171. The Arab Monarchy Debate

Abstract:
It has been widely noted that monarchies have done better at surviving the Arab uprisings that began two years ago. Three Presidents (Ben Ali, Mubarak, and Saleh) have fallen, along with Muammar al-Qaddafi’s unique Jamahiriaya, while Bashar al-Assad’s Baathist presidential regime faces a mortal threat. For some analysts and academics, this pattern suggests a fairly obvious “monarchical exception” which demands explanation. In August, I launched a debate on Foreign Policy about whether and how monarchy matters in explaining the resilience of Arab regimes. I was not impressed. Against arguments that monarchies face some kind of unique legitimacy commanding the loyalty of their people, I noted that Arab monarchies have in fact faced significant popular mobilization over the last two years: Bahrain has had one of the most intense and protracted uprisings anywhere; Kuwait is facing the deepest political crisis in its post-occupation history; Jordan experienced unprecedented protests; Saudi Arabia has had a protracted challenge in its Eastern Province; Oman experienced unusual levels of protest; Morocco’s protest movement drove the king to adopt a significant (if underwhelming) constitutional initiative. I concluded, “the monarchies look like fairly typical Arab authoritarian regimes, surviving because they enjoy greater financial resources, less demanding international allies, and powerful media assets to perpetuate their legitimation myths.”

Abstract:
Tunisia marked the first anniversary of its largely peaceful revolution on January 14 2012. It has been a momentous year since spontaneous public uprisings involving women and men, old and young, rural and urban, led to the demise of a dictatorship. In October 2011, the first free and fair parliamentary elections in decades took place. But the story is not over. The economy is still in shambles and institutions of governance are weak. The security sector will need reform. There are also thorny issues of justice, truth-telling and reconciliation to deal with the past and move forward. Despite the opening of public and political space for activism and civil engagement, women are among the first groups to experience a backlash, largely orchestrated by conservative Islamic groups. The struggle for the identity, soul and future of Tunisia is just beginning. What happens to women now, how they are treated, and what role they play will be critical indications of the direction the country takes. ICAN’s first “What the Women Say” Tunisia brief addresses the evolving political landscape, the implications for women, their actions and their requests to international and domestic actors.

Abstract:
With Mohammad Morsi’s inauguration as President of Egypt in June 2012, many Egyptians hoped that the country’s fitful political transition would finally be on a smoother path towards institutional reform and democratization. But much remains in flux. From the outset of the revolution, Egyptian women from all sectors of society were central to the events. They were in the streets alongside men from the early days of the protests. They initiated their own protests. They have borne a large share of the violence dispensed primarily by state security forces, and are frequently the target of hostility and regressive measures introduced by some Islamists. Reflecting on the experiences of women in the uprising and transitional months, this brief provides a snapshot of developments in the past eighteen months including their security concerns, the constitutional process and evolving political landscape and its implication for women. It highlights key recommendations to international and domestic actors with regard to women’s rights, peace, and security.

Abstract:
The Middle East region has undergone a rapid transformation period in recent years. Iran’s nuclear program may bring the US-Iranian relations to the verge of close combat. Any Israeli attack against Iran’s nuclear facilities may trigger a series of conflicts. Due to the sanctions imposed upon Iran because of its nuclear program, the country is getting more and more isolated and feels under threat. What could be the possible reactions of an Iran that sees itself as threatened? The US withdrew from Iraq and as a result of the popular movements, the Middle East administrations are changing hands one by one. The region has started to teem with uncertainties and risks. On one hand, there is a wish for freedom, democracy, human rights, rule of law, free market, and fair income distribution. On the other hand, an abundance of conflicts and blood is being seen. What will these developments bring about? Could Iran, as an important player in the area, transform this uncertainty into an opportunity for itself? This report named “Iran at the Center of Chaos Scenarios” focuses on paradigms which direct Iran’s geopolitical features and foreign policy, paying particular attention to elements of continuity, drastic differences and ruptures in Iran. There are certain scenarios on how Iran, which feels under threat, will evaluate and make use of sensitivities and opportunities appearing with the US withdrawal from Iraq and the Arab Spring. The report also pays special emphasis to the fact that Iran stands at the center of all these scenarios, potentially leading to chaos in the region.

