Abstract:
The twenty-first century is now being shaped by a multipolar system characterized by techno-nationalism and a post-Bretton Woods order. In the face of a rapidly evolving digital era, international cooperation will be critical to ensuring peace and security. Information sharing, expert conferences and multilateral dialogue can help the world’s nation-states and their militaries develop a better understanding of one another’s capabilities and intentions. As a global middle power, Canada could be a major partner in driving this effort. This paper explores the development of military-specific capabilities in the context of artificial intelligence (AI) and machine learning. Building on Canadian defence policy, the paper outlines the military applications of AI and the resources needed to manage next-generation military operations, including multilateral engagement and technology governance.

Abstract:
Artificial intelligence (AI) and automated decision making (ADM) used by and on behalf of the Government of Canada pose significant challenges to Canada’s Access to Information Act (ATIA). While the ATIA’s goal is to enhance accountability and transparency through the disclosure of records under the control of government, exemptions in the ATIA for third party records such as trade secrets make meaningful access difficult when it comes to AI and ADM. Several departments working at the epicentre of AI and ADM policy handle requests made to them through the ATIA by routinely invoking such exemptions. Citizens’ entitlements to transparency and accountability in such contexts are increasingly clashing with commercial actors’ desire to avoid or block disclosure of records.

Abstract:
How is the increasing spread of artificial intelligence (AI) likely to shape the cyber capabilities of the Democratic People’s Republic of Korea (DPRK; North Korea) in the coming years? Over the past decade, cyber tools have become an important enabler of the Kim Jong Un regime’s quest to achieve its policy objectives. Today, as a result of sustained investments by Pyongyang, the DPRK has developed an increasingly sophisticated set of cyber capabilities, which it has used to substantial effect against foreign militaries, banks, companies, media outlets, and individuals. While the regime has been able to achieve much through cyberattacks relying on traditional human operators, there are some areas where automating cyberattacks may prove attractive to the North. At the same time, demand for trained cybersecurity professionals usually far outstrips supply, and AI for cyberdefense may be an area where the regime ultimately feels compelled to invest, either to offset human capital shortfalls, or as adversary AI-enabled cyberattacks grow more sophisticated. Is North Korea about to make the leap to AI-enabled cyberattacks or cyber defense? Or will the country’s international isolation impair its ability to pair up AI with its existing cyber capabilities?

Abstract:
In a world where data means power, vast amounts of data are collected every day by both private companies and government agencies, which then use this data to fuel complex systems for automated decision-making now broadly described as “Artificial Intelligence.” Activities managed with these AI systems range from policing to military, to access to public services and resources such as benefits, education, and employment. The expected benefits from having national talent, capacity, and capabilities to develop and deploy these systems also drive a lot of national governments to prioritize AI and digital policies. A crucial question for policymakers is how to reap the benefits while reducing the negative impacts of these sociotechnical systems on society.

Abstract:
This article focuses on the impact of Artificial Intelligence (AI) on democracy. It provides an overview of the various ways in which the AI technologies affect the democratic values and processes and the social and political behaviour of citizens. It notes that the use of AI, and its potential for abuse by some governments, as well as by big private corporations, poses a real threat to the institutions, processes, and norms of rights-based democracies. As governments worldwide mull over their AI strategies and policies that would protect citizens against AI-powered dangers, UNESCO announced a remarkable consensus agreement among 193 member states creating the first-ever global standard on the ethics of AI that could serve as a blueprint for national AI legislation and a global AI ethics benchmark.

