Abstract:
The issues that faced the Obama administration and will face the Trump administration—as well as the basic policies and programs—had roots in previous generations, some of them going back to the 1970’s and President Richard Nixon’s administration. Many programs conceived and developed during previous administrations continued, evolved, and were expanded during subsequent administrations. These programs include antiterrorism training for American and foreign law enforcement officials, the interagency Counter Terrorism Financing (CTF) and Countering Violent Extremism (CVE) programs, and the ever pressing need for improved international cooperation and intelligence sharing. They are likely to continue, in one form or another, as ongoing efforts. This article is adapted from a draft of a forthcoming book: U.S Counterterrorism efforts, from Nixon to Bush. Abstract:
In a world of diverse transnational priorities across the globe, the advancement of science is seen by many countries as a solution to promote a knowledge-based economy, yet few resources are actually committed to this policy. For example, countries in the Middle East face a range of social, political, economic and security challenges that are unparalleled in the world. Many of these countries are trying to manage their economies during declining oil and gas prices which have now had a negative impact on their ability to make local investments in science and technology. Unemployment is high, political upheaval is often at the core of civil war, and the last priority of government officials is the development of science and technology expertise. Except for Israel, most Middle East nations are underperforming in science in this region of the world where only 1% of their expenditures include research and development (R&D). Science diplomats and/or health attaches have tried to assist countries in the Middle East to address the short-falls in scientific and technological program development. These efforts have been welcomed, but the results have been marginal. One way to remedy the situation is for these countries to grow their scientific communities, and this includes the encouragement of a highly under-developed workforce, viz., women and ethnic minorities. Enabling this largely neglected and under-utilized intellectual resource to pursue careers in Science, Technology, Engineering and Mathematics (STEM) is the focus of this article.

Abstract:
Space cooperation is already taking place in the Asia-Pacific region. At the moment, there are three ongoing space cooperation platforms in this region. Japan and India host two regional forums respectively: the Asia-Pacific Regional Space Agency Forum (APRSAF) (1993) and the Centre for Space Science and Technology Education in Asia and the Pacific (CSSTEAP) (1995). The APRSAF is a loose platform for voluntary information exchange on an annual basis. It does not pursue any legally binding agreements, but rather provides a flexible framework “to promote regional cooperation in space development and utilization through voluntary cooperative efforts of participating countries and organizations.”

1314. Identification as a National Priority: The Unique Case of Peru

Abstract:
Peru is a remarkable example of a country that established civil identification as a national priority in response to the need to re-integrate the state after a serious insurgency. It has built one of the strongest and most inclusive national ID programs in the world, including for children. The approach has combined the creation of an autonomous civil registration and identification agency and the use of performance-based financing to expand coverage to poor, remote, communities and to help integrate civil registration with the national ID. It offers lessons for many countries struggling to achieve SDG 16.9, to provide legal identity to all by 2030, including birth registration.

1315. Programming Brexit: How will the UK’s IT sector fare?

Abstract:
The British economy has always been able to rely on a continuous inflow of high-skilled workers from the rest of the EU and the UK is currently home to over three million EU citizens and. As a result of the UK’s decision to leave the European Union, however, the image of the UK in the eyes of foreign workers may have become tarnished. By using LinkedIn data, the authors of this study analyse the movements of IT professionals between the EU and the UK and thereby illustrate what is at stake for the UK, as exemplified by this particular ‘shortage sector’. LinkedIn data show that on an annual basis the UK gains over 6,000 IT experts more than it loses to the EU. Moreover, these mobile IT professionals tend to be much more qualified than domestic IT experts are. This reliance on the EU for IT recruitment – one in ten new hires comes from the EU – suggests that even if the UK is not aiming to restrict high-skilled immigration, curbing overall immigration could have unintended negative consequences for its capability to attract talented EU nationals in the future. The UK government should perhaps bear this in mind during negotiations with the EU27.

Abstract:
Since Turkey experienced a failed coup attempt a year ago, hardly a week goes by without news of new firings, suspensions, detentions, and arrests. By the end of June 2017, over 138,000 government employees had been removed from their jobs and over 110,000 citizens had been detained—with nearly half of these detentions leading to formal arrests. Numbers of this size are daunting. To put them in perspective and to give some sense of how the post-coup purges have affected institutions and lives in Turkey, consider the case of TÜBİTAK.

