1291. Cobalt 60 Sources in Mosul: Recovery and Lessons for the Future

Abstract:
Two years ago, in the summer of 2015, the Institute decided to investigate whether Daesh controlled dangerous radioactive material in Iraq or Syria. The result of a few months of study by Sarah Burkhard, a young scientist, and other staff surprised us all. Their investigations found that there were apparently two sources of radioactive cobalt in Mosul that posed a risk of being used in a radiological dispersal device. We could not know if Daesh was aware of these sources and their potential, or had already taken possession of them. We produced a confidential research study that we used to alert the United States and other friendly governments of the situation as we knew it, most of which were also monitoring the situation. At the same time, we decided not to publish any of our results. As we learned more, we updated our study, which remains a confidential report due to its sensitivity. We are very relieved that these two, older albeit still dangerous, cobalt 60 sources were not found and used by Daesh. They were recovered intact recently. We want to thank in particular Joby Warrick at The Washington Post, who we had alerted early on for assistance in researching the fate of these sources. He understood the importance of digging into this story while delaying its publication until the radioactive sources were in safe hands. He and his colleagues at The Washington Post recently added greatly to this important story.

Abstract:
As cities around the world invest billions in new mass transit systems, people’s experiences and fears of victimization in public spaces cause gender disparities in accessibility. Gendered social norms regarding women’s traditional role in society and control over income further limits women’s access to mass transit systems. Although fear of crime affects all transit users, sexual harassment and victimization is a larger concern for women and girls, and it restricts their mobility and hampers access to economic opportunity. As we learn more about this problem, we are looking for solutions, including technology, that can lower the risk of victimization and help women feel more safe on public transit.

Abstract:
In Nairobi, Kenya, technological advances like Uber have brought positive disruption and significant benefits to consumers. The country has been called the Silicon Savannah for having hatched various technological innovations. But in some parts of Kenya, it’s not uncommon to wait for hours to get a stable Internet connection. In the capitals of Madagascar and Burkina Faso, where smartphone and computer ownership is still low, people have to go to cybercafés to access the Internet, usually on run-down computers with old software, and even then, connection speeds may be painfully slow. Slow connection speeds and lack of Internet access aren’t just a hassle though, they’re signs of the digital divide that sets many African countries behind. The World Bank’s World Development Report 2016 provides an in-depth analysis of countries’ access to and use of the Internet, mobile phones, and tools to collect, store, analyze, and share information digitally. We revisited the latest data and observed a persistent digital divide, particularly in sub-Saharan Africa.

Abstract:
Cities in developing countries are growing massively and at a pace that would not have been thought possible a few decades ago. Accommodating the new, largely poor, urban dwellers may be one of the greatest challenges of human history. A data revolution could support new ways of addressing this challenge. But United Nations agencies are so far just thinking about using data to track progress. In 2015, the United Nations adopted an ambitious new agenda for global development, and its proponents called for a data revolution to help achieve its 17 Sustainable Development Goals (SDGs). The challenge of rapid urbanization is a priority in the SDGs, as it is in the companion New Urban Agenda adopted by the United Nations’ Habitat III conference in late 2016. But to achieve the aims of these agendas, we need to use data in ways that will make change happen, not just track it. We need to get the data, tools, and training to the programs, people, and community leaders responsible for achieving the new goals. They are the ones whose work will decide whether the world’s urban future will be a story of inclusion and prosperity or a tragedy (over a billion people living in abject poverty in urban slums with scant water supply, sanitation, or other services—and highly at risk of environmental disaster).

Abstract:
Since the collapse of industry during the 'Arduous March' (1995-1997), Pyongyang has continuously launched reconstruction plans but has failed to see a rebound. The key is to restore industrial linkages; however, the DPRK allocated a majority of state investment to the defense industry under the 'Military First Economic Policy.' As long as the 'strategic sector' retains priority, a sound outcome seems to be out of reach. In reality, North Korea's comparative advantage lies on labor-intensive business, with abundant labor forces at a low cost. After unification, such industries will have bright prospects with technology and capital not only from South Korea, but also from China and Japan. The economic integration scenario of the two Koreas -- whether radical or gradual -- will decide industrial policies for the upper half of the peninsula in the post-unification era.

Abstract:
The call to industrialize and modernize Africa has become popular in recent years, and the African Union’s Agenda 2063 and the Common African Position on Agenda 2030 identify science, technology and innovation (STI)1 as key enablers. Many African countries fail to achieve their development targets partly as a result of underdeveloped and underused science and technology as well as limited invention and innovation by both the private and the public sectors. For most African countries, the major proportion of domestic contribution to research and development (R&D) activities is provided by the government, with little from the private sector. The Africa Capacity Report 2017 (ACR 2017) found that underdevelopment in Africa is closely linked to the limited capacity to deploy STI for inclusive sustainable development and transformation. The Report helps policymakers draw conclusions critical to STI issues, and derives policy recommendations that strengthen the policy formulation, implementation, and impact of STI.

The ACBF’s Africa Capacity Building STI Survey (2016) confirms the importance of STI strategies and capacity development in African countries. And institutions of higher learning play a key role in designing, implementing, and evaluating STI policies and in creating and using STI products and services.

African heads of state and decisionmakers, through Agenda 2063 and the Common African Position in Agenda 2030, have highlighted STI as a key enabler promoting the ability of African countries to achieve their economic transformation and development goals. This commitment was clearly expressed by the adoption of a 10-year Science, Technology, and Innovation Strategy for Africa (STISA-2024) in June 2014 at the 23rd Ordinary Session of African Union Heads of State and Government Summit. The strategy links science, technology, and innovation to Africa’s sustainable economic transformation.

1300. Hard Times for Soft Power: A Q&A with Joseph Nye

Last December, the Weatherhead Center recognized the upcoming retirement of University Distinguished Service Professor Joseph S. Nye, Jr. by dedicating the 2016 Manshel Lecture on American Foreign Policy to him. One of the most influential foreign affairs scholars of our time, Nye served as Center director from 1989 to 1992—though his roots at the Center trace back to its infancy in 1961, when he was a research assistant to Director Robert Bowie. Nye's accomplishments run deep. He began his distinguished career as a Harvard faculty member at the Kennedy School of Government in 1964, and became the school's dean in 1995. He held security appointments in both the Carter and Clinton administrations, and his thought leadership has influenced heads of state and policy makers around the world. He is perhaps best known for coining the term “soft power,” which describes the ability of states or institutions to attract and persuade others through noncoercive means. The Weatherhead Center sat down with Nye to discuss the fate of soft power in the context of current US foreign affairs—and also asked him to share his memories of early days at the CFIA.
