2. Brothers in Arms and Faith? The Emerging US-Central and Eastern Europe ‘Special Relationship’

- In this policy note, we explore the nature, strength and tensions of the contemporary US-Central Eastern Europe relationship. We describe the expanding US-CEE ‘brotherhood in arms’: growing trade relations, intensified military cooperation, and rekindled diplomatic ties. Further, we unpack the striking and largely ignored dimensions of the US-CEE ‘brotherhood in faith’: the many ways in which the United States and Central and Eastern Europe are tied together by overlapping ideologies of national conservatism and a particular version of Christian ‘family values’. This involves addressing the complexities of an increasingly influential and ambitious Visegrád Group, whose key players – Poland and Hungary – may be brothers, but are by no means twins. It also means raising some broader, burning discussions about the future of NATO and the meaning of ‘Europe’. Universalist, multicultural and postnational? Or conservative, Christian and sovereigntist?

3. Gender Gap as a Result of Political Socialization in Formation of Voting Behavior among Christian Minority in Punjab (Pakistan)

- This article focuses on the gap that exists among the genders as a result of political socialization in the Christian religious minority within Punjab, Pakistan. A study in this regard was carried out in four major districts of Punjab namely Lahore, Faisalabad, Gujranwala and Rawalpindi. A sample of 400 was surveyed during Dec 2017-Jan 2018. The data were collected using multi stage sampling. The results of the study indicated that gender plays an important role in voting behavior. There is a huge difference in political awareness of men and women. Men are more politically aware and their level of knowledge surpasses that of women from their community. Where men are more independent in their decision making regarding whom to vote or not to vote, women are largely dependent on males of family in forming their political decisions.

- St. Thomas, one of the twelve disciples of Jesus Christ, came to India by ship following the sea routes. While some historians also believe that St. Thomas came to India by crossing Asia Minor West Taxila, north Thatta, and afterwards, he settled in India. There is a consensus among historians that St. Thomas first reached Taxila which was then ruled by a Buddhist king, Gonophores. All of the historians relate the meeting of St. Thomas met with Gonophores. According to the current historical publications, it was in the 3rd century when Christians reached India and settled in the North West and they were called Thomai or Christians of St. Thomas while they are named as Thomai in the present day. In 72 A.D Hindu Brahmins martyred St. Thomas in Mylapore and now the Shrine of St. Thomas is situated in Chennai, India. Thousands of people come to Chennai and visit his shrine. The shrine of St. Thomas is the evidence of Christian presence in India in the 1st century. A king, Kanishka, attacked Taxila; he plundered, devastated and robbed the people, causing ruin. This forced the early Christian settlers to disperse and migrate towards Northern Punjab and Central India. Though Mughal Empire governed the Subcontinent for 200 years yet in this long period they were unable to affect the Hinduism and Christianity. Islam is considered as minority during the period of Mughal Empire. During the period of Mughal Empire some Muslim Emperor forced the Punjabi Christians to enter the fold of Islam and many Christians accepted Islam and those who did not, were targeted and scattered

5. Defender of the faith? How Ukraine’s Orthodox split threatens Russia

- The Orthodox Church in Ukraine this year became ‘autocephalous’ – meaning it is no longer answerable to the Moscow Patriarchate Church. Autocephaly is of huge symbolic importance: for Ukraine, as a sign of political independence; for Russia, as a sign of political loss. The Kremlin and Russian Orthodox Church enjoy a close relationship, but both are biding their time and deciding what to do next. The uncertain course of events means that issues arising from autocephaly may not be settled for many years. The domestic consolidation and international recognition of the new church will not be easy or quick, but this is an irreversible change – Moscow is unable to overturn it.

