1. Research in the Covid-19 Context: Adaptive Methods and Ethical Considerations

Abstract:
Resilience and adaptation have become buzzwords as governments, corporations and society find ways to survive the Covid-19 pandemic and, where possible, seek to develop processes and outcomes that improve on the pre-crisis status quo. Members of the Women, Work, and the Gig Economy research consortium have also thought deeply about strategies to continue research under these challenging conditions, while considering the ethics that must underpin research at a time of great distress for people across the world. This brief summarizes the conceptual and practical approaches that consortium members have taken to address ethical concerns as well as strategic and tactical shifts in research methods within the broader, geographically diverse and evertransforming context of Covid-19. These insights draw on the deliberations of an internal workshop held in September 2020 where consortium members presented and debated their respective approaches and perspectives. In particular, the team at LIRNEasia provided substantive takeaways from their colloquium on “Research methods in a pandemic.”

2. Immigration and Offshoring: Two Forces of Globalisation and Their Impact on Employment and the Bargaining Power of Occupational Groups

Abstract:
This paper estimates conditional demand models and, using a joint approach for the period 2008-2017, examines the impact of immigration and different measures of offshoring on the labour demand and demand elasticities of native workers in four different types of occupational groups: managers/professionals, clerical workers, craft (skilled) workers and manual workers. The analysis is conducted using data for four EU economies: Austria, Belgium, France and Spain. Our results point to important and occupation-specific direct and indirect effects of immigration and offshoring. Both offshoring – particularly services offshoring – and immigration have negative direct employment effects on all occupations, but native clerks and manual workers are affected the most, and native managers/professionals the least. Generally, offshoring exerts a stronger direct negative employment effect than does immigration. Our results also identify an important (labour demand) elasticity-channel of immigration and offshoring and show that some groups of native workers can also actually gain from globalisation through an improvement in their wage-bargaining position. Overall, our results indicate a deterioration in the bargaining power of native manual workers arising from both immigration and offshoring; an improvement in the bargaining position of native craft workers in the case of both immigration and offshoring; and an improvement in the bargaining position of native clerical workers and managers/professionals in the case of offshoring only. Finally, our analysis of the cross-effects of immigration highlights the important role of migrant managers/professionals for the labour demand and demand elasticities (bargaining power) of native clerical workers, craft and manual workers.

3. Analysis of Global Value Chain Participation and the Labour Market in Thailand: A Micro-level Analysis

Abstract:
This study assesses the links between global value chain (GVC) participation and the labour market to examine the relatively unexplored employment-related distribution effects of GVC integration. Based on the Mincer wage model, we examine the relationship between GVC participation and worker productivity and wages at the individual level. Our main estimation method is a simple ordinary least squares estimation using pooled cross-sectional data from the Thai Labour Force Survey for the period 1995–2011. We also separately examine the effects of forward and backward GVC participation on wages and wage distributions. Our results show that GVC participation induces higher monthly wages for individuals and increases productivity in the labour market through either the forward linkage or backward linkage. We even find that GVC participation can help mitigate inequality. Our findings show that GVC participation promotes inclusive job creation and provides more job opportunities for rural, female, and low-skilled workers. Policies to support leveraging the existing strong industries through upgrading, smoothing labour movements while improving agricultural productivity, and preparing to move towards a services economy can help prepare Thailand, and other developing countries in general, to upgrade to higher value chains. Although GVC participation may be a catalyst for higher wages, greater labour productivity, and more inclusive job creation, its employment effects are complicated. An unbalanced policy framework might contribute to uneven income distributions and exclusive job creation as participating in GVCs through different linkages can benefit different stakeholders in varying ways. Therefore, a policy framework that balances the benefits among stakeholders in terms of wage distributions and job inclusion is ideal.

5. Coworking Spaces in La Paz, Bolivia: Urban Effects and Potential Creation of New Opportunities for Local Economic Development

Abstract:
This paper investigates the location patterns of coworking spaces, the effects of coworking spaces on the local and urban context, and coworking spaces potential opportunities for the creation of local economic development, issues that have been neglected in a Bolivian context by the existing literature. The focus of this paper is on La Paz, Bolivia’s political capital and the city in Bolivia which host the largest number of coworking spaces. The paper addresses three main questions: (1) Where are the main locations of coworking spaces in La Paz? (2) to what extent do coworking spaces generate transformative effects on the local respectively the urban scale? (e.g. physical transformations, changes in practices, community building) (3) how do coworking spaces create potential opportunities for local economic development? Desk research demonstrated that location patterns of coworking spaces are concentrated to two main commercial areas of the city, as well as to the main infrastructural and transportation axes. Field research highlighted local and urban effects, such as local community initiatives and micro-urban transformations in both spaces and practices. Lastly, field research assessed coworking spaces role in the socio-economic ecosystem. Three main typologies have been identified: the first type of coworking spaces act as “social entrepreneurship and start-up incubators” with a supportive role and closer ties to social and urban issues, the second type of coworking spaces act as “coffee and cowork incubators” providing cafés with shared workspaces, the third type of coworking spaces act as “real estate business incubators” and are mainly a commercial product responding the demand for flexible office spaces. This paper, therefore, helps to fill the gap in the literature about the location patterns of these new working spaces and their effects at different scales both in terms of spaces and practices, as well as local economic development.

