121. The demise of the INF Treaty: a path dependence analysis

Abstract:
This article explains changes in strategic stability through a path dependence framework, discussing its antecedent conditions, increasing returns, cleavages, critical junctures, reactive sequences, and legacy. We identify the leading causes of its formation, reproduction, modification, and, eventually, its end. Such an analysis is relevant as far as we observe significant changes in cornerstone’s aspects of strategic stability after the abrogation of the ABM Treaty and the INF Treaty. We argue that strategic stability as an institution passes through radical modifications produced by reactive sequences breaking the causal loop that allowed its reproduction since its formation.

RESEARCH & REPORTS The debate concerning hypersonic weapons has gained increased attention in recent years as the United States has poured billions of dollars—and plans to pour billions more—into accelerating the development of hypersonic weapons and as China and Russia make headway in developing and deploying their own such weapons. The Pentagon is funding no less than eight prototype hypersonic weapons programs with the aim of fielding an initial capability of at least some of those by 2022. The U.S. rush to field hypersonic weapons merits a more critical examination by the Biden administration and Congress given the many unanswered questions about their rationale, technical viability, cost-effectiveness, and escalatory risks. It is past time for Congress to demand these answers before the military begins fielding the weapons in great numbers. This new report outlines the scope of the unanswered questions about the case for hypersonic weapons, details the underappreciated risks to stability posed by the weapons, assesses the viability of arms control as a tool to reduce these risks, and suggests recommended action items for Congress to better its understanding about the Pentagon’s plans for the weapons, eliminate potential redundancies in weapons capabilities, and mitigate stability risks.

Atomic Steppe tells the untold true story of how the obscure country of Kazakhstan said no to the most powerful weapons in human history. With the fall of the Soviet Union, the marginalized Central Asian republic suddenly found itself with the world's fourth largest nuclear arsenal on its territory. Would it give up these fire-ready weapons—or try to become a Central Asian North Korea? This book takes us inside Kazakhstan's extraordinary and little-known nuclear history from the Soviet period to the present. 124. Toward a More Proliferated World? The Geopolitical Forces that Will Shape the Spread of Nuclear Weapons

Abstract:
The United States and the international community have been relatively successful at preventing the spread of nuclear weapons, but there are new reasons to question whether this track record will last into the future. Working with partners, the United States has steadily built a framework of disincentives and barriers to prevent proliferation. These include: 1) international treaties and agreements that have erected legal, political, and normative barriers to the bomb; 2) U.S. security commitments to allies that dampen their own perceived need for nuclear weapons; and, 3) a set of tough penalties (e.g., sanctions) for those who get caught trying to build the bomb. In other words, the barriers to entry to the nuclear club are high, and those countries that want the ultimate weapon need to be willing to accept significant risks. This helps explain why, although many countries have explored or pursued nuclear weapons, only nine states have them today. But several trends are eroding the foundation on which this formidable set of barriers rests. These trends are rooted in, and being shaped by, changes to the nature and structure of the international system: namely, the decline of U.S. influence and its gradual withdrawal from the international order that it helped create and lead for more than 70 years, and the concurrent rise of a more competitive security environment, particularly among great powers. These trends (detailed below) will have three broad implications for proliferation and U.S. policy. First, they stand to increase pressures on countries to seek nuclear weapons or related capabilities as a hedge. Second, they will almost certainly challenge the U.S. ability to effectively wield the traditional “carrots and sticks” of nonproliferation and counterproliferation policy and dilute the effectiveness of those tools. Finally, they could increasingly pit U.S. nonproliferation goals against other policy objectives, forcing harder tradeoffs.

