361. Gender, Local Knowledge, and Lessons Learnt in Documenting and Conserving Agrobiodiversity

Abstract:
This paper explores the linkages between gender, local knowledge systems and agrobiodiversity for food security by using the case study of LinKS, a regional FAO project in Mozambique, Swaziland, Zimbabwe and Tanzania over a period of eight years and now concluded. The project aimed to raise awareness on how rural men and women use and manage agrobiodiversity, and to promote the importance of local knowledge for food security and sustainable agrobiodiversity at local, institutional and policy levels by working with a diverse range of stakeholders to strengthen their ability to recognize and value farmers' knowledge and to use gender-sensitive and participatory approaches in their work. This was done through three key activities: capacity building, research and communication. The results of the LinKS study show clearly that men and women farmers hold very specific local knowledge about the plants and animals they manage. Local knowledge, gender and agrobiodiversity are closely interrelated. If one of these elements is threatened, the risk of losing agrobiodiversity increases, having negative effects on food security. Increased productivity, economic growth and agricultural productivity are important elements in poverty reduction. The diverse and complex agroecological environment of Sub-Saharan Africa requires that future efforts be based on more localized solutions while maintaining a global outlook. Food security will have to build much more on local knowledge and agrobiodiversity with a clear understanding of gender implications while keeping in mind the continuously changing global socioeconomic and political conditions.

362. Does the WTO Agreement on Agriculture Endanger Food Security in Sub-Saharan Africa?

Abstract:
The paper examines the state of food security in Sub-Saharan Africa (SSA), based on an analysis of a selection of indicators of food security and nutritional wellbeing during the period 1990-2002 within the context of the WTO Agreement on Agriculture. It argues that it may be advisable for those SSA countries with both static and dynamic comparative advantage in agriculture to pursue policies towards 'food self-sufficiency' as a means to attaining food security, considering their large rural farming population, at least until such time that international trade in agriculture is fully integrated into the WTO disciplines. This is particularly relevant in view of the fact that high agricultural protectionism in the north currently distorts price signals and thus the opportunity costs of allocating factors of production in these economies. The SSA countries that lack comparative advantage in agriculture may want to aim for a 'food self-reliance' strategy to attain food security.

363. Globalization and Rural Poverty: A Perspective from a Social Observatory in the Philippines

Using a rice village in the Philippines as a social observatory, the impacts of modernization forces under globalization on rural poverty are assessed based on data collected from recurrent household surveys over the past three decades. After cultivation frontiers closed in the early 1950s relentless population increases continued to press hard on limited land resources in this village. This pauperizing force was counteracted to some extents by the development of irrigation systems followed by the diffusion of modern high-yielding varieties of rice. However, the much more important factor that prevented poverty incidence from increasing and income inequality from worsening was identified as the expansion of non-farm employment opportunities resulting from the increased integration of this village with wide urban and foreign markets. This finding does not lend support to the popular assertion that the encroachment of markets into traditional agrarian communities tends to result in greater inequality and misery of the poor.

The aim of this study is to follow up the 1st GRA-World Bank workshop on in- novation systems at the community level, “Touching the Hearts of the People”, held in Kuala Lumpur 6-8 February 2006. By resolution, this workshop recommended that a 'review of existing innovation support funds and outline of a global mechanism to foster community level innovations' should be undertaken. The study is also, in part, a response to a recent report from the World Bank's Indigenous Knowledge for Development Program, which calls for the establishment of an “innovation fund to promote successful IK practices” (Gorjestani, N., in WB 2004; 45-53).

365. An Overview of the Certified Organic Export Sector in Uganda

Abstract:
This paper reports the results of a survey of almost all certified and in-conversion organic export operations in Uganda in late 2005. It covers products exported, company size and ownership, standards exported to, certification costs, total export values, value-added in Uganda, marketing channels, crop procurement systems, management of organic operations and the main challenges experienced by exporters. Findings include that numbers of certified exporters are growing rapidly. Export values are also growing, but more slowly: They reached USD 6.2 million in 2005. A handful of firms exporting coffee and cotton dominate the sector and this situation is likely to remain. Though the sector is maturing, most recent entrants are small, relatively weak and currently depend on donor support.

It is generally agreed that making progress towards eradicating hunger worldwide is a moral obligation for the richer countries of the world. The instrument known as food aid is widely regarded as an important vehicle for providing assistance to needy countries. However, fresh debates in the present Doha round of WTO negotiations have brought a renewed interest in food aid issues. The Doha round is designed to put development at the centre of trade negotiations, and along with agriculture, to the fore among the contentious issues to be agreed.

