who are guilty of these crimes," newsru.com quoted Putin as saying. The problem, he said, is linked to the fact that the problem of security has not been resolved fully, adding that it is sometimes impossible to determine whether abductions have been carried by disguised "bandits" or are "abuses by official law-enforcement organs." Dozens of criminal cases, including those targeting officials and federal servicemen, have been launched in connection with kidnappings in Chechnya, Putin said. "The main solution to the problem is political regularization in Chechnya, bringing in the largest number of people in the process of this regularization," he said, adding: "I attach very great importance to the upcoming parliamentary elections in Chechnya…It seems to me that people with the most varied political convictions should appear there [in parliament], so that all divisive issues are resolved openly, in a civilized manner, in a political process, and not through the use of force."

223. Chechnya Weekly:Servicemen And Police Killed In Fresh Rebel Attacks

An officer in Chechnya's Anti-Terrorist Center was killed and three Chechen policemen were wounded on September 20 when rebels fired on three police vehicles outside the Shelkovsky district village of Krasny Voskhod, Interfax and Kavkazky Uzel reported on September 21. Rebels also severely wounded a policeman in Grozny's Staropromyslovsky district. "The attack was carried out near the district court by three unidentified assailants," a source told Interfax. "The policeman was hospitalized." RIA Novosti reported on September 20 that two policemen and a Federal Security Service (FSB) officer had been injured the previous day when the UAZ vehicle in which they were traveling hit a land mine near the town of Shali. According to the news agency, the mine exploded with a force equivalent to one kilogram of TNT. Separately, unidentified attackers fired shots at police officers on patrol in Borozdinovskaya on September 19, injuring one police officer. A Chechen law-enforcement source told Interfax that one policeman was wounded and hospitalized. Borozdinovskaya is the village from which eleven residents disappeared during a June raid allegedly carried out by Russian military intelligence's Vostok battalion. Also on September 19, a remand prison belonging to the Chechen narcotics control directorate in Grozny's Leninsky district came under fire from assault rifles and grenade launchers. According to Interfax, no one was injured in the attack and law-enforcers returned fire. Meanwhile, law-enforcers detained four militants in the Shali district village of Novye Atagi in connection with an August attack on a car carrying district police officers, which killed one policeman and wounded another.

The political economy of civil wars has acquired unprecedented scholarly and policy attention. Among others, the International Peace Academy's programme on Economic Agendas in Civil Wars (EACW) has aimed to contribute to a better understanding of the complex dynamics of civil war economies and has identified areas for policy development critical for improved conflict prevention, conflict resolution, and postconflict peacebuilding. While much of the earlier debate on the economic dimensions has been polarized around the 'greed versus grievance' dichotomy, there is now a better understanding of how economic dynamics can influence the onset, character, and duration of armed conflicts. This paper discusses key research findings and their policy relevance, provides a preliminary assessment of policy efforts to address the economic dimensions of conflict and conflict transformation, and offers some issues for further research and policy action.

Abstract:
This document looks at some of the important key processes that supported conflict resolution activities in Sierra Leone. It by no means provides a comprehensive analysis - rather it is designed to draw attention to some of the processes that were used to inform conflict resolution activities that might be being considered elsewhere. While many of these initiatives proved successful, mistakes were made thus the document is not meant to serve as an illustration of 'best practice' but more as a repository of ideas. Despite the 'health warnings' that should come with any documents that review the activity in Sierra Leone, important steps were taken towards developing more innovative practice and approaches within more holistic Security Sector Reform programmes. Moreover, Sierra Leone serves as a fairly unique example of a country requiring numerous reforms across the security sector, thus, much can be drawn from this single case study in terms of 'multiple entry points' and 'sequencing strategies'. This contrasts with many other country or regional case studies that may focus on a smaller number of reform imperatives.

226. Northern Uganda: Understanding and Solving the Conflict

Abstract:
For nearly eighteen years the insurgency of the Lord's Resistance Army (LRA), led by Joseph Kony, has produced great suffering in Northern Uganda, including some 1.5 million internally displaced persons (IDPs). UN Under-Secretary-General for Humanitarian Affairs Jan Egeland recently termed the situation among the worst humanitarian disasters in the world. In February 2004, in one of the most horrific atrocities since the conflict began, the LRA massacred approximately 200 civilians, revealing serious deficiencies in the government's capacity to defend the population and defeat the insurgency. The conflict seriously blemishes the record of President Yoweri Museveni's National Resistance Movement (NRM), which has otherwise brought relative stability to the country. The international community has leverage and at least strong humanitarian reasons to urge a more politically oriented strategy to resolve the conflict.

Abstract:
Sudan, where prospects for peace had looked so promising for much of 2003, has become a potential horror story in 2004. The rapid onset of war in its western region of Darfur has created one of the world's worst humanitarian crises -- thousands dead and some 830,000 uprooted from homes. Meanwhile, the IGAD (Intergovernmental Authority for Development) peace talks in Naivasha, Kenya between the government and the insurgent Sudan People's Liberation Movement/Army (SPLA) threaten to deadlock. It is urgent that these talks succeed and that, simultaneously, a parallel process begins to address both the humanitarian and political crises in Darfur.

The inhabitants of tropical Africa in 2003 demand higher levels of performance from their governments than they could, or dared to do, in the 1970s and 1980s, a decade or two after independence from colonial rule. Nowadays they suffer despots reluctantly, as in Zimbabwe, deny them unconstitutional third terms, as in Malawi and Zambia (but not in Togo), gleefully vote for more promising rulers, as in Ghana and Kenya, or insist al- most everywhere on improved governing and government.

The latest phase of the negotiations in Machakos, Kenya closed on 18 November 2002 with the signing of an important new Memorandum of Understanding (MOU) on power sharing and an extension of the earlier MOU on cessation of hostilities and unimpeded aid access. Significant progress was made during this phase. The Khartoum government and the Sudan People's Liberation Army (SPLA) are slowly, painstakingly elaborating the structures of governance and wealth sharing arrangements through intense haggling – for example, what proportion of seats southerners will have in the legislative bodies and the oil revenues that will go to a Southern Reconstruction Fund.

230. Salvaging Somalia's Chance For Peace

On 27 October 2002, Somali political leaders gathered in the Kenyan town of Eldoret signed a new declaration that envisages an end to the protracted crisis in their country. After more than a decade as the only country in the world totally devoid of a functioning central government and no less than twenty unsuccessful national-level peace initiatives since 1991, the Eldoret Declaration has raised hopes that resolution of the Somali crisis may now be within reach.
