Abstract:
National borders are one of the primary apertures through which publics perceive and judge migration trends and policy. Dysfunction at borders has implications that go well beyond national security, affecting commerce and trade as well as human mobility of various kinds. For asylum seekers, who generally must reach another country’s territory in order to seek protection, borders can represent the difference between danger and safety. As publics in many countries become increasingly vocal in their dissatisfaction with the management of their nation’s borders, policymakers face the difficult task of designing border systems that prevent the outbreak (or perception) of chaos, even as major displacement crises and the complexities of mixed humanitarian, economic, and family reunification migration strain outmoded infrastructure. This report—part of the Beyond Territorial Asylum: Making Protection Work in a Bordered World initiative led by MPI and the Robert Bosch Stiftung—examines the key elements of an effective and protection-sensitive border system. It begins with an overview of what makes border management challenging at the best of times, and particularly so amid acute displacement crises. It then explores the core features of border processes capable of responding to mixed migration while protecting the right to seek asylum, and what conditions need to be in place for these procedures to be successful.

Abstract:
The international protection regime is under increasingly untenable pressure, and the obsolescence of the policy architecture on which it relies is becoming more and more apparent. The territorial asylum system, which requires asylum seekers to reach another country’s territory in order to seek protection, has proven itself to be a blunt tool with which to address the protection challenges of the 21st century. New crises, protracted displacement situations, and expanding norms about who merits protection have created a growing population of individuals in need of humanitarian protection. At the same time, other mobility pressures—including those rooted in demographic shifts, economic inequality, and climate change—have produced high levels of mixed migration, adding to the strain on border and asylum adjudication systems. This report, which concludes the Beyond Territorial Asylum: Making Protection Work in a Bordered World initiative led by MPI and the Robert Bosch Stiftung, sets out a vision for the ongoing evolution of the international protection system, with a focus on the future of asylum. It analyzes promising developments and best-in-class ideas around facilitating orderly entry, ensuring system efficiency, and building regional capacity, and how these elements could foster a system that is better at providing protection for those who need it and at securing public trust by reducing chaos at borders and within public systems that must manage migration.

Abstract:
This article aimed to create and conduct a metric evaluation - with the establishment of evidence of construct validity and internal reliability – the Escala da Fricção Logística (EFL), adjusted for the Amazonian environment. Methodologically, the research is divided into two studies; the first, focused on the creation of the instrument, which followed already consolidated recommendations for measurement scales by theory. A second, in which the metric evaluation of the theoretical structure foreseen for the EFL is carried out. The items were evaluated through confirmatory factor analysis, with extraction by partial least squares, in order to generate evidence of construct validity and internal reliability. For this analysis, the EFL was answered by 110 military personnel who served in border organizations. The results indicated that the scale with 16 items divided into three factors - individual, environment and equipment - is valid and reliable to assess the logistical friction in the Amazon frontier region. An instrument is available that can be useful to generate data for the improvement of public policies in the areas of Defense and Transport.

Abstract:
Strengthening the integrity of Ghana’s borders is essential for the welfare of the nation and its people. National efforts to prevent illegal cross-border activities, including illicit goods, persons and activities require full involvement of all Ghanaians, especially those living in border areas. This has become even more important considering the regional insecurity posed by terrorist groups and violent extremists. It is therefore imperative that residents be sensitized to potential threats associated with irregular cross-border activities that have a potential to facilitate activities of criminal gangs such as terrorists and violent extremist groups. Furthermore, as violent extremism and terrorist activities have become more prevalent in the West African sub-region it is crucial that these threats are considered when examining the functionality of Ghana’s border security. In an effort to improve awareness among border communities, the Center initiated the project entitled “Enhancing citizen participation in border security”. As part of the project strategies, a baseline survey was conducted within selected border communities to assess the level of awareness regarding border-related threats and gather information on the relationship between border residents and security agencies. The baseline survey was intended to inform the direction and interventions of the broader project. Both border residents and staff of some security agencies were interviewed in each of the 10 regions within where Ghana’s land borders are located. The findings of this survey are contained in this report.

Abstract:
After years of decrease in the public salience of the issue, border security and migration control are back on top of the agenda in the European Union. Rows around issues such as the Schengen accession of Romania and Bulgaria, the ongoing debate about refugees from Ukraine and the deteriorating humanitarian situation in the Mediterranean have once again caused intense political debates in Brussels and the member states. While numerous topics (such as cooperation with third countries) arise in this context, this report will deal with three aspects – the further implementation of the EU Pact on Migration, the general technologization of border management and the operationalization of two new databases in the field of mobility control at the borders. These issues bear both political and academic significance and are thus major developments to observe in 2023.

39. Inclusion and exclusion in Somali drought emergency assistance

Abstract:
When drought or other emergencies strike in the Somali regions, the first responders are Somalis themselves, not the international humanitarian system. Based on family, kinship and more distant social ties, Somalis mobilise and deliver various forms of emergency assistance to the affected communities. Yet, mechanisms of inclusion and exclusion vary significantly, pending on the closeness of social ties, the power relations between local and international actors, and the number and forms of intermediaries. In this new DIIS Working Paper, Ahmed M. Musa, examines such local and transnational humanitarian practices and the mechanisms of inclusion and inclusion that they entail. Focusing on instances of drought in Somaliland, Musa argues that emergency assistance based on close social ties observes the overall humanitarian principle of impartiality. There are challenges, however, particularly when the social ties are more distant, as in the case of government-led or international responses. This may be mitigated, Musa shows, by the social contract of reciprocity between givers and recipients of assistance, going hand in hand with social sanctions where people abstain from helping those in need. Familiarity is thus central for impartial and inclusive access to emergency assistance, rather than an obstacle. The paper is an output from the Diaspora Humanitarianism in Complex Crises (D-Hum) research project in which Musa was a postdoc between 2020 and 2022. D-Hum analyses how Somali diaspora actors and their local counterparts mobilise, channel and deliver humanitarian assistance to Somalia and Somaliland during complex humanitarian crises. 40. Climate change, mobility and human trafficking in Ethiopia

Abstract:
Throughout history, demographic, economic, political, religious, and environmental developments have resulted in Ethiopian mobility, mainly within the country or neighbouring region, but also further afield. Although Ethiopia’s current migration rate is only about half of the sub-Saharan average of 2%, the combined effects of poverty, population growth, conflict, and climate change have led to a recent growth in international migration. Women make up half of these flows. Proximity to the Middle East has facilitated women’s migration for domestic work while simultaneously raised concern over human trafficking violations. International Human Rights and anti-trafficking organisations predict that the negative effects of climate change will increase the vulnerability to trafficking in persons, forced labour, sexual exploitation, and debt bondage. This policy brief draws on research carried out under the auspices of the collaborative ‘Governing Climate Migration’ (GCM) research programme to further explore how climate change, migration and human trafficking may interlink. It questions routine applications of the human trafficking label to irregular Ethiopian migrant domestic workers and suggests replacing it with a migration-trafficking continuum approach that takes life before, during and after migration into account.
