Abstract:
Post-shipment on-site inspections of exported military materiel enable an exporting country to verify that the materiel is still present in the country of destination and in the possession of the authorized end user. An increasing number of European countries are conducting on-site inspections, or are considering or planning to adopt such measures. A wide range of multilateral organizations already include the implementation of on-site inspections as part of their guidance documents. This SIPRI Background Paper provides an overview of the current state of implementation as regards on-site inspections of exported military materiel by different European countries. It highlights common sensitive issues related to the implementation of on-site inspections, maps the on-site inspection policies and practices of a selection of European countries, and provides recommendations for how the European Union could play a role in promoting such practices.

Abstract:
Arms companies have a presence that reaches far beyond the countries in which they are headquartered. This is the result of the international­ization of the arms industry. This paper uses a new data set to examine the results of this internationalization in terms of the international presence of major arms companies. It presents a mapping comprising 400 foreign entities linked to the world’s largest arms companies. The mapping shows that the international presence of major arms companies continues to be influenced by geopolitical divisions and ties, and generally mirrors the geographical locations of the world’s biggest arms import markets. It also reveals that the international presence of major Chinese arms companies and the one Russian company included in the study remains limited.

Abstract:
As a consequence of the attractiveness of the use of drones – for obvious reasons of cost and pilot safety – the international market in armed drones is booming, creating risks of widespread proliferation, especially to non-state actors or states known for their lack of respect for the laws of warfare.This paper analyses these proliferation risks and formulates recommendations on how to mitigate them. Starting in the late 20th century, the growth of guided-missile technologyled the international community to draw up political and legal rules in order to control the export of such sensitive equipment – subsequently including UAVs – to countries where the risk of uncontrolled and/or illicit proliferation and use is the highest. The first such attempt was the Missile Technology Control Regime (MTCR), which was established in 1987 to harmonise policies for the export of missiles and related technology and has been gradually extended to cover UAVs. The second regime was a voluntary transparency measure, the United Nations Register of Conventional Arms (UNROCA), established in 1991, to which UN member states are encouraged to report their exports and imports of conventional arms, including UAVs. The third was the Wassenaar Arrangement, launched in 1996 as a multilateral export control regime for conventional and dual-use goods and technologies, to which UAVs were added. The most recent initiative is the ATT, which entered into force in 2014 and regulates transfers of conventional arms, including certain categories of UAVs. As we will see in section 2, however, these regimes are far from being universal and all have limitations that make it difficult to impose constraints on UAV exports.

In the multilateral negotiating context in Geneva, developed countries seek, often aggressively, to impose agendas that are more favorable to their interests. This text seeks to expose, from the perspective of developing countries, and Brazil in particular, the difficulties inherent in multilateral work at the time they were experienced, as well as the efforts to overcome them. Abstract:
This article aims to explain the lack of robust antinuclear movements in India during a period that ranges from the 1950s to the 1970s. Such movements arose throughout the world. During the 1960s, people rallied for this agenda in the United States, France, the United Kingdom, and even in New Zealand. India, conversely, tested a nuclear device in 1974, at the known Pokhran-I test (or “Smiling Buddha”), but did not face such grassroots uprisings. In this sense, this research design applied a deductive congruence analysis built on a bibliographical review. A cas e study on the Indian context tested previously elaborated the main hypotheses. It was inferred that this phenomenon was causedby four elements: (a) few possibilities to public participation; (b) scant available information on nuclear policy; (c) lack of a political schism between national elites and civil society on this topic; and at last (d) geopolitical dynamics.

170. Risk Realism: The Arms Control Endgame for North Korea Policy

While the reasons for seeking North Korean denuclearization are sensible, continuing to pursue that goal makes the United States and its allies less secure. In word and deed, North Korea has shown it has no interest in nuclear disarmament. Because denuclearization is antithetical to Kim Jong Un’s bottom line, U.S. attempts at diplomacy to that end are self-sabotaging. As long as disarmament of North Korea remains America’s professed goal, Kim Jong Un has every incentive either to avoid the negotiating process or favorably manipulate it at America’s expense—by stalling for time, making unfulfilled promises, and securing concessions without reciprocity. Worse, as the 2017 nuclear confrontation showed, making denuclearization an actionable goal of U.S. policy creates real risks of crisis instability—justifying extreme measures and extreme rhetoric in the name of what has become an extreme aim. But policymakers can avoid the pitfalls of the past by attempting something more realistic than denuclearization—an arms control approach to North Korea. The United States has significant unexploited margin to take diplomatic and political risks aimed at probing and potentially shifting North Korea’s approach to its nuclear arsenal. An arms control approach would seek to reorient U.S. North Korea policy to prioritize what matters most: reducing the risk of nuclear or conventional war without forsaking other U.S. interests at stake in Korea. Using diplomacy to enhance regional stability and foreclose the possibility of an avoidable nuclear war requires pursuing a negotiated outcome that both sides can accept, and that tests North Korea’s willingness to uphold commitments short of disarmament. U.S. policy often seeks to test North Korean intentions, but without offering the accommodations and concessions that would serve as a meaningful test. Remedying this problem through an arms control approach requires taking considerable unilateral actions consistent with U.S. interests before proceeding to a phased negotiating process.
