In France, missile defense comes with a long and complicated history. When the U.S. Congress passed the "National Missile Defense Act of 1999," which called for the development and deployment of a U.S. national missile defense system, Paris reacted negatively. At that time, France still considered missile defense to be both unnecessary and destabilizing. French policy makers still considered the 1972 Anti-Ballistic Missile (ABM) Treaty and the doctrine of Mutually Assured Destruction to be the cornerstones of strategic stability. French thinkers viewed missile defense as jeopardizing both the doctrine and the Treaty, as well as risking a new arms race with Russia.

In November 2010, NATO will adopt a new strategic concept at its summit in Lisbon. Finding agreement about the Alliance's purposes, strategies and required capabilities will not be an easy task. In the lead-up, the allies appointed a Group of Experts led by Medeleine Albright to make recommendations for the new concept, and which published its report in May 2010. One of the core recommendations of the Group is that "NATO should recognize territorial missile defense as an essential mission of the Alliance." NATO Secretary General Anders Fogh Rasmussen had also put Alliance missile defense on the agenda of the recent meeting of NATO foreign ministers in April. Hence, missile defense is shaping up as a core practical issue where NATO will have to agree on a new, coherent and meaningful policy at the Lisbon summit.

"NATO is a nuclear alliance," stated US Secretary of State Hillary Clinton at NATO's informal ministerial meeting in Tallinn in April 2010. NATO always was, but many had forgotten about this constituting element of the North Atlantic Alliance. Today, the nuclear question and the so-called "tactical" nuclear weapons (TNW), i.e. the US nuclear bombs stationed in five European member countries (Belgium, Germany, Italy, Netherlands, Turkey) are back on the political agenda. Ignited by some European member governments, a debate on the pros and cons of the American nuclear presence in Europe has started. Some are in favor of a rapid withdrawal of these weapons from European soil and claim that the strategic rationale for these types of weapons, which are supposed to be used against Warsaw Pact forces, had long gone. Opponents of quick removal point out that a credible nuclear deterrence posture remains essential for NATO - not least to reassure most of the new NATO members who still harbor concerns with regard to a potentially aggressive Russia (which keeps an estimated number of 3,000 tactical nuclear weapons in its European part - about 10 to 15 times as many as NATO).

624. Inside the Red Box: North Korea’s Post-totalitarian Politics

North Korea's institutional politics defy traditional political models, making the country's actions seem surprising or confusing when, in fact, they often conform to the regime's own logic. Drawing on recent materials, such as North Korean speeches, commentaries, and articles, Patrick McEachern, a specialist on North Korean affairs, reveals how the state's political institutions debate policy and inform and execute strategic-level decisions. Many scholars dismiss Kim Jong-Il's regime as a "one-man dictatorship," calling him the "last totalitarian leader," but McEachern identifies three major institutions that help maintain regime continuity: the cabinet, the military, and the party. These groups hold different institutional policy platforms and debate high-level policy options both before and after Kim and his senior leadership make their final call. This method of rule may challenge expectations, but North Korea does not follow a classically totalitarian, personalistic, or corporatist model. Rather than being monolithic, McEachern argues, the regime, emerging from the crises of the 1990s, rules differently today than it did under Kim's father, Kim Il Sung. The son is less powerful and pits institutions against one another in a strategy of divide and rule. His leadership is fundamentally different: it is "post-totalitarian." Authority may be centralized, but power remains diffuse. McEachern maps this process in great detail, supplying vital perspective on North Korea's reactive policy choices, which continue to bewilder the West.

625. New START Verification: Fitting the Means to the Ends

The New Strategic Arms Reduction Treaty (New START) promises to lock in significant reductions in U.S. and Russian strategic arsenals by establishing lower ceilings on deployed weapons. The treaty’s verification provisions are means to that end--providing confidence that the sides are complying with those lower limits. Although the goal is to establish the high confidence levels maintained during the 15 years of the original START (1994-2009), the successor agreement will achieve that goal with more focused and up-to-date methods, including innovative verification provisions for deployed warhead ceilings. START’s multilayered limits and the elaborate verification measures flowing out of them were born of the Cold War. New START verification can be streamlined in accordance with the new, simplified limits and in response to post-Cold War realities. In assessing the new treaty, it is critical that verification provisions be judged by how well they fulfill their core function.

The multilayered limits of the original Strategic Arms Reduction Treaty (START) and the elaborate verification measures flowing out of them were born of the difficult negotiations conducted in the waning days of the Soviet Union. The streamlined verification measures in the New START agreement, finalized in April 2010, are an appropriate response to the replacement treaty’s specific limits, which are designed to address post-Cold War realities. Combining proof-tested measures from 15 years of START implementation with new approaches to contemporary challenges, New START verification provisions are well suited to fulfill their core function. These provisions promise to permit the same high confidence in compliance achieved when the original START was in force, but will do so with more focused and up-to-date methods, including innovative verification provisions for monitoring deployed warhead ceilings.

In a region apparently awash with weapons and plagued with rising levels of armed crime, Malawi is a welcome exception to these characteristics. In early 2007 there were only 9,320 legally registered firearms in Malawi excluding those used by the security forces, compared to just under 87,000 in Zambia (Mtonga and Mthembu-Salter, 2004, p. 286) and nearly 4 million in South Africa (Gould et al., 2004, p. 133). Though a country of an estimated 13 million people, in the 5 years between 1996 and 2000 Malawi suffered just 2,161 reported cases of armed robbery (Mwakasungula and Nungu, 2004, p. 89). For 2005 the figure was 316 and for 2004 it was 263, according to figures provided by the Malawi Police Service (MPS). Even leaving aside South Africa, where there were 119,726 recorded cases of aggravated robbery in 2006 (SAPS, 2006), Malawi's armed crime statistics still compare favourably with the rest of the region. In neighbouring Zambia, for example, where there is a population of only 10 million people, there were 3,168 reported cases of armed robbery in the 5 years between 1998 and 2002 (Mtonga and Mthembu-Salter, 2004, p. 294).