126. Conventional arms control on the Korean Peninsula: The current state and prospects

At the end of 2017, the Korean Peninsula reached the brink of a nuclear war, as the US president Donald Trump and the North Korean leader Kim Jong-un exchanged words of nuclear threats each other. A tug of war as to whose nuclear button is bigger and stronger exacerbated the nuclear crisis. However, the South Korean President Moon Jae-in intervened to resolve the crisis by taking advantage of the Pyeongchang Winter Olympics. In doing so, President Moon intended to pursue denuclearisation and peace-building on the Korean Peninsula at the same time. North Korean Chairman Kim Jong-un responded positively to the South Korean call to hold the inter-Korean summit and the Trump-Kim summit. In order to end the Korean war and promote peace-building on the Korean Peninsula including termination of hostile acts on inter-Korean relations, the two Koreas adopted the April 27 Panmunjom Declaration, the September 19th Pyongyang Joint Declaration and the Inter-Korean Military Agreement at their summit in 2018. The Military Agreement is aimed at reducing tension and building trust between the two Koreas through conventional arms control, while the North Korean nuclear issue is being resolved through the US-DPRK summit. The September 19th Military Agreement is a modest but remarkable success in arms control history when compared with a long-term stalemate or even retreat in the contemporary international arms control arena. Indeed, arms control is at its lowest point in history, so dim are its prospects. Nevertheless, heated debates are taking place, both at home inside South Korea and abroad, over the legitimacy and rationality of the Sept. 19th Military Agreement. With little progress on the denuclearisation issue at the Kim-Trump summit and no sign of easing economic sanctions on Pyongyang, North Korea has test-fired short-range missiles ten times to exert pressure on the United States, undermining peace and stability on the Korean Peninsula. Against this backdrop, this policy brief intends to analyse the true meaning of the September 19 Military Agreement between the two Koreas, to identify its problems and policy implications in order to draw up supplementary measures to implement it successfully. Furthermore, the paper will draw some implications for the relationship between progress on North Korea’s denuclearisation issue and further conventional arms control on the Korean Peninsula.

Abstract:
While the countries of NATO’s north-eastern flank—Estonia, Latvia, Lithuania and Poland—are correctly putting emphasis in their security policy on strengthening deterrence, they need to take a more proactive stance on arms control. Although current prospects are not promising in the light of Russian violations and circumventions of existing treaties, demand for greater engagement with Russia on arms control is growing among NATO nations. Without a constructive input from the flank countries, NATO’s arms-control agenda and the actions of individual European Allies could become detached from deterrence efforts and weaken NATO cohesion. The north-eastern countries should thus identify and promote balanced solutions that can be used to increase the region’s security.

The North Korean nuclear and ballistic missile crisis is the most serious proliferation crisis the European Union (EU) and its member states currently face on the world stage. Despite the staging of diplomatic meetings, the threat caused by this crisis to European interests, in terms of proliferation, instability and to prosperity, persists. It is now essential that the EU and its member states move from a strategy of critical engagement to implementing a more proactive strategy of credible commitments in four areas: political engagement, non-proliferation, the implementation of restrictive measures and engagement with the North Korean people. Such a renewed strategy should be highly coordinated, build on the many initiatives already being taken and facilitated by the appointment of an EU Special Representative on North Korea.

The series forms part of a SIPRI project that explores regional perspectives and trends related to the impact that recent advances in artificial intelligence could have on nuclear weapons and doctrines, as well as on strategic stability and nuclear risk. This volume assembles the perspectives of eight experts on South Asia on why and how machine learning and autonomy may become the focus of an arms race among nuclear-armed states. It further explores how the adoption of these technologies may have an impact on their calculation of strategic stability and nuclear risk at the regional and transregional levels.

130. The Arms Control–Regional Security Nexus in the Middle East

Abstract:
The erosion of the 2015 Iran nuclear agreement poses a risk for both Middle East regional security and the global nuclear non-proliferation regime. At the same time, it highlights the need to build a more sustainable regional foundation for conflict resolution and arms control in the Middle East. This paper argues that the arms control– regional security nexus should be better reflected in European policy. While maintaining the Joint Comprehensive Plan of Action (JCPOA) and preventing further US–Iranian escalation should be the European Union’s (EU) first priority, the paper urges the EU to develop a more comprehensive approach in support of regional security, arms control and disarmament in the Middle East. In addition to resolving inconsistencies in current EU policies on regional security, arms control and arms exports to the Middle East, the EU should consider throwing its political weight behind two emerging processes that could provide a much-needed opening for regional cooperation: security dialogue in the Gulf and the annual Middle East weapons of mass destruction (WMD)-free zone conferences at the United Nations. If it involved regional non-proliferation cooperation, the former process could also help manage the negative consequences of the potential collapse of the Iran nuclear agreement.