Abstract:
One of the regions where Russia‟s interests are constant and historic is the Middle East, which has been being shaken by revolutions and insurgencies since January 2011. Being hesitant between supporting the desire of protestors to overthrow their long-ruling leaders and aligning with the stable authoritarian regimes of the Middle East, Russia has so far failed to adopt a consistent policy. Moreover, by following a low profile policy, Moscow seems indifferent to using the regimes changes as an opportunity to penetrate the region and revive its wading influence in the Middle East. Russia‟s inflexible foreign policy mentality, secondary importance of the Middle East in Russian foreign policy, perception of Arab Spring as a tool of outside powers, and the unrest it could arouse in motherland (as well as near abroad) could account for Moscow‟s reluctance to adopt a proactive role in reorganization of the Middle East.

Abstract:
This article examines Turkish-Israeli relations from 1948 to 2012 in light of domestic and international events that have impacted the two countries throughout the years. The article examines each country’s threat perceptions, which emanate from developments in the Middle East. The author points out commonalities and confrontations between the two countries, and discusses how the latter can be avoided. The article explores how to improve relations in view of the rapid changes occurring in the region, and discusses how the two countries are positioning themselves in the current restructuring of the Middle East and emerging new power balances, some of which are created by these two major regional players themselves.

Abstract:
In 1971 it was apparently “too early” for Zhou Enlai to give Henry Kissinger his assessment of the significance of the French Revolution. It is certainly too soon to sum up the importance of the events in the Arab world since January 2011.1 However, it seems reasonable to attempt an interim assessment of how the “Arab Spring” fits into the pattern of major revolutions and waves of upheaval since 1789. Such a review of similarities and contrasts between current events and past developments should provide some historical foundations for comparative analysis of the contemporary revolutionary wave in the Middle East.

More than a year has passed since the beginning of the political uprising against the authoritarian regimes in the Arab world. But, as demonstrated by the recent dramatic developments in Syria, the process is far from over. Meanwhile nations which have already freed themselves from their authoritarian rulers (Tunisia, Egypt, Libya and Yemen), must decide where to go and how to manage their political and economic changes. To a lesser extent, a similar challenge is being faced by those constitutional monarchies (like Morocco or Jordan) which accelerated reforms in order to avoid political destabilization. Many politicians and experts, especially those from Central and Eastern Europe, suggest their Arab colleagues learn from the experience of the postcommunist transition of the early 1990s. However, while learning from others is always a useful exercise, the geopolitical and socio-economic context of the Arab revolution seems to be different, in many respects, from that of former Soviet bloc countries more than twenty years ago.

179. Measuring Peace in the Media

Abstract:
Peace and conflict are two of the most newsworthy subjects that can occur but how accurately does the media report on them and are the levels of violence portrayed in countries actually accurate? Media Tenor and the Institute for Economics and Peace (IEP) have come together to jointly create a unique platform that utilizes a fact-based approach for analysing the global media coverage on topics related to peace and conflict. The aim of this study is to better understand the texture of news coverage and its accuracy. This was achieved by analysing Media Tenor’s extensive database consisting of 164,000 news items. These news items have been compiled from 31 news and current affairs programs that air on four continents. The data was further analysed and broken down by country coverage with news stories from 101 different countries. The aggregated country data was then compared to the Global Peace Index (GPI) so as to rate the accuracy of the coverage.

