Abstract:
Deterrence is an outdated approach to the threat of nuclear weapons and does not meet the security needs of the post-Cold War era. Nuclear weapon-free states can establish a new regional security framework through the strengthening of existing and creation of new Nuclear Weapon-Free Zones (NWFZs). These zones operate under the assumption that more nuclear weapons make the world inherently less safe and demonstrate that countries do not need nuclear weapons to deter attack.

592. Bases, Bullets, and Ballots: The Effect of U.S. Military Aid on Political Conflict in Colombia

Abstract:
Does foreign military assistance strengthen or further weaken fragile states facing internal conflict? We address this question by estimating how U.S. military aid affects violence and electoral participation in Colombia. We exploit the allocation of U.S. military aid to Colombian military bases, and compare how aid affects municipalities with and without bases. Using detailed political violence data, we find that U.S. military aid leads to differential increases in attacks by paramilitaries (who collude with the military), but has no effect on guerilla attacks. Aid increases also result in more paramilitary (but not guerrilla) homicides during election years. Moreover, when military aid rises, voter turnout falls more in base municipalities, especially those that are politically contested.

A highly unusual and credible private poll of Saudi citizens taken in late November 2009 by a reputable regional firm shows solid popular support for tough measures against Iran, even though domestic economic issues loom larger in the public's perception. Conducted in partnership with Pechter Middle East Polls, a new, Princeton-based research organization, the survey involved face-to-face interviews with a representative sample of 1,000 Saudi citizens in the major metropolitan areas of Riyadh, Jeddah, and Dammam/al-Khobar. A comparable poll was conducted in Egypt during the same period, with a representative national sample of 1,000.

Abstract:
Every day, small arms and light weapons (salw) kill, maim, wound and threaten millions of adults and children. The victims are combatants and civilians in war zones or communities in degraded “peacetime” environments characterized by large-scale criminal or political violence, and can also be found in “societies at peace” where SALW may be used in cases of domestic violence or shooting sprees. Due to their widespread availability, mobility and ease of use, prolific SALW play a significant role in maintaining social dislocation, destabilization, insecurity and crime in the build-up to war, in wartime and in the aftermath of violent conflict. Small arms are misused within domestic settings as well as in public spaces, and they affect everyone in the community regardless of sex or age.

The 65th anniversary of the Hiroshima and Nagasaki bombings has just gone by. This was one passionate moment for the comity of nations to conscientiously introspect why all the movements and initiatives on disarmament in the past six decades have not borne fruition. This was also an opportunity to formally acknowledge the failure of the recent momentum on nuclear disarmament, initiated by the statesmen quadrate – Henry Kissinger, William Perry, Sam Nunn and George Schultz. Their two-piece exhortation in the Wall Street Journal had triggered a global wave of debates, initiatives and commissions to explore pragmatic paths towards Global Zero, all of which faded out with the disappointing outcome of the Nuclear Non-Proliferation Treaty (NPT) Review Conference (RevCon) in May.

597. Significance of Turkey-Brazil Nuclear Deal with Iran

Abstract:
With the participation of the foreign ministers of Turkey and Brazil along with Turkish Prime Minister Recep Tayyip Erdogan and Brazilian President Luiz Inácio Lula da Silva, Iran has signed a joint declaration on May 17, 2010 with Brazil and Turkey "in which Iran agreed to send low-enriched uranium to Turkey in return for enriched fuel for a research reactor.” This joint declaration was considered a very serious one by specialists closely following the nuclear negotiations. However, instead of responding positively to the agreement, the US and the overall reaction of the West had fixated on making sanctions against Iran a reality, although the content of the deal was what the US sought from Iran. This has materialized itself with the new UN Security Council decision which brings new sanctions on Iran. On June 9, 2010, the UN Security Council passed Resolution 1929, imposing a complete arms embargo on Iran, travel bans on certain Iranian figures, banned Iran from any activities related to ballistic missiles, the freezing of all assets to the Iranian Revolutionary Guard, and Iran Shipping Lines, and to inspect all Iranian cargo or financial institutions, such as banks, on their territory.

A bloody bank robbery in Medan in August 2010 and the discovery in Aceh in February 2010 of a terrorist training camp using old police weapons have focused public attention on the circulation of illegal arms in Indonesia. These incidents raise questions about how firearms fall into criminal hands and what measures are in place to stop them. The issue has become more urgent as the small groups of Indonesian jihadis, concerned about Muslim casualties in bomb attacks, are starting to discuss targeted killings as a preferred method of operation.

Abstract:
The United States needs a defense budget worthy of its name, one that protects Americans rather than wasting vast sums embroiling us in controversies remote from our interests. This paper outlines such a defense strategy and the substantial cuts in military spending that it allows. That strategy discourages the occupation of failing states and indefinite commitments to defend healthy ones. With fewer missions, the military can shrink its force structure—reducing personnel, the weapons and vehicles procured for them, and operational costs. The resulting force would be more elite, less strained, and far less expensive. By avoiding needless military conflict and protecting our prosperity, these changes would make Americans more secure.

This report is divided into three parts. The first part provides a statistical overview of reporting by states from January 2002 to May 2010. It also reports on the findings of a survey conducted by the Small Arms Survey to verify the existence of and contact details for National Points of Contact (NPCs), as well as the status of National Coordination Agencies (NCAs) and National Action Plans (NAPs). The second part provides an overview of states' implementation of the following BMS4 themes: (a) preventing and combating the illicit trade in small arms and light weapons across borders; and (b) international cooperation and assistance. Since national reports under review contain almost no specific information on the third theme identified by Ambassador Macedo—strengthening of PoA follow-up mechanisms—consideration of this theme will be included in the final report, pending discussion at BMS4 and the submission of additional national reports that address the issue in detail. The third part of the report is dedicated to states' reporting on the International Tracing Instrument; only information provided by states that made specific reference to the International Tracing Instrument is included and analysed. Key observations and discussion points arising from the analysis of the national reports are included at the end of each section. All cited texts are drawn from relevant 2010 national reports unless otherwise indicated.
