Abstract:
One of the key priorities of the new European Commission is to enhance the EU’s geopolitical credentials and “learn to use the language of power”, as stated by the incoming EU High Representative Josep Borrell. The EU’s ambition is two-fold: to increase the Union’s ability to project power and influence at the global level, including through increased integration and coordination among member states, and secondly to enhance the EU’s strategic autonomy from the US in the political, military and economic domains. Both objectives, ambitious in the best of circumstances, are today under severe strain by the COVID-19 crisis. Implications will be long-lasting and multidimensional, and for Europe, its impact will have a direct bearing on its ambition for strategic autonomy, touching each of the three pillars outlined above.

2. Raising the Stakes in Jammu and Kashmir

Abstract:
What’s new? In August 2019, India unilaterally revoked Jammu and Kashmir’s semi-autonomous status, redrew its internal boundaries, and scrapped Kashmiris’ exclusive rights to immovable property and access to government jobs. To quell potential protests, the authorities ordered an unprecedented crackdown, which included detaining almost all local politicians and a months-long communications blackout. Why did it happen? Revocation of the Indian constitution’s Article 370, which gave Kashmir its previous status, had been on the Bharatiya Janata Party’s agenda for decades. Emboldened by its landslide win of a second term in May 2019, the government ordered the state’s overhaul soon afterward, without consulting Kashmiri politicians or society. Why does it matter? New Delhi claimed that its bold move would help bring peace and development to the region after three decades of conflict. One year later, its reforms, coupled with heavy-handed counter-insurgency tactics, have only exacerbated Kashmiri alienation and raised tensions with Pakistan. Kashmir’s youth continues to join militant ranks. What should be done? While New Delhi appears unlikely to reverse course, its international allies should strongly encourage it to restore Kashmiri statehood, free detained politicians and end security forces’ abuses against civilians. Pakistan’s partners should push harder for it to stop backing anti-India jihadists. Both countries should abide by their 2003 Kashmir ceasefire.

3. Southern Philippines: Tackling Clan Politics in the Bangsamoro

Elections in 2022 will bring an autonomous regional government to the Bangsamoro, a part of the southern Philippines long riven by rebellion. To prepare for the 2014 peace deal’s last test, the area’s interim self-rule entity needs to accommodate the big families that dominate its politics. What’s new? One year after taking office, following a landmark peace agreement, the Bangsamoro Transition Authority is trying to set the stage for regional stability and durable peace in Muslim Mindanao. In doing so, it needs to deal with powerful political clans that may provoke tensions in the run-up to 2022 elections. Why does it matter? Clans are predominant in the Bangsamoro Autonomous Region’s politics, which could lead to tensions with the new authority. Confrontations among armed families could reverse peace process gains, as could a falling-out between the Moro Islamic Liberation Front, the former rebel group, and clans if the transition goes awry. What should be done? The Bangsamoro transitional government should create a strong regional institution that is pragmatic in finding arrangements with political families and capable of curbing inter-clan feuding as well as overcoming clan-linked patronage networks. Donors should support efforts to ensure the state’s primacy over kinship interests through a broad funding portfolio.

5. The Future of the Kurdistan Region after the Defeat of ISIS and the Failure of the 2017 Independence Referendum

In 2017, the Kurdistan Region of Iraq held an independence referendum, which triggered severe backlash, including the loss of control over the oil-rich city of Kirkuk. The backlash from the independence referendum prompted the regional government (Kurdistan Regional Government) to urgently shift policy and re-engage with Baghdad. Since then, the region has recovered politically and has implemented a pragmatic strategy to revitalize the economy and internal affairs. The KRG also launched diplomatic initiatives to restore relations with Iran and Turkey, and has pursued a policy of neutrality to manage the Region’s myriad of crises. Moreover, the KRG has pursued tactical alliances with Iraqi political parties to secure short-term gains, including the resumption of budget transfers from Baghdad. The KRG’s deal-making with Baghdad, however, has fallen short of translating into a sustainable policy, and many of the gains are fragile and dependent on Baghdad’s changing political scene. Without a long-term strategy, the KRG’s new leadership is unlikely to be able to deliver much needed institutional reforms to help curb corruption, improve governance, and enhance transparency in public affairs. This Working Paper analyzes the current debate on EU strategic autonomy among European policymakers and think-tankers and evaluates it against the backdrop of the EU’s progress as a global actor in recent years. To bring more clarity to the debate, the paper distinguishes between a conventional and a global perspective on strategic autonomy. While conventional strategic autonomy focuses narrowly on the EU’s dependencies on the US as a security provider, global strategic autonomy highlights the EU’s ability to advance a range of international policies based on its distinct values and interests. The paper proposes three dimensions within which the capacity for EU strategic autonomy should be evaluated: institutional, material, and political. The EU has made progress in the development of its institutional framework and has also started to invest in its material resources. However, without advances in political autonomy – particularly concerning the convergence of European strategic cultures – the sovereign EU in global affairs project will be difficult to achieve.