Abstract:
AI is wonderful. AI is scary. AI is the path to paradise. AI is the path to hell. What do we make of these contradictory images when, in a world of AI, we seek to both protect sovereignty and respect democratic values? Neither a techno-utopian nor a dystopian view of AI is helpful. The direction of travel must be global guidance and national or regional AI law that stresses end-to-end accountability and AI transparency, while recognizing practical and fundamental limits. We also need a deeper understanding of tensions between AI and sovereignty and democratic values, in order to address them in the interplay of the social construction of sovereignty and democracy and the technological construction of AI

Abstract:
Algorithmic Decision-Making (ADM) and Digital Technologies have created complex and multifaceted challenges for governments and the delivery of public services. Governments must operate simultaneously as the regulator and as a consumer, while maintaining public trust. The roll out of ADM systems has provided significant failures in public policy. For example, the Federal Government of Australia and the New South Wales State Government both deploying systems with significant flaws which led to serious outcomes for both welfare recipients and governments just in the last 10 years. Solutions to confront the failure of ADM systems can be addressed more effectively at a procurement and contract level as well as through the accountability and understanding within the public service. In order to ensure the fair use of digital technologies, governments must be willing to scrutinize their own purchase of technology, ideally through the lens of AI ethical frameworks, and address their own governance and procurement policies, thereby fulfilling their responsibility as service providers to citizens.

Abstract:
How can we locate the position of Artificial Intelligence when it comes to democracy? Rather than trying to put a framework built on an agent-based or globalization contexed approach, this paper aims to evaluate the Artificial Intelligence from a contextual perspective. While doing so an attempt on understanding how it can function within a community gains a considerable foothold. To achieve a success in such an attempt, two of the most important democratic discourses that resonate on this ground emerge critical: rule of law and the sustainable development goals. Especially, the recent Covid pandemic gave a considerable case study through which we can completely comprehend both of the matters of how AI can be used in surveillance and how can we be sure that it can be democratized.

ASPI’s Strategic Policing and Law Enforcement Program is delighted to share its new Strategic Insights report, Artificial intelligence and policing in Australia by Dr Teagan Westendorf. Digital technologies, devices and the internet are producing huge amounts of data and greater capacity to store it, and those developments are likely to accelerate. For law enforcement, a critical capability lagging behind the pace of tech innovation is the ability and capacity to screen, analyse and render insights from the ever-increasing volume of data—and to do so in accordance with the constraints on access to and use of personal information within our democratic system. Artificial intelligence (AI) and machine learning are presenting valuable solutions to the public and private sectors for screening big and live data. AI is also commonly considered and marketed as a solution that removes human bias, although AI algorithms and dataset creation can also perpetuate human bias and so aren’t value or error free. This report analyses limitations, both technical and implementation, of AI algorithms, and the implications of those limitations on the safe, reliable and ethical use of AI in policing and law enforcement scenarios. This publication closely examines usage of AI by domestic policing agencies to model what success looks like for safe, reliable and ethical use of AI in policing and law enforcement spaces. It also explores possible strategies to mitigate the potential negative effects of AI data insights and decision-making in the justice system; and implications for regulation of AI use by police and law enforcement in Australia. AI ‘algorithms’ or ‘models’ promise to: enable high volumes of data processing at speed, while identifying patterns human judgement is not capable of; supercharge knowledge management while (supposedly) removing human bias from that process; and operate with ethical principles coded into their decision-making. This ‘promise’, however, is not a guarantee.

This collection of short papers developed by the Australian Institute for Machine Learning (AIML) at the University of Adelaide and the Australian Strategic Policy Institute (ASPI) offers a refreshing primer into the world of artificial intelligence and the opportunities and risks this technology presents to Australia. AI’s potential role in enhancing Australia’s defence capabilities, strengthening alliances and deterring those who would seek to harm our interests was significantly enhanced as a result of the September 2021 announcement of the AUKUS partnership between the US, the UK and Australia. Perhaps not surprisingly, much public attention on AUKUS has focused on developing a plan ‘identifying the optimal pathway to deliver at least eight nuclear-powered submarines for Australia’. This AIML/ASPI report is a great starting point for individuals looking to better understand the growing role of AI in our lives. I commend the authors and look forward to the amazing AI developments to come that will, we must all hope, reshape the world for a more peaceful, stable and prosperous future.
