541. Small Nuclear Reactors for Military Installations: Capabilities, Costs, and Technological Implications

Abstract:
In recent years, the U.S. Department of Defense (DOD) has become in - creasingly interested in the potential of small (less than 300 megawatts electric [MWe]) nuclear reactors for military use. 1 DOD's attention to small reactors stems mainly from two critical vulnerabilities it has identified in its infrastructure and operations: the dependence of U.S. military bases on the fragile civilian electrical grid, and the challenge of safely and reliably supplying energy to troops in forward operating locations. DOD has responded to these challenges with an array of initiatives on energy efficiency and renewable and alternative fuels. Unfortunately, even with massive investment and ingenuity, these initiatives will be insufficient to solve DOD's reliance on the civilian grid or its need for convoys in forward areas. The purpose of this paper is to explore the prospects for addressing these critical vulnerabilities through small-scale nuclear plants.

Abstract:
The Conventional Prompt Global Strike (CPGS) concept calls for a U.S. capability to deliver conventional strikes anywhere in the world in approximately an hour. The logic of the CPGS concept is straight - forward. The United States has global security commitments to deter and respond to a diverse spectrum of threats, ranging from terrorist organizations to near-peer competitors. The United States might need to strike a time-sensitive target protected by formidable air defenses or located deep inside enemy territory. Small, high-value targets might pop up without warning in remote or sensitive areas, potentially precluding the United States from responding to the situation by employing other conventional weapons systems, deploying Special Operations Forces (SOF), or relying on the host country.

The St. Malo Agreement on European Defence Cooperation of 1998 set out a new approach to defence cooperation in pursuit of a new goal – an autonomous European military capability. By contrast, the Franco-British cooperation launched in November 2010 by Prime Minister Cameron and President Sarkozy is once again a new approach, but it is one that seeks to sustain the status quo – in support of sovereign foreign and defence policies.

545. Gambit or Endgame? The New State of Arms Control

The pursuit of nuclear arms control has enjoyed something of a renaissance recently, with the signing of the New Strategic Arms Reduction Treaty (New START) in spring 2010 in Prague. Whether that momentum will dissipate after New START or lead to further nuclear arms control agreements depends on several factors: The new U.S. and Russian nuclear doctrines. While there is always some distance between a state's declared policy and that policy's implementation, both documents show that, behind their more ambitious disarmament rhetoric, the United States and Russia maintain conservative nuclear policies that make radical nuclear disarmament unlikely—to say nothing of a nuclear-weapon-free world. The peculiarities of the recently signed and ratified New START agreement. Among these are the modest cuts stipulated by the treaty relative to its predecessors; the acrimonious ratification debates in both the U.S. and Russian legislatures; and the dim prospects for a follow-on agreement (in sharp contrast to the mood prevailing after past START agreements). The dynamics of obsolescence and modernization of U.S. and Russian strategic offensive forces. The United States should have little problem cutting its forces to get below New START's limits. Russia, however, will have problems, not in reducing its numbers, but in raising them to treaty ceilings, due to their removal of obsolete weapons from service and slow deployment of new systems. Either Russia can negotiate a New START follow-on treaty with even lower ceilings or it can accelerate the development and deployment of new systems. While the former is obviously a more attractive alternative, it would require the United States and Russia to resolve many thorny arms control issues, such as ballistic missile defense, conventional strategic weapons, and tactical nuclear weapons. Ballistic missile defense. President Obama's decision to modify the Bush administration's ballistic missile defense plans in Central Europe opened the way for New START and eased Russian concerns, even if they could never have been allayed entirely. Moscow believes that U.S. ballistic missile defense programs are ultimately designed to degrade Russia's nuclear deterrent, and it is far from clear that U.S. proposals to jointly develop such capabilities with Russia would allay those concerns—or that the idea even makes any sense. Russia's perceptions of U.S. conventional strategic weapons. Russian officials are especially concerned about the U.S. Prompt Global Strike concept and do not trust American assurances that such capabilities are only directed at terrorists and rogue states. There has already been some progress made in dealing with these weapons in negotiations, and future progress on this issue will likely depend on legal agreements and confidence-building measures to scale U.S. capabilities in ways that would threaten Russia's (or China's) strategic deterrent. Joint development of ballistic missile defenses with Russia. This issue could seriously complicate Washington's and Moscow's strategic relations with China and India. Officials on both sides would do well to start small and proceed step-by-step, using incremental successes to build the momentum necessary to work through more difficult issues. Non-strategic—that is, tactical—nuclear weapons. During the Cold War, the United States and Europe relied on tactical nuclear weapons to counterbalance Warsaw Pact superiority in conventional forces in Europe; today, the situation is reversed, with Moscow relying on tactical nuclear weapons as a counterbalance not only to NATO conventional superiority but also to U.S. strategic nuclear superiority and long-range precision-guided weapons. No one now knows which weapons systems should be categorized as non-strategic, and how limits across regions could be accounted for and verified. In addition, reviving the moribund Conventional Forces in Europe (CFE) Treaty is essential to dealing with the issue of tactical nuclear weapons.

