Abstract:
There are so many global threats impacting the future of the Earth but Western democracies fear only one person – Vladimir Putin. That’s because on almost all geopolitical fronts of the emerging multipolar world, Russian President is deftly striking a blow against the collective challenge mounted by the West. It is thus no surprise that the West’s endless dread of Russia’s military power has made Putin the world’s most powerful man. What’s happening in West-Russia relations right now is not a new Cold War. It is not even a renewed East-West divide. It is rather an incredibly high-stakes geopolitical grand game fueled by decades of long-time mutual distrust and competing great power interests.

Abstract:
En los últimos años, agencias locales, departamentales y el gobierno nacional de Colombia han demostrado su interés por apostarle a la innovación como motor del desarrollo y la competitividad territorial. En este contexto, numerosos alcaldes y gobernadores han optado por incluir en sus planes de desarrollo las palabras ciencia, tecnología o innovación (CTeI) junto a la ya omnipresente “sostenibilidad.” En Colombia, varias entidades nacionales como Colciencias, iNNpulsa o el Ministerio de las Tecnologías y Comunicaciones han venido liderando estas apuestas de CTeI como instrumentos para promover el desarrollo del país. Varios alcaldes han declarado su interés por ser el nuevo Silicon Valley de Colombia. La obsesión actual de muchas ciudades y regiones de convertirse en los próximos Silicon Valley es parte de una tendencia global en las teorías y políticas de desarrollo territorial que cada vez ponen más énfasis en la innovación y tecnología como motores del desarrollo local y regional. Sin embargo, la tecnología, la innovación y el desarrollo económico territorial son conceptos complejos a la hora de ponerlos en práctica y adoptar modelos provenientes de regiones urbanas del Norte global, como Silicon Valley, que poco tienen que ver con la realidad y las necesidades colombianas - ni de muchos contextos del Norte-, no es siempre la salida más acertada.

Abstract:
This policy brief examines changing Russian and Norwegian approaches to each other in the period 2012–2016, and discusses how the “New Cold War” spread to the North. This is an intriguing question, since both parties had initially stated that, despite the overall worsening of Russia–West relations following the crises in Ukraine, the North should be protected as a space for peaceful interaction. To address this question, watching and tracking the changing patterns of Russian exercises and military modernization is not enough; understanding the rise in tensions requires studying the effects of the interactions underway between the parties in this region. Three interaction effects need to be taken into consideration in explaining why the tense relations following the conflict in Ukraine spread to the low-tension Northern theatre. In this, we stress the interactive dynamics that ensues when two parties start to view each other as threats, interpreting new moves by the other as expressions of hostile intent. Further, we explain the observed New Cold War “contamination” with reference to domestic policy agendas and practices of decision-making. On both the Norwegian and the Russian sides, the new military posturing in the North, now interpreted as part of a growing conflict, has emerged partly as a side-effect of implementing what actually were longstanding national goals.

334. Technological Competition and China

Abstract:
Napoleon’s famous quotation about a sleeping giant moving the world when it awoke seems prescient, but a closer examination presents a more complex story. China’s rise is often accompanied by corresponding predictions of inevitable conflict and U.S. decline. These predictions are simplistic and rest on assumptions of China’s economic and political trajectory that may not be valid. In the near term, competition is unavoidable, and the more important challenge comes from China’s efforts to “return to the center of the world stage” and the means China uses to attain this at a time when the United States is reassessing its global role. The United States and China are in a growing competition, perhaps verging on conflict, but it is not a nineteenth century competition between empires for control of territory and resources. Unlike great power competition in previous centuries, the focal point is not military strength or territorial expansion. This conflict is over control of the modern levers of power—global rules and institutions, standards, trade, and technology. The ability to create new technologies, particularly digital technologies (given their importance for politics, security, and economic growth) have become key factors in the U.S.-China relationship, which is marked by close commercial cooperation and deep governmental distrust. This disparity creates unavoidable tensions. The link between technology, innovation, national security, and international power is now widely recognized. When Vladimir Putin says that the country that leads in artificial intelligence (AI) “will be the ruler of the world,” it is hyperbole, but hyperbole that confirms that political leaders recognize that the ability to innovate is a potent source of national power. In the digital age, national security and national power have different requirements shaped by technological change and cyberspace. Innovation has become a central element of its international influence.1 This is not new—the U.S.-Soviet space race was a contest of the ability of different systems to produce new technologies, but those were unique government programs. Technological competition today is as much between companies as states. A country’s ability to innovate and produce advanced technologies provides economic strength, military power, and an intangible benefit of perceived leadership. Both China and the United States have advantages and disadvantages in this contest, and while it is usual to focus on quantitative aspects—such as the number of engineers or patents and spending on research and development (R&D)—these are not the key determinants of technological competition between states. This competition is a contest of ideas on governance for investment, innovation, and the internet. The internet and global connectivity not only reshape the environment for competition but also create political and market forces that both nations find difficult to control.