- Until recently, the Russian Orthodox Church was a subject that interested few outside expert circles. That dramatically changed in late 2018 when the Ecumenical Patriarch of Constantinople granted autocephaly (independence) to the Orthodox Church of Ukraine. The reverberations of this decision — religious, political and geopolitcal — underscore the importance that the Church once again plays in Russian policy. In this report, we consider the role that the Russian Orthodox Church has played as an adjunct to an imperial policy stretching back over many centuries. Today, the Russian Federation has a secular constitution. But as much as in tsarist times, the Church regards itself as one of the pillars of Russia’s political order. As much as in the time of Catherine the Great, it is also a protagonist in its wars of identity and the rewriting of the history of former imperial subjects whose experience of the relationship between church and state is different from Russia’s. This diversity is well brought out in the report’s two case studies, Ukraine and Estonia. In both countries, local Orthodox churches embodied distinctive cultural traditions and values until they felt the full force of Russian control, tsarist and Soviet. Since 2014, Russia’s hybrid war in Ukraine has revived many historical controversies. It also has raised entirely new security concerns about the borderline between faith and politics. These concerns are summarised at the conclusion of the report, which closes with a section on policy recommendations.

- The concept of integral human development is central to the Catholic social tradition. Yet, it remains under-explored with regard to its integrating components and their implications. What does taking an integral human development perspective mean for social analysis and action? The paper seeks to answer this question on the basis of the four encyclicals in which the idea of integral human development is treated, and in combination with two other sources: 1) the literature on “human development” in the multidisciplinary social science field of international development studies and its conceptual foundations in Amartya Sen’s capability approach; and 2) the life of a faith community in a marginalized Latin American urban neighborhood. Based on a combination of these sources, the paper concludes by proposing an understanding of “integral human development” that it calls a spirituality-extended capability approach to the progress of peoples.

8. The Christians:Perceptions of Reconciliation and Conflict

- This report is about perceptions of reconciliation and conflict among the Christians in Iraq. Being a religious minority group in a country that has been fraught with conflicts and instability, this community, like other minorities in Iraq, endured suppression, displacement, and degradation. This, in addition to the weakening rule of law, has had an inverse impact on their communal relations, causing many to migrate. Furthermore, the Islamic State’s (IS) invasion of large swathes of land in the Nineveh Plain, where large numbers of Christians live, was yet another severe blow inflicted upon this community. The findings of this study reveal that the Christian community has had a conflictual relationship with the Shabaks, another minority group, in the Nineveh Plain well before IS’s emergence in 2014. The interviewees claim that the Shabaks encroached on their lands in an attempt to undermine the Sunnis in Mosul, serve external agendas and change the demography of the area. This report also shows that the Christians have disagreements with the Sunni Arabs, the Kurdistan Regional Government (KRG), and the Central government of Iraq (CGI). In order to fend off the rising Shia dominance in the Nineveh Plain, Sunnis are partly blamed for increasing the level of violence in the area. Many Christians held grievances against KRG’s policies in the Nineveh Plain before 2013. They argue that in its attempts to shield influence against Baghdad, the KRG caused friction and fragmentation among the Christians. As for the CGI, the interviewees expressed mistrust since it was unable to protect them from IS’s onslaught. In the eyes of Christians, the security situation after liberation does not portend well. The Shia Shabaks are thought to pose a security concern in the Nineveh Plain because of their involvement with Shia armed forces while there are Christian armed groups as well. Baghdad and Erbil have not engaged in debating future control of the security of the Nineveh Plains. Therefore, they see the potential for eruption of violence which may inflict great damage on reconciliation efforts. In short, the dynamics in Nineveh Plain were not stable before June 2014. Inter and intra-communal relations were strained, the political landscape was divisive and the quality of services was poor. The KRG and Baghdad are usually blamed for the overall pre-crisis climate as they were competing for hegemony. The ramifications of that unhealthy competition were manifold. Polarisation, neglect, underdevelopment, and strained relationships are just some. IS’s invasion strained the relations further and a return to the status quo ante means protracted conflicts and further instability. The bigger danger is that more and more Christians would leave the country should the situation remain unchanged.

- Ukraine’s legislative initiatives to establish state control over religion have recently brought the fate of the Orthodox Church back into the limelight. Despite the delayed vote, the bill can be back on the Parliament’s agenda any time soon. The incumbent government voices its disapproval of the Ukrainian Orthodox Church (UOC – Moscow Patriarchate), the only canonical church in the country. This offers hope to several non-canonical religious institutions, which aspire to obtain the status of autocephalous (self-governed) churches. In early 2016, Ukraine’s religious scene was dominated by 9 Orthodox churches (including the Old Believers) and 64 autonomous Orthodox communities. The country’s biggest Orthodox Church – as measured by different criteria – remains the one aligned with Moscow.
