Abstract:
This paper deals with the issue of competing great power interests in Central Asia, known for specialists in international relations as the New Great Game. The focus is in first hand on interests of the “Big Four” global powers and secondly, on the interests of a series of regional powers which can bring decisive contributions to the New Great Game. The analysis has two directions: one concentrated on strategic analysis, and the second focused on economic interests.

Abstract:
The dynamics of the Mediterranean region are increasingly affected by the interplay of the US, Russian, and Chinese efforts to strengthen their respective regional positions. Since the years of the second Obama administration, the US disengagement has led to a greater Russian and Chinese presence and to the growth of their influence at political, economic, and military levels. Today, Russia is heavily involved in the Libyan struggle for power, a role that the reception of General Khalifa Haftar onboard the flagship of the Russian Fleet, the Admiral Kuznetsov, already highlighted in January 2017. Since then, Moscow’s role has progressively increased, culminating in the deployment of Russian PMC’s personnel in support of Haftar’s troops, in September 2019, during the operations on the Tripoli front. Somewhat reminiscent of the role assumed in Syria since 2016, Moscow’s activism has been, in recent years, the main source of concern for both the US military establishment and NATO. Moreover, the increase in military assertiveness has gone side by side with a greater economic presence in the Eastern Mediterranean, favored by the planned enhancement of the shipyard facilities in Tartus[1]. Moscow’s political weight has been re-affirmed in the region by the role that Russian President Vladimir Putin played as peace broker during the crisis triggered by the announcement of the US’ withdrawal from Northern Syria in October 2019. The so-called ‘Sochi agreement’ (October 22, 2019) has been, to a large extent, a product of the role that Russia has assumed as the bulwark of the Bashar al-Assad’s regime and main military force in the region.

The United States and Mexico share more than one of the longest borders in the world; they have important economic, social, and political ties as well. The two countries share a complex history that is marked by both war and cooperation, competition and collaboration. As a result, issues that arise in one country directly affect the other.1 President Donald Trump, both as a candidate and as president, has cast a bright light on U.S.-Mexico relations and has been public with his views on the relationship. Among President Trump’s numerous assertions, his three main points of discussion have been: having a secure border;2 dismantling transnational organized crime;3 and assuring a stable and vibrant Mexico that “is good for the United States.”4 Having a secure U.S.-Mexican border that fosters joint security and stability is in the interest of the United States, as the binational relationship is fundamentally different from the United States’ relationship with any other country.5 Bilateral trade, social ties, and security cooperation are important issues—for both countries—that are highly influenced by the U.S.-Mexico relationship.

Abstract:
Although we are only into the first months of the Trump administration, many Koreans recognize that the U.S.-led, market-oriented, liberal international order has been severely shaken. In the background, the rapid rise of China and rather successful economic reforms under Xi Jinping have dramatically reduced its vulnerability and sensitivity to the United States. As one power’s grip is shaken and another’s is energized, two different orders are emerging in East Asia. We accordingly witness a “Clash of Titans,” the fallout from which could be fatal to the security and economy of the Republic of Korea.

Abstract:
The myth that the Ohrid Framework Agreement (OFA) can be the ‘cure’ for fragile heterogeneous societies has been debunked shortly before its 10th anniversary. The general research question of this article is how political parties in Macedonia assess the role of the OFA in building functioning multiethnic society, while the specific puzzle is what accounts for the radicalism of the nationalistic rhetoric of the political parties in Macedonia? We argue that the assessment of the success of the OFA implementation would depend on the parties’ position of power and the type of ethnic community (the majority, majority-minority or non-majority minority). We find the bad economic situation and the exclusion from the government to be the most perceived radicalizers of nationalistic party rhetoric in Macedonia. This case study uses qualitative analyses of thirty semi-structured interviews with high representatives of the 26 most important political parties in Macedonia.

Consequently, the People’s Liberation Army (PLA), which is the armed wing of the CCP, considers the invasion of Taiwan to be its most critical mission. Abstract:
The study was conducted in eastern Ethiopia where the Somali and Oromo ethnic groups live. The main purpose was to examine the roles and challenges of the indigenous conflict resolution mechanisms practised as an alternative to modern methods among the Ittu Oromo and Issa Somali clans. The study employed a qualitative research approach under which key informant interviews, focus group discussions, observations and informal discussions were conducted. Key informants and focus group discussants were selected purposively. It was found that territorial expansion, resource competition and cattle raiding were considered as the main causes of violent conflict in the area. Boundary disputes between the two regions have been associated not only with the accessibility of resources, but also with issues of identity. According to the participants, the indigenous institutions can play a major role in preventing and resolving intra-ethnic conflicts. There are cases of government support for indigenous institution leaders, especially where there is proximity between such leaders and the current political system. Government intervention in the indigenous systems can also result, however, in the weakening of customary institutions in the area. The absence of a single common binding indigenous institution that governs inter-ethnic conflict in the area is another challenge for indigenous systems of conflict resolution. Indigenous institutions can deal effectively with many conflicts caused by the above mentioned factors, but since they also have certain limitations, serious thought should be given to the option of appropriately integrating modern and indigenous institutions.

348. South China Sea and the New Great Game

Abstract:
Arguably, the South China Sea drama is an important piece in the new “Great Game” that is being played out between the world’s current superpower (US), perceived by some to be in decline, and the new challenger (China) that wants to take its rightful place as an equal and perhaps even more. The US is faced with the strategic challenge of how to manage China’s global ascendancy peacefully. China’s unilateral actions in the South China Sea, which include claims of sovereignty of the islands reaching back to ancient times, the construction of artificial islands in the Spratlys and Paracels, airfield extensions, and deployments of surface-to-air and anti-ship missiles, do not bode well for any future peaceful settlement of South China Sea disputes in which Taiwan, Brunei, Vietnam, Malaysia and the Philippines are also claimants. While the US has not taken sides in these territorial disputes, its strenuous insistence on its right of freedom of navigation through disputed waters has brought the US into confrontation with China, at a time when the latter is modernizing and restructuring its military forces. Ironically, all sides claim that their actions are aimed at maintaining peace and stability in the region. Some observers fear, however, that the situation will ultimately lead to a military clash between China and the US. It is in Canada’s highest interest to ensure that the South China Sea indeed remains a zone of peace, stability, prosperity and open international passage. Canada can contribute to these goals by showing the flag through participation in various multinational maritime exercises in the region in support of UNCLOS, by demonstrating through diplomatic means that it is closely following the situation and actually has a national position on the issue, and by contributing to its resolution through renewed involvement in Track Two dialogue by Canadian Law of the Sea experts. In the bigger context of the new Great Game, however, the question remains whether China, for all its growing economic and military clout, can act as a responsible global leader that supports and defends the rule of international law.

As a member of the Asia-Pacific region, it is critical for Taiwan to join the TPP in the near future.

Abstract:
This article investigates some of the reasons behind the events that led to a recent shift in international relations towards the global geopolitical and a renewed competition between the great powers. The aim is to point out important ideas of authors and put them to dialogue between each other. It calls attention to the possibility of an alternative political and economic bloc being built around China against a decline of US power. These points are deepened when it is identified other key features of the current system that involves the discussion about classes. The current configuration of class alliances and states involves the complex dynamics of the working classes in the Global South, the use of debt as a means of domination by the economic and financial world, as well as the new professional middle class - that give values to knowledge, technology and democracy. It is these relationships and their interface with the existing political power that permeate the revival of the global geopolitics, influencing not only current events, but also any possibility of thinking an alternative for governance and international framework - or even the failure of this and a consequent and possible new conflict worldwide.