The global economy’s landscape needs a new economic model where knowledge is used as a valuable resource to stimulate innovation, creativity, and entrepreneurship in order to increase productivity and competitiveness for sustainable growth as a premise for social welfare. The policymakers have to design the new public policy for productivity and competitiveness considering the Knowledge Economy frontier and to establish the institutional capacity to manage the knowledge perspective of development. The Knowledge Economy Pyramid model is a catalyst of knowledge ecosystems from education, research, technology, business, innovation, government and local communities, capable to create a collaborative environment with synergy effect: transforming knowledge value in increasing productivity and competitiveness. The Knowledge Economy Pyramid is a robust framework based on the four pillars of Knowledge Economy with three effective and powerful structures build upon: Knowledge Triangle, Triple Helix, and Smart Specialization. The main axis which unifies these structures is education-business and all the other stakeholders from research, science, technology, government, administration, clusters, and community are equal contributors to process the knowledge along the central shaft. Considering the Knowledge Economy Pyramid model, this research work is defining the coordinates of the public policy for productivity and competitiveness which will be implemented by the institutional capacity – Productivity and Competitiveness Center. This institution is a concrete and accurate representation of the Knowledge Economy Pyramid model with the scope to implement the principles of Knowledge Economy to increase productivity and competitiveness as outputs of the process. Moreover, the capacity building will provide the premises to conclude the new public policy into outcomes: standard of living, well-being, quality of life, and green growth. Knowledge Economy Pyramid provides a toolkit for policy/decision- makers to take action in order to improve the activity at any stage of development or maturity for an economy or institution related with productivity and competitiveness and it is able to measure the gap between actual development level and the knowledge edge. From an economic perspective, to analyze the concepts of productivity and competitiveness in Knowledge Economy, this study is a very complex work where the tangible is mixed with the intangible, human with technology, economic growth with people prosperity. This study is a “one-stop shop” for all the policy/decision-makers, leaders, representatives, officials, professors, researchers, specialists and practitioners, all engaged in the work to transform the traditional economic model into a new one, according to the Knowledge Economy Pyramid framework.

336. Finding "Win-Win": China's Arctic Policy and What It Means for Canada

Abstract:
China is a “Near Arctic State” with national interests in Arctic resources, shipping lanes, and regional governance. That was the message delivered to the world in China’s new Arctic policy (China 2018). The philosophy espoused in the Chinese White Paper is one of cooperation and mutual profit – what the Chinese have dubbed “win-win” polar partnerships. These partnerships have been expanding in recent years. Tens of billions of dollars in Chinese capital has flowed into oil and gas projects in Siberia and the Russian Arctic offshore, new shipping routes are being tested, and state-owned mining companies have acquired rich mineral deposits in Greenland and – to a lesser extent – Canada. These resources, and the sea lanes that connect them, have been labelled the “Polar Silk Road,” a maritime trade and shipping route supported by Chinese infrastructure spending (theoretically) running through the Northwest Passage and other circumpolar channels. China’s increasingly confident posture in the North represents real opportunities – and challenges – for Canada. Managed properly, Chinese money can support the decades old Canadian dream of developing the Northwest Passage as a useable sea route, decreasing shipping costs, supporting development and improving the quality of life for Arctic residents. Managed incorrectly, Chinese activity might leave the Asian power with a degree of de facto control over the Arctic, damaging Canadian sovereignty and imperiling the country’s ability to manage this increasingly important region on Canadian terms. This new White Paper is as clear a signal as can be sent that China is coming into the Arctic with long-term strategic ambitions. Canada should not fear this development, but it must be prepared for it.

Given the centrality of air power for U.S. power projection in the Western Pacific, the Chinese People’s Liberation Army (PLA) has focused on prioritizing the development of asymmetric capabilities to target American air superiority where it is weakest―on the ground. China’s military modernization program is closely associated with a number of maturing precision strike capabilities designed for attacking air bases. This paper seeks to provide an overview of the evolving airpower challenge that the United States faces in the Western Pacific and beyond. It explores Chinese military writings on air base strike operations, evaluates the current trajectory of the PLA’s precision strike capabilities, and concludes with recommendations for how American airpower in Asia can be more resilient against threats.

339. Applying Competition Policy to Optimize International Trade Rules

Abstract:
This paper delves into the relationship between trade and competition, which has long been a subject largely untouched since the issue had been dropped from the multilateral trade agenda in 2003. The need to incorporate elements of competition policy into international trade rules has long been discussed in the context of making the international trade regime more effective. The issue has gained more attention as state-owned enterprises (SOEs) began to emerge as new influential players in the international market, competing with private enterprises on an unequal footing. A growing number of bilateral trade agreements have included chapters on competition policy, albeit with rules that do not have sufficient binding force for disciplining the business practices of state-owned enterprises. The recently concluded Trans-Pacific Partnership (TPP), however, has introduced innovative rules for disciplining the competitive practices of SOEs by integrating the existing WTO disciplines on subsidies with competition rules. In this article, “competitive neutrality”, the fundamental principle underlying the SOE disciplines, is used as a framework of analysis for understanding the new disciplines and obligations in the SOE rules. Several legal issues and challenges are identified that are relevant for applying the new rules in the real world, and implications are derived for future rule-making involving other new trade issues.

Abstract:
While China's climb towards global, superpower status has now been underway for decades and is accelerating rapidly, that ascent is being helped enormously by the crisis of American leadership exemplified by Trump. This should be a major concern for the Unites States and the rest of the world. Through his “concession speech” at the United Nations on September 19, Trump has allowed a rekindling of the concept of spheres of influence. In Asia, China represents a model many hope to emulate to bring their people out of poverty. With it, for governments, comes the attraction of power unfettered by the shenanigans of democracy. In Europe, the U.S. foreign policy dearth has had allies looking for a new paradigm, order, stability and a minimum of predictability. China has taken over the number one rank as a donor or investing country in Africa and expects to invest half a trillion dollars in Latin America. The U.S. continues to exercise considerable influence over events, lead the fight against terrorism, brokers negotiations between foes, dominates a large chunk of the world economy, leads on innovations, and is the world’s preeminent military power. But under Trump, beneath all these evidences, confidence in the U.S. has been broken and uncertainty prevails.
