1. Building a Multi-Directional Transnational Solidarity Movement

Abstract:
Transnational solidarity movements have typically flowed from a central point located in the West, particularly in the United States, to the East and the Global South. Shadi Mokhtari describes this phenomenon as the “traditional West-to-East flow of human rights mobilizations and discourses.” Viewed individually, this phenomenon is not problematic in all cases. However, as Mokhtari argues, this one-directional flow of human rights politics precludes non-Western non-governmental organizations (NGOs) from weighing in on human rights violations committed in the United States. Human rights violations in the United States are typically experienced by marginalized communities, from the mass incarceration and disenfranchisement of African-Americans to the detention and ill-treatment of immigrants, migrants, and refugees. For a truly global human rights movement to emerge—one that is not grounded in Western paternalism and perceived moral superiority—this must change.

Abstract:
With 48 million people, West Java is Indonesia’s largest province in terms of population. Historically, it has served as the cradle of Islamic conservatism in Indonesia. Modernist Islamic parties and candidates that espouse a purist and orthodox form of Islam always won the free and fair elections in this province. It was also the centre of Indonesia’s Islamic rebellion, the Darul Islam / Tentara Islam Indonesia (DI/TII). The Islamic landscape of West Java, however, is not that much different from that of Central and East Java, which is based on Islamic traditionalism. The differences in the socio- political outlook between West Java and other major provinces in Java are due to historical reasons and set it apart from the pattern developed in the others. With the arrival of the new dakwah movements influenced by the Islamic transnational forces, Muslims in West Java are embroiled in an ambivalent position. On one hand, the new movements are considered as bringing a renewed sense of vigour for the Islamic dakwah in this region, but on the other hand, they are also seen as a threat to the common religious practices there. There are indications that conservative West Java is undergoing a further conservative turn, especially judging by the recent voting pattern in the province. However, there is also signs that the threat brought by the new dakwah movements might produce a turnaround away from the deepening of conservatism there.

Abstract:
This article explores the meaning of military service for Indigenous men who volunteered during the Second World War. At its core, this question can help elucidate what is often the “big why?” invariably asked by people encountering this subject for the first time: why did young Indigenous men fight for a freedom, democracy and equality that they had never experienced? Employing a transnational lens, the article seeks to do interrelated things. First, it examines the meaning of military service for Indigenous men in each of three distinct phases: prior to their enlistment, while serving in the army and in combat, and after demobilisation and transitioning to veterans. Second, this study considers Indigenous perspectives and experiences in relation to, and the broader context of, the non-Indigenous comrades-in-arms with whom they enlisted, served, and sacrificed. In the end, this examination reveals a diversity of interpretations amongst Indigenous soldiers at each stage, but cannot be definitive in the face of such complexity and the ultimately idiosyncratic and personal nature of veterans’ lived experiences.

Abstract:
Africa’s armed forces are in transition from an independence-era model to one more suited to today’s conflicts and threats. They are increasingly called upon to engage in preventive action, resolve domestic security crises, combat transnational threats, and protect the progression toward more democratic governance. Understanding how African security sector actors’ perceptions may be shifting in light of these changes can provide insights to improving their effectiveness. This study, involving 742 African security sector professionals from 37 countries, assesses differences in the attitudes, motivations, and values of the emerging generation of African security sector professionals. Understanding these differences may raise awareness, provide a basis for reform, and create an impetus for improving the citizen-security actor relationship.

Abstract:
Infringements of human rights through the actions of transnational corporations are common in our globalizing world. While the international community has undertaken numerous attempts to hold private corporations responsible for their actions, only soft law instruments govern this area of public international law. Only recently, a first draft was released for a Legally Binding Instrument to Regulate, in International Human Rights Law, the Activities of Transnational Corporations and Other Business Enterprises, also known as the Zero Draft. This article argues that the Zero Draft, while based on contemporary international law, represents a positive first step in the treaty-making process, but it still needs specification and clarification in order to close the gap in human rights protection effectively. First outlining the need for a closure of the gap in human rights protection, this article then closely examines the content of the Zero Draft. To that end, an in-depth analysis of the core provisions of the Draft is offered, especially focusing on the rights of victims, the prevention of human rights infringements, and corporate liability. Furthermore, this article analyzes current State practice and the expectations of the international community towards a legally binding instrument on the topic of business and human rights. Significantly, this article also compares the Zero Draft to existing soft law and previous recommendations on how to close the gap in a binding manner. Finally, the article concludes that, by indirectly holding companies accountable without depriving States of their sovereign power over their companies, the Zero Draft has the potential to be implemented as a future Treaty on Business and Human Rights.