6. Platform Economy and Employment: What it is like to work for an app in Argentina?

Abstract:
Digital platforms emerged globally about ten years ago and entailed a major disruption in the world of work. However, they are a relatively recent development in Argentina. Early in 2016 there were five such platforms in operation, all of them domestic capital companies. After that, the flexibilization of the system of payments abroad and other factors accelerated the entry of new platforms and affiliates of foreign companies, which, in turn, fostered the flow of new investments in local platforms that were already installed. In fact, during the following two years, at least eight new platforms that offer the possibility of income generation were incorporated. However, new forms of work through digital platforms is not included in the government´s official statistics and thus remains invisible in other categories: unemployed working persons, freelancers, some non-standard wage-earning employment, and informal workers. This study is the first to classify, describe, and analyze digital labour platforms in Argentina. It includes a specific survey of more than 600 cases: the 2018 Survey of Platform Workers (ETP 18, as per its Spanish acronym). The survey’s results show that, although this phenomenon is at its earliest stages, in 2018 the group of users-providers of services through digital platforms represented 1% of all those employed in Argentina, that is to say, more than 160,000 registered workers. That figure encompasses very different realities, from people transporting passengers in their cars to graphic designers working from home, or people renting out a room in their homes. One conclusion drawn from this research is that the platform economy offers new income generation opportunities and plays a social safety role in the face of unemployment and underemployment, but it also creates regulatory issues and challenges the scope of labour, tax and worker protection rules that were designed for the traditional economy. The digital platform economy democratises the generation of income, offers more flexible opportunities and income generation methods, and facilitates access to work. Nevertheless, it also brings new challenges to workers: more job insecurity and volatility, and less accumulation of skills. 7. How Comparable are India’s Labour Market Surveys?: A comparison of NSS, Labour Bureau and CMIE Estimates

Abstract:
With the lack of official government data on unemployment and other labour market indicators, the most viable and recent source have been the regular household surveys conducted by the Centre for Monitoring the Indian Economy (CMIE). Given the differences in methods in data collection, it becomes exceedingly important to establish some comparability between the government and the CMIE datasets. This paper attempts to do that using two methods. First we fit a model of employment status on the CMIE data and see how well it predicts outcomes in the older Labour Bureau 2015-16 and NSS 2011-12 data. Then we compare state-level estimates of broad labour market indicators from CMIE 2016 and Labour Bureau 2015-16 datasets. The broad results are that despite differences in methodologies, the estimates for men are quite comparable between the surveys, while measures of women’s participation in the labour force seem particularly sensitive to the way questions are asked in surveys.

Abstract:
Indians are optimistic. According to the Pew Research Center’s 2017 Global Attitudes Survey, three out of four Indians believe that, “when children today in India grow up, they will be better off financially than their parents” (Pew Global Attitudes Survey, 2017). Families hinge their hopes on the ability of the next generation to work hard, earn a living, and be a source of financial support. For years now, the nation has done the same, pinning its economic ambitions to a demographic advantage, or youth bulge, that is set to continue only for the next two decades. Unless there are pathways to productive and high-quality employment, the nation’s youth will not be able to deliver on these expectations. How has India’s economy fared on job creation over the past decade? The country had just under 466 million people in the labour force1 in 2015, with a participation rate of 50.3 percent (Labour Bureau, 2015/16). An analysis of Labour Bureau data over a period of four years from 2012 to 2015 shows that on average, 4.75 million people were added to the labour force per year. According to the Labour Bureau’s Employment-Unemployment survey, between 2012 to 2015, the economy generated a total of 9 million jobs, based on Usual Principal Status -- the activity that an individual is engaged in for a major part of the reference year (Labour Bureau, 2011/12 to 2015/16).

Abstract:
South Asia means one-fourth population of the world, comprises 7 countries, and the most backward region of the world, educationally, economically and in human development index. On the other hand, it is historically was a rich region with most ancient and educated civilization of the world before colonial rule. The aim of the study was to examine professional attitude of teachers and their psychological satisfaction level towards work culture after adopting teaching profession at university level in the region of South Asia. The researchers explored three major components of attitude called ABC model, A for Affective, B for Behavior and C for Cognitive to explore teaching attitude. The researchers investigate psychological satisfaction level in teachers specify with three factors called intrinsic, extrinsic and altruistic. The study was nonexperimental in its nature with descriptive study design. All teachers of public universities of the South Asian region were the population of the study. Out of three hundred sample teachers, 233 teachers participated in the research from 8 universities. After reviewing the literature two questionnaires were constructed by the researchers for discovering attitude towards teaching ten statements and satisfaction level of teachers towards teaching after adopting teaching profession eight statements at point Likert scale. Pilot testing of the instruments was also conducted. Overall reliability of instruments on Cronbach's Alpha is (α = .91), while attitude (α = .77) and satisfaction was (α = .80) accordingly. Each questionnaire was on five point Likert scale. On the basis of the information it was decided to apply a parametric test One Sample T Test and to check relationship a Pearson Correlation Test were applied. Results of the study show that teachers have positive attitude towards teaching and teachers were low satisfied after adopting teaching profession. 10. Workplace Spirituality in South Asian Context: The Role of Learning Culture, Organizational Support and Knowledge Sharing

Abstract:
This paper investigates the relationship among organizational learning culture (OLC), perceived organizational support (POS), knowledge sharing behavior (KSB) and workplace spirituality (WS). The study was conducted on banking sector of Pakistan and data was collected through questionnaire-based survey. A sample of 300 respondents was selected using item response theory from which 248 respondents replied, however only 226 responses were used in the final analysis because of outliers. The study used statistical package for social sciences to analyze data. The study found that both organizational learning culture and perceived organizational support positively associated to workplace spirituality. Further, the hierarchical regression has confirmed the mediating role of knowledge sharing behaviors between the same associations. The study has used cross-sectional survey technique and there is a probability that respondents have given biased responses. Identification of the antecedents of workplace spirituality will help the HR managers to increase the commitment of employees towards their organization.
