Abstract:
Guyana is an anomaly in South America. As the only English-speaking country on the continent, Guyana identifies primarily with its fellow former British colonies in the Caribbean, such as Jamaica and Trinidad and Tobago, rather than its immediate Hispanic, Portuguese, and Dutch neighbours (Venezuela, Brazil, and Suriname). Relative to other South American states, Guyana's population is small—only 750, 000 people, 90 per cent of whom live along the Atlantic coast—leaving the country's vast interior sparsely populated (Mars, 2010,. Georgetown, the country's capital, is Guyana's largest city with just over 200, 000 people, followed by the cities of Linden and New Amsterdam, with about 410, 000 and 18, 500 inhabitants, respectively.

Abstract:
How to stop a criminal from removing the identifying marks on a polymerframe handgun? This was the kind of question asked, and sometimes answered, at the Open-ended Meeting of Governmental Experts (MGE),  convened at UN headquarters in New York from 9 to 13 May 2011. For the first time at a UN small arms meeting, the discussions were expert-led and relatively interactive as delegations focused on the practical details of weapons marking, record-keeping, and tracing, specifically as dealt with in the International Tracing Instrument (ITI) (UNGA, 2005).

Abstract:
Weapons tracing is a set of methods used to identify weapons and ammunition and track their origins. It has an established role in criminal investigations, where it is typically used not only to prove a firearm-related offence, but also to uncover the source of illicit supplies to criminals. By contrast, weapons tracing in conflict and post-conflict situations—for example, by peace support operations (PSOs)— remains a matter of theory, not practice. To date, the only bodies that have traced conflict and post-conflict weapons (and ammunition) in any quantity are UN Groups of Experts, specifically for purposes of detecting and confirming arms embargo violations.

Abstract:
It is widely recognized that many states parties to an arms trade treaty (ATT) will need assistance to fulfil their treaty obligations. The issue of international assistance has been consistently raised by United Nations member states throughout the UN process of negotiating an ATT.For example, states will need assistance to establish and strengthen their legislative and administrative frameworks as well as their licensing and enforcement capacities in order to enable them to exert greater control over international transfers of conventional arms. The creation of an ATT will require the expansion of existing assistance programmes as well as the development of new approaches and efforts specifically designed to assist states with treaty implementation. For example, the European Union (EU) already provides funds for technical and material assistance for states to develop or strengthen transfer control systems and is willing to expand these activities to help states implement an ATT. International assistance has been promoted as one of the positive outcomes for states parties to an ATT that are neither major exporters nor importers of conventional arms.

Abstract:
In recent years the forecast of far-reaching climate change in the Arctic has led to fears of future conflict in the region. Such fears have been expressed in official documents, including defence policy documents, of the five Arctic littoral states—Canada, Denmark, Norway, Russia and the United States. Three of them—Canada, Denmark and Russia—have recently adopted foreign and defence policies that have put a special emphasis on the Arctic. They have strengthened their military presence in the Arctic or increased military capabilities for Arctic use and have presented plans for additional military strengthening. Meanwhile, Norway has moved a substantial part of its operational forces to the north of the country. Of the five littoral states, only the USA has placed less focus on Arctic security.

The apparently rapid pace of nuclear developments in India and Pakistan has led many analysts to warn of an impending arms race between the two countries. India and Pakistan are indeed entangled in a long-standing security competition. However, they are not two closely matched opponents engaged in a competitive tit-for-tat cycle of nuclear weapons development in which one state makes advancements to its nuclear capability and the other reacts in kind.

To do so, Resolution 2068—adopted on the occasion of the annual Open Debate on Children and Armed Conflict—emphasized the importance of national judicial systems and, where applicable, international mechanisms.This call to end impunity was one of the key conclusions of a roundtable discussion held at the International Peace Institute and co-organized with Watchlist on Children and Armed Conflicton September 17th , just two days before the adoption of Resolution 2068.

In July 2012, governments have a historic opportunity to create a strong Arms Trade Treaty that saves lives and livelihoods and builds a more secure future for all the world's citizens. Strong treaties gain new members and set international standards; weak treaties rarely get stronger. Governments must not compromise during the final countdown for the sake of securing universal agreement. The Treaty must cover all conventional arms, ammunition, parts and components, and all types of arms transfers. It must include strong criteria that prevent arms being transferred where there is a substantial risk that they will be used in violation of international human rights or humanitarian law, or will undermine development. The Arms Trade Treaty must have strong measures for transparency and accountability, and an effective implementation and enforcement mechanism. These must also assist countries to effectively implement and monitor the Treaty.
