Abstract:
In contrast to intensive agricultural practices that require widespread forest clearing, agroforestry systems combine tree growing with the production of other crops or animals. By promoting tree planting, biodiversity, and long-term resource husbandry, agroforestry can be an economically and environmentally sustainable option for small-scale farmers who are struggling to combat the impacts of climate change. For hungry and food-insecure communities, agroforestry creates more resilient agricultural systems where the risk of crop failure is spread between diverse crops.

This was followed by widespread crop failure and a food emergency in 2009, affecting an estimated 2.5 million people (de Schutter 2010). Abstract:
The Philippines is a country targeted by foreign investors seeking agricultural land. It is promoting itself to them in the hope of securing their business. These investors frequently use food security language to justify their competitive pursuit of scarce agricultural resources in poorer countries on the basis of shoring up their own domestic food supplies. The usual understanding of food security in economic terms of supply, demand and competition largely validates these strategies. Instead, this paper proposes to redefine food security in terms of protecting vulnerable populations from the structural violence of involuntary hunger. By viewing food security in terms of hunger, it becomes clear that the land deals are more likely to worsen than improve the situation for the Filipino rural poor. Rethinking food security this way also offers the opportunity to re-examine the challenges facing Philippine agriculture. This new framing is particularly instructive for thinking about alternative approaches to applying foreign agricultural investment in ways that not only benefit the rural poor and alleviate involuntary hunger but also increase overall food availability, including surpluses for export.

The world food situation is back in the headlines as price levels surpass 2008 peaks, confirming the rising trend in food markets. Higher prices pose challenges to both food importing and exporting countries. One serious barrier to increasing food output remains the lack of necessary capital and technology in countries that have the potential to increase production rapidly. To avoid a food crisis, international organizations and several governments have increasingly turned to promoting foreign direct investment (FDI) by multinational enterprises (MNEs) in agriculture. This may be an effective solution, but some obstacles stand in the way of the establishment of such projects and, more importantly, their long-term sustainability.

Abstract:
The key findings of this report are that sesame is a suitable crop for poverty alleviation for smallholders in Benishangul Gumuz and that the smallholder model is competitive versus the large-scale investor model in terms of productivity. Farmers can achieve high profits without significant up-front investments. With minimal expenditure for sesame seeds and some simple equipment for ploughing, weeding and harvesting, farmers can cultivate sesame on a family labor basis. Potential income is higher in the smallholder model than from either communal land management, or from the salaries from large-scale investors (see Figure 1) However, this potential is mirrored by the highest risk for farmers to receive the lowest income. Smallholders can mitigate this risk as well as increase their income further through membership of primary production co-operatives that offer higher sales prices and paid-out dividends.

Burkina Faso's geographical situation makes it particularly vulnerable to climate change. As a country in the Sahel in the heart of western Africa, Burkina Faso suffers an extreme, variable climate: the same area can be affected by both flooding and drought within only a few months. The economy of this largely rural country is essentially based on agriculture and stockbreeding. According to various predictions, climate change will have an impact on agricultural production and food security, and will therefore affect inhabitants of rural areas, especially those who are most vulnerable, such as women.

One of the key factors in global food price volatility is the way that states react to disruptions in supply. There is a strong inclination for exporters to impose export bans in reaction to potential food price increases in their own country. This reaction, however, is a poor strategy for managing food prices at home and has a range of unintended consequences for the domestic and international economy. In general, export bans exacerbate problems created by interruptions in food production and may damage incentives to increase production at home long - term.

In the past four years, rising world food prices and the global economic downturn increased the ranks of the world's food insecure1 from 848 million to 925 million by September 2010, reversing decades of slow yet steady progress in reducing hunger (WFP and FAO 2010). While the human costs have been considerable, the political consequences have been significant as well. Food prices sparked demonstrations and riots in 48 countries 2007–08. While prices receded in 2009, they reached historic highs in February 2011—and were once again implicated in political turmoil. High food and fuel prices were among the grievances motivating the demonstrations that led to the ouster of Tunisian President Zine El Abidine Ben Ali and Egyptian President Hosni Mubarak.

200. Zap It to Me: The Short-Term Impacts of a Mobile Cash Transfer Program

Conditional and unconditional cash transfers have been effective in improving development outcomes in a variety of contexts, yet the costs of these programs to program recipients and implementing agencies are rarely discussed. The introduction of mobile money transfer systems in many developing countries offers new opportunities for a more cost-effective means of implementing cash transfer programs. This paper reports on the first randomized evaluation of a cash transfer program delivered via the mobile phone. In response to a devastating drought in Niger, households in targeted villages received monthly cash transfers as part of a social protection program. One-third of targeted villages received a monthly cash transfer via a mobile money transfer system (called zap), whereas one-third received manual cash transfers and the remaining one-third received manual cash transfers plus a mobile phone. We show that the zap delivery mechanism strongly reduced the variable distribution costs for the implementing agency, as well as program recipients' costs of obtaining the cash transfer. The zap approach also resulted in additional benefits: households in zap villages used their cash transfer to purchase a more diverse set of goods, had higher diet diversity, depleted fewer assets and grew more types of crops, especially marginal cash crops grown by women. We posit that the potential mechanisms underlying these results are the lower costs and greater privacy of the receiving the cash transfer via the zap mechanism, as well as changes in intra-household decision-making. This suggests that m-transfers could be a cost-effective means of providing cash transfers for remote rural populations, especially those with limited road and financial infrastructure. However, research on the broader welfare effects in the short- and long-term is still needed