Abstract:
This paper addresses rarely asked questions: is Cool Japan a creative industries policy and, if so, what kind of creative industries policy is it? It addresses these questions by examining Cool Japan’s differences from the UK derived and globally very influential creative industries model. The paper will try to make sense of these differences by looking at how the Japanese creative industries comprise businesses of different sizes with a varied history and prestige, how those companies have complex and contrasting relationships with various state organisations, and how the forces of globalisation and its free-market and neo-liberal economic ideologies affect companies in various sectors differently. This will challenge the dominant narrative of Japanese Creative Industries and Cool Japan in which, it is generally believed, the former embraces globalisation and digitalisation, and the latter is responsible for broadening the appeal of Japanese popular culture abroad. This paper reveals the complexity and diversity of the creative industries from socio-cultural and politico-economic perspectives often overlooked in the Cool Japan discourse.

Abstract:
In the two decades since the fall of the Suharto regime, one of the most conspicuous developments has been the rapidly increasing influence of religious interpretations and practices emanating from the Middle East and more specifically the Gulf states, leading observers to speak of the “Arabisation” of Indonesian Islam. In the preceding decades, the state had strongly endorsed liberal and development-oriented Muslim discourses widely perceived as “Westernised” and associated with secularism and Western education. Indonesia’s unique Muslim traditions have in fact been shaped by many centuries of global flows of people and ideas, connecting the region not just with the Arab heartlands of Islam and Europe but South Asia and China. What is relatively new, however, is the presence of transnational Islamist and fundamentalist movements, which weakened the established nation-wide Muslim organisations (Muhammadiyah, NU) that had been providing religious guidance for most of the 20th century. The perceived threat of transnational radical Islam has led to renewed reflection on, and efforts to rejuvenate, indigenous Muslim traditions.

Abstract:
China’s five-year plan of PLA reform marked a new page in the history of PLA transformation. This article will analyse two major aspects of this round of unprecedented PLA reforms: (i) the politics of the military reform; and (ii) the PLA’s efforts to reshape its force establishments, organisational structure, and command chains. The first concerns Xi’s political leadership and the second draws a roadmap to remould the PLA by 2020. By now the reform has yielded substantial achievements: (i) the overhaul of the apex of power; (ii) the reshaping of the mid-level command chains of the war zone and service; and (iii) the restructuring of the overall force establishments. It has also created some transitional uncertainties as well.

Abstract:
This research was commissioned by Danish Refugee Council’s (DRC) Diaspora Programme as part of a project with the Durable Solutions Platform (DSP) joint initiative of DRC, the International Rescue Committee (IRC) and the Norwegian Refugee Council (NRC). This study seeks to explore Syrian diaspora mobilisation in six European host countries: Denmark, France, Germany, Sweden, Switzerland and the United Kingdom. The report focuses on the organisational framework, transnational links and practices of Syrian diaspora groups, by taking into account both internal dynamics and potential lines of conflict as well as the contextual factors in the country of origin and destination. The mapping and study seek to provide a basis for further engagement with the most relevant group of Syrians (associations and individuals) across Europe for consultations on future solution scenarios for Syrian refugees, as well as to enable DRC’s Diaspora Programme to develop activities specifically targeting the Syrian diaspora looking towards the reconstruction and development of Syria.

Abstract:
The international migrant crisis made headlines during summer 2015 and challenged the national asylum systems of many countries worldwide. Going beyond academic circles, hot debates on migrants and the role of asylum highlighted the gap and paradoxes that exist between claimed values of solidarity on the one hand, and the restrictive policies and regulations towards asylum seekers on the other hand. This paper documents this tension in oil and gas exporting states, particularly in the Gulf Cooperation Council (GCC) and the Central Asian Republics (CAR). It questions the claimed regional, ethnic and/or religious ties and the borders that have been closed to most asylum seekers from Syria and Afghanistan, who are presently living in poorer (oil and gas deprived) neighboring countries. This paper argues that in a time of low oil revenues and fiscal difficulties, rentier states give priority to the Raison d’Etat over any form of transnational solidarity and commitment to international human rights agreements and charters. New and creative institutional arrangements are needed to deal with the global refugee crisis, as traditional solidarities are, in both regions as well as in other rentier countries, victims of the modernization of politics and its uncaring redefinition of state interest in times of low oil revenues.