7. Fostering Europe’s Strategic Autonomy - Digital sovereignty for growth, rules and cooperation

Digitalisation is driving major transformations in economics, politics, and the balance of power in global affairs. To catch the current wave of technological innovation and cope with its geo-economic and geopolitical implications, the EU should enhance its data infrastructure, unleash the potential of its Digital Single Market, and design a digital policy that contributes to the development of global digital governance and fosters multilateral cooperation. In order to foster its digital sovereignty, the EU and its member states should follow a strategy based on three main pillars: bracing to address European overdependence on foreign technologies, unfair competition in digital markets, and infrastructure vulnerabilities; empowering Europe by removing barriers in the Digital Single Market, implementing the principles of data-openness and innovation outlined in the EU digital strategies, addressing unfair data-merging practices, expanding EU funding for innovation with a focus on small- and medium-sized enterprises, and enhancing the digital skills of the workforce; and engaging internationally to leverage EU regulatory power and boost alliances for effectively regulating emerging technologies, digital markets, data governance, and international data flows. Digitalisation, innovation, digital skills, and international engagement will be crucial to sustaining Europe’s competitiveness and economic growth. The recommendations outlined above will enable the EU to pursue its objective of digital sovereignty during its “digital decade,” as European Commission President von der Leyen put it in her first State of the Union Address. This paper is part of the joint European Policy Centre – Konrad-Adenauer-Stiftung project on ‘Fostering Europe’s strategic autonomy: priorities for action’ that runs throughout 2020 and aims to outline a concrete agenda to strengthen Europe’s role in the world and its sovereignty.

Abstract:
It is a classic exercise to imagine what today’s world would be like if all satellites were shut down. The exact consequences of such a scenario, which is not unlikely given the inherent vulnerability of space systems to natural, accidental and deliberate interferences, are however difficult to appreciate, even for specialists. In the smartphone age, much of what we take for granted is provided by space technologies. They are so effective at delivering essential, though unseen, services (e.g. positioning, navigation and timing signals, geographic information data, and broadcasting relay and amplification) that many aspects of our modern society have become reliant upon them. As emphasized by Florence Parly, the French minister for the armed forces, in last September: “From rural to urban areas, from the very small to the large companies, every day, more than 10 satellites on average accompany us and help us in our daily lives.”

9. Squaring the Circles in Syria’s North East

The U.S. decision to leave troops in north-eastern Syria has bought the area time but not lasting stability. Washington should press its Kurdish YPG allies to loosen their PKK ties – lest Ankara intervene – and stop obstructing their autonomy talks with Damascus. What’s new? After President Donald Trump announced a full U.S. withdrawal from Syria, his administration decided to leave a residual force there. All parties – the U.S., Turkey, the Syrian regime, Russia and the PKK-affiliated People’s Protection Units (YPG) that control the north east – are adjusting their stance to the resulting uncertainty. Why does it matter? The withdrawal reprieve provides an opportunity to prevent a violent free-for-all in the north east. Had U.S. troops left precipitously, Damascus might have tried to recover the territory and Ankara to exploit the vacuum to destroy the YPG. A resurgent Islamic State could have filled the void. What should be done? Washington should use its remaining influence to address Turkish concerns about the PKK’s role in the north east while protecting the YPG; and Moscow should help the YPG and Damascus reach agreement on the north east’s gradual reintegration into the Syrian state on the basis of decentralised governance.

10. Fighting for Europe. European Strategic Autonomy and the Use of Force

Strategic autonomy: yes! But to do what exactly? To protect ourselves, or to protect others, outside Europe, as well? To protect ourselves by defeating the enemy on his own ground, in Europe’s neighbourhood or further afield? Or only by making sure he doesn’t breach the walls of Europe? To protect us from all enemies, or only from some? Who is the “enemy” anyway? The June 2016 European Union Global Strategy (EUGS) for the first time explicitly mentions strategic autonomy as an objective for the Union, and that raises a lot of questions. Sven Biscop argues that the EU’s priorities should be: (1) In the short term, to further strengthen its strategic autonomy in protecting our domestic security, and to achieve full strategic autonomy in crisis response, across the whole spectrum of operations, in our broad neighbourhood. (2) In the medium term, to achieve a significant degree of autonomy in securing Europe’s “connectivity” with the world, in space, air space and cyberspace and on the seas. (3) In the long term, to achieve a significant degree of autonomy for the European Allies and partners of NATO (who, pace Cyprus, happen to constitute the EU), to deter and defend against threats against our territory, in case the attention of our main non-EU allies is pulled away by contingencies outside the North Atlantic area.