Abstract:
This IFPA National Security Update examines electromagnetic pulse (EMP), the potentially catastrophic threat it poses to the United States, the potential impacts of an EMP event, and sets forth as a national priority a two-pronged strategy to counter the EMP threat that includes ballistic missile defenses and the protection of critical U.S. infrastructures. In early 2017, the Institute for Foreign Policy Analysis initiated an online series entitled National Security Update. Its purpose is to examine key foreign policy/defense issues and to set forth policy options. These updates are made available to the broad policy community within and outside government, including key policy makers in Washington, D.C.; members of Congress and their staffs; academic specialists; and other members of the private-sector security community. Future National Security Updates will address a range of topics in an effort to provide timely analyses and policy options.

1318. Safeguards-by-Design for Advanced Nuclear Systems

Abstract:
The emergence of an advanced nuclear industry has renewed the pursuit of small modular and advanced reactor technologies to supply low carbon energy. By the same token, these developments potentially expose gaps in current safeguards practices, particularly for reactor designs utilizing novel coolants and fuel forms–underscoring calls for the early application of Safeguards-by-Design to effectively and efficiently detect diversion and misuse. Other innovations may necessitate additional measures to credibly assure the absence of undeclared activities. This paper discusses three types of advanced nuclear and nuclear-related technologies as illustrations of these challenges: 1) micronuclear reactors, 2) molten salt reactors, and on the balance-of-plant side, 3) thermal energy storage and dry cooling. It then identifies high-level safeguards development needs associated with these on-the-horizon technologies so as to elevate safeguards considerations in the minds of reactor developers and investors.

1319. International Cybersecurity Information Sharing Agreements

Abstract:
Cybersecurity transcends national boundaries in many ways: The internet’s technical infrastructure is global in scope; threat actors based in one country can disguise their identities by taking control of computers in other countries; global businesses sell software, hardware, and security services that may introduce or combat vulnerabilities; and the consequences from a disruptive attack can spread far beyond the initial victim. Even the most cyber-savvy country cannot protect itself completely unless it wants to disconnect from the global internet and strictly limit who can use information technology and for what purposes inside its own borders. And this course of action is infeasible because it would result in dire consequences for the national economy, military, and all other systems that depend on advanced information technology. International cooperation to improve cybersecurity is a much more realistic and viable path. Information sharing is the most commonly promoted type of international cooperation, but very little is known about what type of cybersecurity information is currently being shared with whom, for what purposes, and under what conditions. As a first step towards answering this larger question, the International Cybersecurity Information Sharing Project undertook to survey, catalog, and analyze publicly available government-to-government cybersecurity-related sharing agreements to determine what types of information various governments have committed to share, and to identify gaps in information sharing. The ultimate aim of the larger project is to assess how multilateral cybersecurity sharing practices can be encouraged and improved in order to strengthen global cybersecurity. The project team started from the assumption that formal cyber sharing agreements and memoranda of understanding (MoU) are an important part of the foundation for the development of norms on cyber cooperation. Over the past several years, various international fora have reiterated that sharing information about cyber threats and vulnerabilities, national approaches to cyber protection, best practices, incidents of concern, and response mechanisms could increase mutual cybersecurity while reducing risks of misunderstandings and conflict. Different types of information sharing can be used to improve cybersecurity in various ways. By sharing threat perceptions and national policies, states can better understand each other’s concerns and priorities. By conducting multilateral exercises and sharing best practices for protection of networks, critical infrastructure, and software/hardware, states can help each other ensure safe data transfer across borders. Cooperation to build capacity in states with weaker infrastructure for managing the use of information and communications technologies (ICTs) can help in identifying threats and responding to crises. This research found that cybersecurity information agreements are more numerous, but less specific than anticipated. The project documented and analyzed 196 agreements involving 116 different countries and 2,349 signatures. Extensive signature of agreements and associated commentary shows widespread accord on the principle that information sharing is necessary. However, it is unclear how much and what type of information sharing occurs in practice. Few agreement texts are public, and those that are often use vague language. And, despite the potential benefits of sharing more cyber-security information, many disincentives and logistical barriers remain. This project collected as much information as possible, not only about what states have agreed to do, but also what they actually do, and why they make those choices. After a brief summary of the approach taken and some limitations encountered, the study provides summary statistics about international cyber information sharing agreements. It then looks in more detail at sharing agreements and behaviors by some of the most active and/or important countries in regional organizations, and in multilateral fora that have focused on this topic. A summary of key findings, conclusions, and next steps is followed by annexes with more methodological information and texts for some of the most important agreements.

In 2015, the United Nations adopted an ambitious new agenda for global development, and its proponents have called for a “data revolution” to further its goals. How to mobilize this data revolution? Much of what has been written about it so far implies only the mounting of expanded surveys to track progress under each goal. Although surveys are essential, there are good reasons to believe that surveys alone would be insufficient and probably impractical.
