The proposed Right to Fair Compensation and Transparency in Land Acquisition, Rehabilitation and Resettlement Bill sets out to reconcile two agendas that have so far clashed: it aims to secure the land requirements of the government's development agenda, while addressing the mounting resistance of people whose land is acquired. The bill is a major step forward because it links land acquisition with rehabilitation and resettlement (R). By doing so, it brings to the forefront questions that have long since been at the heart of conflicts around land acquisition.

Abstract:
The devastating earthquake that struck Haiti on January 12, 2010 exacerbated the country's grinding poverty and serious development problems, while at the same time worsening Haitian living conditions. The tremor killed over 250,000 people and injured 300, 000. It crippled the economy, causing losses estimated at almost 120 percent of gross domestic product (GDP). Nevertheless, economic growth is expected to rise between 7 and 9 percent in 2012, largely owing to reconstruction efforts. The population in internally displaced persons camps has decreased from 1.5 million to around 390,000 (according to the June 2012 report of the International Organization for Migration), and the country's hurricane preparedness capacity has increased.

153. 'Our Land, Our Lives': Time out on the global land rush

Today, stories of communities driven from their lands, often at the barrel of a gun, left destitute and unable to feed their families, have become all too familiar . As the scale and pace of large - scale land acquisitions increases globally, evidence is mounting that the land rush is out of control and that the price being paid by affected communities is unacceptably high. A huge amount of land has been sold off or leased out globally in the past decade: an area eight times the size of the UK. In poor countries , foreign investors bought up an area of land the size of London every six days between 2000 and 2010. Commercial interest in land could accelerate once again as recent food price spikes motivate rich countries to secure their own food supplies and make land a more secure and attractive option for investors and speculators. The 2008 boom in food prices is widely recognized as having triggered a surge in investor interest in land : from mid - 2008 – 2009 reported agricultural land deals by foreign investors in developing countries rocketed by around 200 per cent .

154. Enabling Agricultural Extension for Peacebuilding

Abstract:
For many of the one and half billion people living in fragile states, violent conflict is the principal impediment to development, disrupting food production and destroying agricultural investments. Extension systems have improved agricultural productivity, profitability, and sustainability by providing technical and commercial information that changes farmer practice and could help farming communities struggling to deal with the consequences of war. Extension systems are, however, under substantial pressure, and most national budgets for extension are in long-term decline. Given such pressures, managers of extension systems will likely insist they are hard pressed to develop the competencies needed to support sustainable growth in agriculture, let alone accept additional responsibilities for peacebuilding. Decentralized, participatory market-driven extension systems have been successful in augmenting farmer capabilities with additional competencies, such as financial and market knowledge. Offering access to expertise (rather than expertise itself), agents in decentralized systems can respond quickly and effectively to varied farmer needs. Agents could use these same approaches to connect farmers to the experts and resources they need to manage conflict in their communities. Information technology can provide the capacity to match agricultural and conflict management expertise to farmer need. It can improve the reach and productivity of extension agents as it reduces the risk of inappropriate use of system resources. Training and technical support are necessary to improve transparency and accountability.

Women are Haiti's 'potomitan' (centerposts), playing pivotal roles in matters of family, education, health, commerce and the economy, and agriculture. Gender-based violence has been and continues to be a very real threat to the security and well-being of Haitian women and their families. Deficient access to education and healthcare, and misguided agricultural policies, have exacerbated women's burdens. Improved social, economic and political empowerment of women is vital to rebuilding Haiti.

156. Emerging Infectious Disease Surveillance in Southeast Asia: Cambodia, Indonesia, and the Naval Area Medical Research Unit 2