367. Modelling the Effects of Trade Policy Scenarios on Multifunctionality in Greek Agriculture: A Social Accounting Matrix Approach

This paper presents a Social Accounting Matrix (SAM) model for conducting an assessment on the potential impacts of trade agreements on several multifunctionality indicators in Greek agriculture. More specifically, two SAM models were constructed, one for Greece and one for local economy of Archanes (Crete), an agriculturally dependent NUTS IV area, which has demonstrated a noticeable record in terms of the implementation of Pillar 2 policies. Along these lines, five alternative scenarios were specified with regards to anticipated EU policy reactions under different future outcomes of the Doha round negotiations. In broad terms these scenarios range from a status quo (2003 CAP reform) hypothesis to full decoupling, taking also into account the possibility of further reductions in domestic (EU) support as well as developments on Pillar 2 funding. Results suggest that under the scenarios examined, the effects of policy reform upon multifunctionality indicators are rather mixed and surely not extremely worrying. Effects of the status quo scenarios seem to be optimistic in terms of projected economy-wide output and employment at both national and regional level. On the other hand, Scenario 1(bis) generates negative results in terms of farm output and employment (for Archanes), land-use abandonment projections are marginal at the national and rather moderate at the regional level, while environmental repercussions are negative at the national level. The regional analysis has also shown that the impacts of Scenarios 2, 2b and 3 are rather worrying in terms of all categories of projections, with the exception of “Total Output”. Taking account of the specification of Scenario 3, this finding generates rather justified reservations on the “ability” of Pillar 2 policies to ameliorate for economic activity contraction caused by a decrease in Pillar 1 support in Archanes economy.

368. Evaluating the Impact of Alternative Policy Scenarios on Multifunctionality: A Case Study of Finland

This paper provides first results of the sector-model approach to analysing the effects of alternative policy scenarios on the multifunctional role of Finnish agriculture. In terms of environmental non-commodity outputs, this study focuses on nutrient runoffs, landscape diversity and biodiversity. As regards other non-commodity outputs, the paper considers rural socio-economic viability. The results suggest that, on the whole, reform of the common agricultural policy is not likely to result in any drastic decline of agricultural production in Finland. The amount of green fallow will increase considerably when agricultural support payments are decoupled from production, and as a result the remaining cultivated agricultural land will become biologically richer. The agricultural labour force is likely to decrease substantially irrespective of agricultural policy. The study concludes that the credibility of the production economics and biological relationships of the economic model determine the validity of the results of the many indicators examined. Further, the economic logic of microeconomic simulation models provides a consistent assessment of the many aspects of multifunctionality.

369. Scenarios for Modelling Trade Policy Effects on the Multifunctionality of European Agriculture

The ENARPRI partners agreed in February 2004 to prepare a precise specification for the scenarios that partners would attempt to model in their own national contexts, to examine the impacts of trade-related changes upon the multifunctionality of EU agriculture. This paper outlines a suite of five scenarios covering anticipated domestic (EU) policy under different possible outcomes from the Doha round, broadly based upon the status quo (with mid-term review), full decoupling of domestic support and full decoupling plus reductions in (decoupled) domestic support, with variants in relation to export subsidies and the scale of pillar 2 measures. In all cases it is recognised that national or sub-national models will require an additional level of national or regional specification before they can be run, and that each national team will be required to do this drawing upon their own domestic knowledge and discussion with relevant experts. Each of the models that will be used to undertake these analyses is then briefly reviewed to identify its general approach and the multifunctionality indicators that can be covered. These indicators are then set in the broader context that considers other potential indicators of multifunctionality and their rationales. The paper concludes with some additional commentary about the significant differences, and thus the difficulties, of attempting to undertake this exercise for any of the new member states.

370. The Norwegian Import Regime for Agriculture

Abstract:
Norway maintains one of the highest levels of protection for agriculture in the OECD, but the tariff structure is not so transparent due to the extensive use of specific tariffs, i.e. tariffs expressed in NOK/kg or the like. In this paper, we use world market prices and Norwegian import prices to calculate ad valorem equivalents of specific tariffs. This shows that 28% of the tariff lines in agriculture are above 100%, and 10% are above 300%. The average of MFN applied tariffs is in the range 73-103%, depending on the calculation method. Protection is somewhat lower (54-74%) for goods exported by developing countries. While the Least Developed Countries have zero tariffs, other developing countries obtain 10-15% tariff reductions under the GSP system of tariff preferences. Tariff rate quotas provide some increase in market access. Protection of grains and feedstuff raises the forage costs in agriculture, and especially feedstuffs are important in the exports of developing countries.
