Abstract:
Kommersant reported on February 22 that the office of presidential envoy to the Southern Federal District (YuFO), Dmitry Kozak, has asked the YuFO division of the federal Prosecutor General's Office to assess the legality of actions taken by Chechen government officials. According to the newspaper, the request was made in response to acting Chechen Prime Minister Ramzan Kadyrov's announcement that the Danish humanitarian organizations would be banned from the republic for the caricatures of the Prophet Muhmmad published by a Danish newspaper. Kommersant cited sources from YuFO prosecutor's office as saying that the formal reason for the request—which was sent by Kozak's legal affairs assistant, Valery Napalkov—were items in various media, in particular an article published by Novye izvestia on February 8 reported that the Chechen authorities had banned the activities of the Danish Refugees Council and that the decision was final. While the Chechen government did not take any formal decision in this regard, the Danish Refugee Council subsequently curtailed its activities in the republic.

Abstract:
The separatist Chechenpress website on February 11 posted a video of separatist president Abdul-Khalim Sadulaev reading a statement in Chechen. In the statement, which was credited to the Daymohk information agency and accompanied by a written Russian-language translation, Sadulaev said he wanted to "clear up our goals and tasks, around which there has, of late, developed a discussion that is leading us away from our Jihad."

The situation in Chechnya and the North Caucasus was among the subjects that President Vladimir Putin addressed during his January 31 Kremlin press conference. "I think that it is possible to talk about the end of the counter-terrorist operation since Chechnya's law enforcement agencies will, in practice, take upon themselves the basic responsibility for law enforcement in the Republic," the Kremlin's website quoted Putin as saying in answer to a question from a Chechen newspaper reporter about whether the military operation in Chechnya could be considered over. "All bodies of state power have been created in the Chechen Republic; I have already spoken about this and you are well aware of it. This means that the law enforcement agencies can and will get stronger—the office of the public prosecutor, courts, lawyers, notaries and, of course, the Interior Ministry of the Chechen Republic. In the aggregate, I hope, I am confident, that all of this together will result in further stabilization."

215. Sudan's Comprehensive Peace Agreement: The Long Road Ahead

More than a year after it was signed, Sudan's Comprehensive Peace Agreement (CPA) is showing signs of strain. While the agreement ended one of Africa's longest and bloodiest civil wars, it was an agreement between only two parties, the Sudan People's Liberation Movement/Army (SPLM/A) and the ruling National Congress Party (NCP), and continues to lack broader support throughout the country, particularly in the North. The current equation for peace in Sudan is a worrying one: the NCP has the capacity to implement but lacks the political will, whereas the SPLM has the commitment but is weak and disorganised. There is a real risk of renewed conflict down the road unless the NCP begins to implement the CPA in good faith, and the SPLM becomes a stronger and more effective implementing partner. The international community, which has largely abandoned the political engagement and commitment that was so crucial to achieving the peace agreement in the first place, must forcefully reengage with the process to ensure the agreement's successful implementation.

Abstract:
This essay addresses the lack of a post-colonial critique of emerging political and cultural theories of global war (Hardt and Negri 2004; Kaldor 2001; Held 2003; Clark 2003). With the exception of Paul Gilroy's study Postcolonial Melancholia (2005) and Gayatri Spivak's essay "Terror: A Speech After 9- 11," which in part examine how discourses of racialized violence legitimize contemporary global wars and their "extreme" "civilizing mission" (Spivak 2004, 82), post-colonial theorists have so far been reluctant to engage in a sustained critique of global warfare. On the one hand, this reluctance might derive from the field's preferred critical engagement, as Tim Brennan observes, with Eurocentrism rather than questions of "military occupation" (2004, 132). On the other, such a reluctance seems surprising given that post-colonial studies is traditionally concerned with the ways in which past and contemporary forms of imperial, colonial, and racialized violence have shaped present subjectivities and political, economic, and social relationships. More importantly, the task of post-colonial studies remains the unsettling of contemporary configurations of what Diana Brydon identifies as "imperial and colonial habits of mind" (1995, 10-11), and along with David Goldberg and Ato Quayson, the "dismantling of the conditions that produce [social] violence and anguish" (2002, xiii). Thus, a critical post-colonial anatomy of the social and cultural logic of global civil warfare would seem intrinsic to the field's traditional research concerns. More specifically, while, amongst many others, such theorists and writers as Frantz Fanon, Edward Said, Ngugi Wa Thiongo, Anne McClintock, Wole Soyinka, Ken Saro Wiva, and Bapsi Sidhwa have written extensively about civil and communal warfare, they have done so in the context of particular anti-colonial liberation struggles and post-colonial and neo-colonial nation formation. In part, these writers' works underlie but are not sufficiently acknowledged as a constitutive force in the articulation of dominant contemporary notions of global civil war.

As Iraq teeters on the precipice of a civil war, Abu Musab al-Zarqawi, al Qaeda's leader in Iraq, continues to search for ways to push the country over the edge.1 Yet questions linger about Zarqawi's ultimate motivation: Is it his loathing of foreign occupation forces that make him tick? Or is his hatred of Iraq's Shia the essential and irreducible sentiment that sustains his violent jihad? This distinction between Zarqawi's quest to promote a Sunni-Shia civil war and al Qaeda's broader goal of waging a universal battle that unites all Muslims against Western "infidels" has many implications, not merely for the future of Iraq, but also for the Middle East and the war on terror itself.

Recent violent conflicts in Africa have seen extensive use of very irregular armed forces by governments. Examples include the use of Kamajors in Sierra Leone, Janjaweed and other militias in Sudan and Interahamwe militias in the 1994 genocide in Rwanda. The paper, originally written for a seminar on Threatened Trust. The transformation of the state and fading civil security at the Centre for African Studies, Institute for Social Anthropology, University of Basel, Basel, 9-10 January 2006, analyses the historical background of such phenomena, the strategic benefits and drawbacks of the resort to such forces, the consequences for the conduct of armed conflicts and the implications thereof for the civilian populations. Finally, it points to a number of complications caused by the presence of such forces for peace settlements and post-conflict peacebuilding, including DDR (disarmament, demobilisation and reintegration) of former combatants and security sector reform.

Kavkazky Uzel reported on October 19 that a total of 92 rebel gunmen were killed on October 13 during the attack on government and law enforcement buildings in Nalchik, Kabardino-Balkaria. RIA Novosti reported that day that a total of 24 law enforcement officers died in the attack along with ten civilians, while Ekho Moskvy radio quoted the press secretary of Kabardino-Balkarian President Arsen Kanokov as saying that the bodies of ten civilians killed in the attack had been identified while another two bodies remained unidentified.

Abstract:
Rebels in Kabardino-Balkaria on October 13 tried to seize all of the buildings of the republic's power structures in the capital, Nalchik. The attack was carried out by large group of what the authorities called "religious extremist-Wahhabis." According to official estimates, 150-300 rebels were involved the attack. Kavkazky Uzel website reported, however, that up to 600 were involved in the raid. The separatist Daymohk website reported that the raid was carried out by "mujahideen" of the "Caucasus Front." As newsru.com noted, the "Caucasus Front" was established along with five others_the Dagestani, Eastern, Western, Northern, and Grozny fronts_on the orders of Chechen separatist leader Abdul- Khalim Sadulaev.