Abstract:
Emerging infectious diseases (EIDs) pose international security threats because of their potential to inflict harm upon humans, crops, livestock, health infrastructure, and economies. The following questions stimulated the research described in this paper: What infrastructure is necessary to enable EID surveillance in developing countries? What cultural, political, and economic challenges stand in the way of setting up such infrastructure? And are there general principles that might guide engagement with developing countries and support EID surveillance infrastructure? Using the U.S. Naval Area Medical Research Unit No. 2 as common denominator, this paper compares barriers to EID surveillance in Cambodia and Indonesia and presents key factors—uncovered through extensive interviews—that constrain disease surveillance systems. In Cambodia, the key factors that emerged were low salaries, poor staff and human resources management, the effect of patronage networks, a culture of donor dependence, contrasting priorities between the government and international donors, and a lack of compensation for animal culling. The Cambodian military has also played a part. The government ceased a merit-based salary supplement scheme for civil servants after the military is alleged to have demanded similar pay incentives that donors had no interest in funding. In Indonesia the key issues emerging as barriers to effective surveillance include poor host-donor relationships, including differing host-donor priorities and a misunderstanding of NAMRU-2 by Indonesian authorities; low salaries; a decline in the qualifications of personnel in the Ministry of Health; poor compensation for animal culling; and difficulties incentivizing local-level reporting in an era of decentralization. As the interviews with in-country practitioners revealed, low levels of development in general are the main impediments to building EID surveillance infrastructure and are perhaps beyond the scope of health and scientific agencies at this point. Nevertheless, promoting greater understanding of these issues is a critical first step in mitigating negative outcomes.

157. Coalition-driven initiatives in the Ugandan dairy sector: Elites, conflict, and bargaining

Abstract:
The dairy sector is one of the only agricultural sectors in Uganda that has enjoyed sustained high growth since the late 1980s. Milk and the cold dairy chain developed especially in the south-western part of the country. This paper explains why this is so by the sector's relation to the ruling coalition. We argue that the dairy sector was relatively successful because the south-western based ruling elite wanted to build a support base in its home area. In addition, the elite had a special interest in dairy since key elite members owned dairy cattle themselves. As milk production grew, the ruling elite wanted to regulate the sector as this would help the big processor, the state owned and later privatized Dairy Corporation. Regulation was relatively successful and a pocket of bureaucratic efficiency was established in an agency called the Dairy Development Authority. The reason why regulation was enforced to a considerable extent was the organization of dairy farmers and traders and the bargaining and compromise with the Dairy Development Authority this organization of industry actors enabled.

158. Can Producer Associations Make Agriculture Sustainable? Evidence from Farmer Development Centers in India

This paper evaluates the impact of the Self- Employed Women's Association's (SEWA) farmer development center (FDC) initiative across five farming districts in Gujarat, India. The initiative provided a mix of training, information provisions, access to farming inputs, risk mitigation, and output. Controlling for a range of individual-specific, household, and village level factors, we find that SEWA membership primarily raised awareness of available opportunities among its participants, linked women to the financial sector and to diversified employment opportunities, including non-farm work. There is also evidence that the program's impact varied depending on the participants' socio-economic background. The poorest members experienced higher farm and non-farm incomes, increased food consumption, improved household and farm productivity, more self-employment opportunities, a greater likelihood of opening a bank account, higher crop harvests, and greater food security. These estimates suggest that the major comparative advantage of FDCs lies in improving access to credit and in expanding access to useful information.

This paper explores what can be learned about the development of a productive sector and the factors that affect the process of upgrading and innovation, through a comparative assessment of the experiences of Malaysia and Ghana in the palm oil sector. The purpose is not to carry out a direct comparison of the trajectories of the sectors in the two countries, which would serve only to emphasize the failures in the 'construction' of the palm industry in Ghana. Rather, the role of context must be acknowledged, such that learning starts with understanding key points in the industries' trajectories that either break or accelerate path dependency. Thus, the paper focuses on the differing contextual factors and initial conditions, and how they shaped early divergent paths and industry structures, as well as the presence or absence of factors supporting expansion and diversification within each country's trajectory.

Abstract:
This report is part of a broad study of trade preferences and market conditions between various developing countries and Norway, conducted under the auspices of the Norwegian Institute of International Affairs and funded by the Norwegian Ministry of Foreign Affairs. Norway's Generalized System of Preferences (GSP) was established in 1971. From 2002 Norway has provided duty and quota free market access (DQF-MA) for all goods from all the 50 least developed countries (LDCs3). In 2005 the results of a review of Norway's GSP were published (Melchior, 20054), which showed that agricultural products from developing countries other than LDCs were still subject to substantial tariffs, and this contrasted dramatically with advantages given to European trading partners. As a result, from 1 January 2008 changes were made to Norway's GSP5. An important adjustment was that 14 low income countries that were not part of the LDC group were included in the provision for duty and quota-free market access (DQFMA). Consequently, 64 low income countries now benefit from DQFMA to Norway for all their goods.
