11. China Maritime Report No. 17: The PLA Army's New Helicopters: An "Easy Button" for Crossing the Taiwan Strait?

Abstract:
This report examines the potential roles and missions of the People’s Liberation Army’s (PLA) new rotary wing capabilities in a cross-strait invasion. Looking specifically at the helicopter units of the PLA Army (PLAA), it discusses two possible scenarios in which these forces could serve as the main thrust in a campaign to seize control of Taiwan. In the first scenario, the PLAA would use nearly all of its rotary wing inventory simultaneously to overwhelm Taiwan’s defenses and quickly convince the country’s political leadership to surrender. In a second “unconventional” scenario, the PLAA would risk the destruction of older helicopters in order to launch a sudden attack against the island, thereby achieving the element of surprise while saving its most capable platforms for lengthy follow-on operations to fully subdue the island. Based on analysis of the scale, complexity, and frequency of recent PLAA exercises, this report argues that China is at best a decade away from having the ability to seize Taiwan by either approach.

12. Russian Aerial Operations

Abstract:
Before the start of the military intervention in Syria in 2015, even top Russian generals were uncertain what the result would be. Shortly before the start of the intervention, the Russian Aerospace Forces (RuAF) received hundreds of new airplanes and helicopters and new “smart” precision weapons. Almost all of them had never been tested in real combat. The pilots and commanders also did not have combat experience and were trained by textbooks filled with outdated concepts and tactics. The five years of war in Syria have been the most intense period of transformation for the RuAF since the war in Afghanistan in the 1980s. The Russian military not only gained an unprecedented amount of experience, but also made substantial improvements in tactics and strategy.

13. Afghanistan’s Rising Civilian Death Toll Due to Airstrikes, 2017-2020

Abstract:
The United States military in 2017 chose to relax its rules of engagement for airstrikes in Afghanistan, which resulted in a massive increase in civilian casualties. From the last year of the Obama administration to the last full year of recorded data during the Trump administration, the number of civilians killed by U.S.-led airstrikes in Afghanistan increased by 330 percent. This report reveals the price that Afghan civilians have paid for all parties’ escalation of violence in their attempts to gain leverage in talks between the United States and the Taliban. The data demonstrates that, compared to the previous 10 years, there was a 95 percent increase in civilians killed by U.S. and allied forces’ airstrikes between 2017 and 2019. Further, during the period of intra-Afghan talks, the Afghan Air Force has killed more civilians than at any point in its history. In 2018 alone, 3,800 Afghan civilians were killed by airstrikes.

Abstract:
It is only in the past decade that Ukrainian history has begun to be researched in the context of international or global history. The American historian Serhii Plokhy, Mykhailo S. Hrushevs'kyi Professor of Ukrainian History at Harvard University and director of the Harvard Ukrainian Research Institute, is a prominent exponent of this approach. His books The Gates of Europe: A History of UkraineandChernobyl: History of a Tragedy analyze the major problems of the Ukrainian past from a transnational perspective. His latest book, Forgotten Bastards of the Eastern Front: An Untold Story of World War II, deals with the establishment of United States Air Force bases in the Poltava region of Soviet Ukraine in 1944—the only place where Soviet and American troops lived and fought side by side during the war, putting the anti-Nazi alliance to the test. Plokhy's research interests include the early modern history of Ukraine, twentieth-century international history, and intellectual history. I spoke with Serhii Plokhy about the integration of Ukrainian history into global history, the colonial status of Ukraine, and environmental history.

Abstract:
The aim of the article is to present the characteristics of airstrips used by Polish and allied aircraft during military operations in Chad and Afghanistan. The main goal is to examine their organisation and the management of air traffic by Polish ATC staff as well as to answer the question: How did Polish controllers plan the air operation? Answers to this question were sought through empirical and theoretical research. The theoretical methods were a study of literature (analysis, synthesis, abstraction, generalisation, interpretation, analogy and comparison). The empirical method – “opinion poll” took the leading role, which used different techniques conducted in a tested environment to gather the data (interviews with experts and an ex post facto experiment). Consequently, the article looks at the method of planning and preparing air operations and the rules of air traffic organisation in the area of responsibility of Polish controllers. The selected issues discussed herein include the rules of airspace segmentation, the adopted air traffic control solutions and the landing zone infrastructure used. All in all, the experience discussed herein constitutes valuable information regarding air traffic security and may prove helpful in organising landing zones and preparing air personnel for future operations conducted by Polish and allied Military Contingents at home and abroad.

17. Saudi Coalition “Admission” of Error in Bombing Cholera Treatment Center Implicates the United States

Abstract:
In June 2018, the U.S.-supported Saudi led coalition struck a cholera treatment center run by Médecins Sans Frontières/Doctors Without Borders (MSF) in Yemen. A recent internal investigation released by the coalition tries to lay the blame for the strike on MSF. But tucked into the report is a cryptic admission that the coalition did not “complete the necessary procedures used by the Coalition Forces” before undertaking the strike. This suggests that the coalition has not stuck to a deal it made with the United States to maintain U.S. support by properly vetting strikes, leaving the United States and its personnel legally exposed for continuing to support operations that violate international humanitarian law.

The U.S. military’s vertical lift fleet of helicopters and tiltrotors is aging. With the exception of V-22 Osprey, no completely new aircraft designs have been introduced since the 1980s. Even the V-22 made its first test flight back in the 1980s. And the U.S. Army, which has the largest helicopter fleet and traditionally takes the lead on vertical lift innovation, has not made substantial investments in Research & Development since the cancellation of RAH-66 Comanche. Today, there are ambitious plans to modernize the entire vertical lift fleet. However, much of the investment path ahead remains unclear. To make informed plans about the future, it is important first to understand how the United States arrived at its current state through past investments.

It is well established that the provisions of International Humanitarian Law (IHL) regulates armed conflicts and guarantees protection to civilians. Similarly certain protections are also available under laws, such as, International Law of Occupation (ILOC) and International Human rights Law (IHRL). However, we know that often an occupying power uses force against civilians in the course of and maintenance of its occupation? But what grounds they give for the justification of use of force is the matter of critical focus in this article. In this monograph, Tami Davis Biddle analyzes the historical record of air power over the past 100 years. Her monograph, designed for the student of strategy, is intended to provide both a concise introduction to the topic and a framework for thinking intelligently about air power, particularly aerial bombing. Her primary aim is to discern the distinction between what has been expected of air power by theorists and military institutions, and what it has produced in the crucible of war. Aerial bombing, Biddle argues, is a coercive activity in which an attacker seeks to structure the enemy’s incentives—using threats and actions to shape and constrain the enemy’s options, both perceived and real. It is an important and much-utilized military instrument for both deterrence and compellence. In addition, it is a powerful tool in the arsenal of the joint warfighter. Its ability to achieve anticipated results, however, varies with circumstances. Students of strategy must be able to discern and understand the conditions under which aerial bombing is more or less likely to achieve the results expected of it by those who employ it.