180. The Arab Spring and Democratization in China

Abstract:
Since the fall of Tunisian President Zine el-Abidine Ben Ali and Egyptian President Hosni Mubarak in early 2011, the outbreak of the “Arab Spring” has reasserted the universality of democracy. The question then of whether a “Jasmine Revolution” would occur in China has drawn the attention of foreign and domestic observers as well as raised the concern of the Chinese government. Today, even at the official level, the scope of debate on so called “Western-style” democracy is very limited in China regardless of the political standing of any politician whether conservative or progressive. It would be impossible to imagine in this case that there could be any debate over democracy that would lead to sweeping political reforms in the Chinese Communist Party. While on the other end of the political spectrum, a grass roots movement for democracy is also unlikely to develop. Most of the core figures involved in the democratic movement are either in exile overseas, under heavy restrictions at home, or have lost their momentum as time has passed by. Furthermore, possibly the greatest obstacle to any democratization movement in China is the reluctance of the middle-class. While often considered as a powerful driver for democratization in the rest of the world, it would be difficult to expect them to play the same role in China. Simply, the middle-class is the greatest beneficiaries of state-led economic growth and is unlikely to take part in any rapid political transformation. In this regard, the Chinese middle-class is far more conservative than that of any other country. To what extent then would a “Jasmine Revolution” be possible? There are four possible scenarios on the prospect for democratization in China. First, continued high economic growth is destined to bring about democratization. From the perspective of functionalism, improved standards of living as well as expansion of higher education, media, and an increasing consciousness of human rights will make democratization feasible within a certain period. However, such a viewpoint has some limits in that it blindly applies the experiences of the West and a few countries in East Asia to China without any consideration for its distinct history and social conditions. Second, there is the possibility for democratization due to impending social challenges mounting in China. In other words, if a combination of social problems builds up, the Chinese government would be unable to manage them under in its current repressive way. In this situation, the government would have to introduce democratic measures, such as freedom of speech and direct elections, to a substantial extent. Such a prospect though is unlikely to happen in the near future since high economic growth, increases in consumer expenditure, and the elevation of China’s international status will continue for a while, unless a major economic crisis were to occur in China or in neighboring countries. Even if such a crisis were to occur and the Chinese government implements measures for political reform, a soft-landing through democratization would not be guaranteed. Rather, it is highly probable that the unresolved problems would weaken the political control of the government and lead to political disorder. Third, a kind of flexible authoritarianism may be sustained for a long time. China has secured its legitimacy among the population through rapid economic growth, social welfare, administrative efficiency, and an assertive foreign policy. Simultaneously, it has maintained the stability of its system through strict control, systematization, and mass mobilization. Such a flexible authoritarian government is considered a prime alternative to Western-style democracy by the Chinese leadership and pro-government scholars. From such a viewpoint, it would seem unlikely to expect democratization in China for the time being. Lastly, there is a possibility that China would experience political chaos and division, a scenario that covers neither gradual democratization nor flexible authoritarianism. Authoritarian governments unable to actively promote reforms in the political system often fail to meet the social demands which have accumulated as marketization expands. Continued corruption and incompetence in the government leads to public dissatisfaction and might bring about the collapse of the system as in Eastern Europe. In Eastern Europe, countries had implemented ‘shock therapy’ solutions to fix the problems of the socialist system. However, such rapid changes, in some cases, caused severe chaos rather than bring about a smooth transition to democracy. This hard landing scenario cannot be excluded in regarding the future of democratization in China. From a realistic perspective, even though China cannot avert the flow of democratization in the end, top-down democratization or limited democratic reform led by the Chinese Communist Party is more likely as Chinese civil society has yet to fully mature. Nevertheless, as political reforms would weaken the Chinese Communist Party and increase social instability, top-down democratization is likely to be restricted. And this limited reform might even fail to solve social problems ahead. In this case where there is no alternative social force for the Communist Party and its leadership, the direction for the development of Chinese politics will be unpredictable and could bring about unexpected results. China will therefore go through a difficult transition period due to intricate conflicts among domestic political forces.■