National security is neither a "sacred cow" nor just another federal budget line item. Providing for the common defense of the American people and our homeland is the primary responsibility of policymakers in Washington. However, in an effort to protect social entitlements like Medicare, Medicaid, Social Security and the health care reform law from serious deficit and debt reduction efforts, President Obama has proposed not only to raise taxes, but also to cut another $400 billion more from future national security spending. As Obama said on June 29, 2011, "[Outgoing Secretary of Defense] Bob Gates has already done a good job identifying $400 billion in cuts, but we're going to do more."

Over the past year, actions by the People‘s Republic of China (PRC) have called into question its previous assertions that its rise to great-power status would be peaceful. Whether it was scolding countries around the world about the Nobel Peace Prize awarded to Chinese dissident Liu Xiabo, declaring that its ?core interests? now included some 1.3 million square miles of the South China Sea, dismissing complaints of neighbors as failing to recognize that "China is a big country," ignoring North Korean acts of terror, challenging U.S. naval ships on the high seas, creating new confrontations with Japan over disputed islands, slashing its export of rare earth elements, continuing cyber attacks on American defense and commercial entities, or testing a new stealth fighter during the visit of the American secretary of defense, the picture that emerges is of a China that believes it can now throw its considerable economic and military weight around. It‘s a challenge that the U.S. has been slow to meet and, as a result, led to considerable uncertainty among friends and allies about whether the U.S. is up to that challenge—uncertainty fed in no small measure by prospects of a declining American defense budget.

The New Strategic Arms Reduction Treaty (START) agreement, without any doubt, has started a new debate on whether the international community has finally entered a renaissance in the field of disarmament after a long period of stalemate. In this regard, the New START agreement, together with the New York Nuclear Safety Summit of 2010 and the NPT Review Conference of 2010, seems to be creating a rather positive atmosphere. Yet, if one examines the discussions that took place at the US and the Russian parliament's before and after the ratification of the New START, he/she will come to the conclusion that the progress on nuclear disarmament, at the levels of both strategic and nonstrategic weapons, will not be an easy one. The situation will remain unchanged unless certain contentious military issues between Washington and Moscow are somehow resolved. In this regard, the next round of the New START agreement will be crucial. This situation will not only affect the future of the US and the Russian militaries' relationships to one another, but it will also change the balance of relations among the nuclear “haves” and “have nots” of the NPT Treaty. It is, therefore, expected that the NPT's two tracks, namely disarmament and nuclear nonproliferation, will be affected either in a positive or negative way in the future, depending on the evolution of the post New START era. Within this perspective, the possibility that US and Russia will implement new disarmament agreements has gained utmost importance in the aftermath of the New START for the future implications of the US President Barack Obama's “Global Zero Policy.

The latest IAEA Report suggests that Iran is seeking a nuclear weapon capability. Preventing the Islamic Republic from becoming nuclear is the most important issue on Israel's agenda, and Jerusalem will do everything it can to prevent Tehran from acquiring a nuclear capability. Considering the limited impact of international sanctions and covert operations, it is therefore possible that at some point in the next 12-15 months Israel's policy-makers and military officials will decide whether or not to act militarily to destroy Iran's nuclear facilities. Though the probability of successfully destroying all of Iran's nuclear targets is not very high, Israeli policy-makers and military officials would nevertheless still be extremely satisfied with delaying Iran's nuclear programme. But would it be worth all the trouble it would inevitably unleash? While Israeli fears are understandable, given the heavy costs and poor chances for success of the military option, containment still represents the most sensible policy for Israel.

Abstract:
If past experience is any guide, the United States and China will find themselves embroiled in a serious crisis at some point in the future. Such crises have occurred with some regularity in recent years, and often with little or no warning. Relatively recent examples include the Taiwan Strait crisis of 1996, the accidental bombing of the Chinese embassy in Belgrade in 1999, and the EP-3 reconnaissance plane incident in 2001, as well as several minor naval skirmishes since then. The ensuing tension has typically dissipated without major or lasting harm to U.S.-China relations. With China's rise as a global power, however, the next major crisis is likely to be freighted with greater significance for the relationship than in previous instances. Policymakers in both Washington and Beijing, not to mention their respective publics, have become more sensitive to each other's moves and intentions as the balance of power has shifted in recent years. As anxieties and uncertainties have grown, the level of mutual trust has inevitably diminished. How the two countries manage a future crisis or string of crises, therefore, could have profound and prolonged consequences for the U.S.-China relationship. Given the importance of this relationship to not only the future evolution of the Asia-Pacific region but also to the management of a host of international challenges, the stakes could not be higher.
