Abstract:
In contemporary discussions of global governance, many scholars have posited the possibility that networks of new social movements, publicly-oriented non-governmental organizations (NGOs), and other non-state actors have the potential to create pressures for increased transparency and accountability. A more legitimate democratic global politics would follow. Such networks are often seen to be the base of “global civil society”. Understanding the origins of global civil society is important if we are to assess well its possible contribution to addressing the challenge of global democratic governance in an era of globalization. In this paper, we evaluate two different views about the origins of global civil society. The first suggests that global civil society has been developing rationally over a long period of time, continuous with the development of domestic civil society in democracies. The second postulates global civil society to be a relatively new phenomenon, one that has emerged to respond to unprecedented challenges to democracy as a result of globalization.

Abstract:
Firstly, the cost-to-serve for each category of consumer varies depending on several factors. There are technical reasons such as power factor, voltage of supply and so on which are set out in the Electricity Supply Act, 1948. There are also commercial reasons. In some situations, the total quantity of power available could not be sold, unless some categories of consumers we are charged a lower tariff. There are also considerations of equity or the need to meet the merit wants of the poorer population, which prompted differential pricing.

This report was prepared by William Krist, a Senior Policy Scholar at the Woodrow Wilson Center's Environmental Change and Security Project (ECSP). Mr. Krist is working on issues relating to trade and sustainable development. Before becoming a Woodrow Wilson scholar, Mr. Krist was senior vice president at the American Electronics Association, and prior to that, he had been Assistant Trade Representative for Industry in the Office of the U.S. Trade Representative. He has an MA in economics from George Washington University, and a BA from Swarthmore College.The Environmental Change and Security Project (ECSP) has been committed to exploration of the connections between environment, population and security since 1994. Through its meetings, its publications, its comprehensive Web site, and the original research carried out by its staff and scholars, ECSP serves as an information clearinghouse. ECSP is directed by Geoffrey D. Dabelko and is housed in the Wilson Center's Division of International Studies, headed by Robert S. Litwak.

Improving the income situation of farm households remains a prominent objective of agricultural policies in many OECD countries. Concerns are often expressed in response to year over year declines in national farm income levels or to fluctuating world commodity prices. Increasingly, however, attention is moving away from such partial indicators of household well-being towards a more comprehensive concept of farm household income which encompasses all income sources available to family members as well as their accumulated wealth.

Road accidents are the number one killer of children in OECD countries. An estimated 100,000 children have died on the roads in the past 20 years – almost 100 per week on average. Of course, this level of fatalities is not acceptable. Road transport safety, particularly for children, should be a priority for all governments.
