Abstract:
This report summarizes the analysis and findings of our research project entitled “Evaluating WMD Proliferation Risks at the Nexus of 3D Printing and Do-It-Yourself (DIY) Communities.” Conducted by a team with the Middlebury Institute of International Studies at Monterey’s (MIIS) James Martin Center for Nonproliferation Studies (CNS), this project builds upon emerging literature in the weapons of mass destruction (WMD) nonproliferation field highlighting additive manufacturing (AM) — which includes 3D printing — as a potential proliferation risk. This project analyzes a set of export-controlled items to understand the degree to which 3D printing might be used to produce — and thus represent a new pathway for proliferators to acquire — dual-use goods useful for the development of WMDs. Additionally the study considers the degree to which communities using and promoting 3D printing may impact the risk of WMD proliferation.

Abstract:
Policymakers in the Gulf region recognize the importance of strengthening science and technology (S&T) to boost competitiveness and economic development. A number of efforts have been made in recent years to bolster higher education, establish technology parks, and invest in regional research and development (R&D). Collaboration between local universities and the private sector is instrumental to advancing S&T and the national innovation agenda, and countries in the Gulf have the opportunity to benefit from enhancing university-industry linkages (UILs). In order to target policies and identify strategies for increasing UILs, a better understanding about the state, nature, and output of existing linkages is necessary. To address this, our research team at the Harvard Kennedy School’s Belfer Center for Science and International Affairs conducted detailed surveys of faculty and administrative staff at seven leading universities in Kuwait and the UAE. The data of the surveys was analyzed in conjunction with a bibliometric analysis of publications from those seven universities. Additionally, the bibliometric data was collected for three S&T universities in Singapore and three S&T universities in Norway for comparative analysis were chosen as a comparison group to characterize UILs because of their population size, the richness of fossil fuel resources in Norway, and the relatively recent development of Singapore in building a strong innovation ecosystem compared to other OECD countries to characterize UILs. Analysis of the surveys and bibliometrics elucidated new insights about the current state of and future opportunities for strengthening university-industry collaboration in science and engineering. This report presents key findings and concludes with several policy recommendations.

1283. Inside the Digital Revolution

Abstract:
Technology and transparency combined to create the digital revolution, which in turn has ushered in a new form of monitory democracy. Communicative abundance and global interconnection mean the democratic franchise can expand and deepen, but the author argues that it matters who is made transparent and for what purpose. Content and context matter. Technology and transparency can be used to strengthen democracy by opening up government to citizens, but the same tools can also be used by the state to surveil and disempower citizens, thereby damaging democracy. The author uses three case studies to discuss the impact of digitizing information on power relations between citizens and states. First, her observations as the journalist and litigant in the legal case that forced the digitization of UK parliamentary expense records, which when leaked created one of the biggest political scandals in that country for decades. Second, she obtained the entire set of U.S. diplomatic cables and reported on their contents for the Guardian. Lastly, she served as a member of the Independent Surveillance Review Panel, set up by the UK government to investigate allegations made by Edward Snowden that the UK and U.S. governments were conducting mass surveillance programs that were potentially illegal and lacked adequate oversight. The case studies show how journalism is integral not only to identifying useful civic information but also maximizing the public good from leaked information while minimizing harm.

1284. How the Next U.S. President Can Contain China in Cyberspace

When transition planning gets underway in earnest this fall, one of the hardest memos to write will be the outbrief from the current National Security Council (NSC) team on what to do about China’s ongoing campaign of cyber espionage targeting the intellectual property of U.S. companies. While long a focus of both the president’s cyber and China teams, there is little chance that in the coming months the issue is going to be brought to any type of resolution. Instead, the next president will inherit a partially implemented plan that has produced positive results in the short term, but its long-term sustainability remains uncertain. He or she would be wise to follow the playbook left by the Obama administration, with a redoubled focus on the investigation and prosecution of cybercrime. Critics of the administration on this topic generally fall into two camps. One, summed up nicely by the title of a book by Peter Kiernan, is the Becoming China’s Bitch camp.[1] In this view, the United States is so dependent on China that the Chinese can do what they want and there is little Americans can do to stop them. They hold U.S. debt, Americans can’t manufacture anything without them, Chinese students are leaps and bounds smarter than American students, and there are millions more of them studying science and math. The Chinese are strategic, looking around the corner of history and shaping it in their interests. They are playing three-dimensional chess and President Obama has been playing checkers. They put the blame on what they would characterize as Obama’s willingness to “lead from behind.” They then quote Sun Tzu, reference Unrestricted Warfare, and drop the mic.[2] The second view is the Coming Collapse of China camp.[3] In this view, despite an aggressive anti-corruption campaign and a more assertive foreign policy, China is weak, wounded, and dangerous. The Communist Party made a deal with the devil, offering economic growth in exchange for loyalty to the regime. Now, the leadership can’t keep up with their end of the bargain. Growth is slowing, and at a faster pace than the official figures acknowledge. Over investment continues and economic reforms have stalled. Air and water pollution are a drag on the economy and a threat to citizen health. Paranoid about any dissent, the party has tightened restrictions on the Internet and the media and arrested feminists, civil rights activists, and lawyers. One spark could start protests that lead to widespread instability and perhaps the end of Communist Party rule. What’s interesting is that these divergent views of China’s place in the world similarly predict there is little chance that China will cease stealing intellectual property. In the first view, China holds all the cards, and there is simply nothing the United States can do to impose costs and stop the hacking of companies. If China is desperate and dangerous, then it can’t stop stealing technology and business secrets because they are needed to fuel the economy.

Abstract:
Nation-states increasingly engage in strategic deception in cyberspace, frustrating traditional counter deception approaches. This paper evaluates and critiques the philosophical underpinnings and practical implications of existing military-political counter deception and computer forensic approaches. Analysts can better detect and expose strategic deception campaigns in cyberspace by focusing on the size and organizational strength threat actors need to conduct the operations.

Abstract:
Attribution of malicious cyber activities is a deep issue about which confusion and disquiet can be found in abundance. Attribution has many aspects—technical, political, legal, policy, and so on. A number of well-researched and executed papers cover one or more of these aspects, but integration of these aspects is usually left as an exercise for the analyst. This paper distinguishes between attribution of malicious cyber activity to a machine, to a specific perpetrator (often a human being pressing the keys) initiating that activity, and to an adversary that is deemed ultimately responsible for that activity. Which type of attribution is relevant depends on the goals of the relevant decisionmaker. Further, attribution is a multi-dimensional issue that draws on all sources of information available, including technical forensics, human intelligence, signals intelligence, history, and geopolitics, among others. From the perspective of the victim, some degree of factual uncertainty attaches to any of these types of attribution, although the last type—attribution to an ultimately responsible party—also implicates to a very large degree legal, policy, and political questions. But from the perspective of the adversary, the ability to conceal its identity from the victim with high confidence is also uncertain. It is the very existence of such risk that underpins the possibility of deterring hostile actions in cyberspace.

1287. A Non-State Strategy for Saving Cyberspace

Abstract:
America’s future, and that of other nations and peoples, will be most secure in the long term with an emphasis on future prosperity unlocked by the Internet. The Internet may have surpassed Johannes Gutenberg’s printing press as history’s most transformative invention because of how it has spawned parallel and simultaneous revolutions across other technologies. By making information so cheap to produce, compute, and share, the Internet enabled rapid advances in technologies as far afield as manufacturing and genetics. The problem is that there is no guarantee the future of the Internet, and the larger entirety of cyberspace, will be as rosy as its past. It is possible, even likely, that the Internet will not remain as resilient, free, secure, and awesome for future generations as it has been for ours. Imagine that twenty years after the invention of the printing press, the pope and the princes of Europe—in fact, anyone who had some basic skills and desire to do so—had the ability to determine exactly what was being printed, exactly who was printing it, and exactly to whom they were sending it. Worrying about intellectual property theft, privacy, or civil rights (had those concepts existed) would have missed the bigger picture. With no trust in the underlying communication medium, the future of Europe and the future of humanity would have been profoundly changed—not just for five years, but for 500. If the printing press was so easily compromised as computers are today, could there even have been a Renaissance or an Enlightenment? This amazing transformative technology, the Internet, is unsustainable unless we make sweeping changes. We are all becoming absolutely dependent on an unknowably complex system where threats are growing far faster than the Internet’s own defenses and resilience.

Abstract:
As an emerging technology field, there is an on-going mo-tivation for analysing the trend of research networks of nanotechnol-ogy. This paper attempts to present the evolution of Turkey in nano-technology research by taking into account the academic publications to indicate the overall trend and the leading actors and subject catego-ries in the systems of nanotechnology innovation. The purpose of this paper is twofold: (i) to present the trend of nanotechnology research and (ii) to highlight Turkey’s collaboration patterns in the relevant re-search sub-fields with the EU member states. In this framework, the study aims to show whether Turkey has the capability to collaborate with the advanced group of countries such as the EU in nanotechnol-ogy and to identify the sub-fields of common interests. Finally, the re-sults of collaboration among two parties will be correlated with the Web of Science subject categories. The findings are expected to be useful for developing the future areas of research in nanotechnology domain in collaboration with the EU.

Abstract:
The increasing importance of the Asia-Pacific—economically, politically, and militarily—was one reason that the editors of MCU Journal decided to dedicate the spring issue to that region. An early foreign policy decision by the administration of President Barack H. Obama had been to refocus its efforts on the region through what eventually became known as the Rebalance to Asia, and that region has been in the purview of the new administration as well. The Asia-Pacific is a complex region with a diverse set of political and security challenges. The vastness of the region also poses some unique operational challenges. These challenges and the strong likelihood that students of the U.S. Marine Corps Command and Staff College (CSC) would be returning to this area of responsibility in some future assignment were but two of the reasons why the organizers of the CSC capstone exercise, Nine Innings, chose the region as the subject of the scenarios of the exercise. Eric Shibuya and Lieutenant Colonel Micheal Russ, in “Anticipating and Understanding the Rebalance,” describe the origins of Nine Innings, provide the intent on what the exercise is meant to accomplish, and describe how the exercise organizers meet that intent. Noteworthy is the fact that the exercise involves extensive support from the U.S. Pacific Command (USPACOM), both in terms of the USPACOM staff helping to shape the exercise plan and USPACOM personnel participating as advisors in the exercise; that it involves extensive interaction between the students and Asia-Pacific subject-matter experts, and student representatives of Asian countries; and that the final product of the exercise is presented to a senior principal at USPACOM.

İstanbul Üniversitesi’nde hocalık yaptığı sırada, Hukuk Mektebi birinci sınıf öğrencileri için hazırlanan İlm-i İktisad Dersleri, 1914 tarihinde kitap olarak yayınlanmıştır. Kitap ile ders notları arası bir yerde duran eserin başlangıç kısımları, iktisadi düşünce tarihine ayrılmıştır. Bugün için bile pek tanınmayan Fransız ve İngiliz iktisatçılara yapılan atıflar ve ayrıntılı bilgilerle zenginleşmiş kitabın akıcı bir üslûba sahip olduğu aşikârdır.
