1181. Worker Training Tax Credit: Promoting Employer Investments in the Workforce

Abstract:
Rapid advances in technology, including artificial intelligence and automation, are transforming industries and reshaping the skills necessary to secure and keep a job. In response, U.S. workers will need to acquire skills that are not easily automated or that complement ever-changing technology. Yet, data suggest an alarming trend: there is a steady decline in the amount employers are investing in their workforce.[1] Federal and state policymakers should consider using tax incentives to encourage additional workforce training investments. To accomplish this, in May 2017 the Future of Work Initiative proposed the Worker Training Tax Credit. Modeled on the popular Research and Development (R&D) Tax Credit, this new tax credit could be used by small and large businesses to invest in training for their low- and middle-income workers. Based on economic modeling recently conducted by District Economics Group, the Worker Training Tax Credit would cost roughly $146.5 million over ten years, and lead businesses to increase training investments by 8.5 percent. Because the tax credit excludes training provided to high-income workers, these induced training investments would provide greater opportunity to low- and middle-income workers.

Abstract:
On one hand Israel is a leader in the field of high-tech industry, but on the other it remains a country focused on traditions. In Vitro Fertilization (IVF) is one of the most common treatments among many possibilities which were created in the field of assisted re- productive technology (ART). Indeed, the number of Jewish women as intensive consumers of IVF has increased in the past few years. Due to the great importance of motherhood and raising families in Jewish tradition, Israel strongly supports health care procedures assisting Jewish adults in becoming parents. There is no doubt that for Jews life is the most precious value in its religious and political meaning, however, they are quite flexible in accommodat- ing modern technologies in order to serve life. The State has historically focused on increas- ing birthrates and nowadays a woman’s biological clock is an important element not only in the context of matrylineal descent and for the answer to the question of Jews identity but it is also intervening as a part of the reproductive industry.

Abstract:
Israel is perceived in the international environment as a one of the top leaders in innovation. This is proven by the progressively high position of this country in international rankings and the participation of Israeli scientists and technologists in prestigious inter- national programs. In this article we claim that the aims of Israeli innovation policy, which has the biggest impact on the shape and content of the innovation ecosystem, are highly politicized. The status quo driven by the key assumption of the state strategy, according to which obtaining a competitive predominance in the political international environment will be achieved through economic instruments, primarily technological innovation. Therefore the aim of this article is to critically analyze Israeli innovation policy and the innovation ecosystem, paying special attention to the state interest and the government activities in this realm. For the purpose of this analysis some basic assumptions of the neoliberal economy redefined by Arie Krampf will be utilized. Furthermore to better describe and explain the link between politics and economy in the Israeli innovation ecosystem we will refer to the K.N. Waltz considerations on mechanisms of the political and economic system in a global- izing world.

Abstract:
The most impressive discovery was North Korea’s Kangson uranium-enrichment facility. CNS believes it to be the first time this facility has been identified or analyzed in the open-source literature. It represents the possibility that North Korea has been producing—and can continue to produce—as much, if not more, fissile material for nuclear weapons than it could have using the only previously known enrichment site at Yongbyon. The first section of this report discusses the evolution of the platform: from the conception of Geo4Nonpro 1.0 and the initial training of G4N team members, to the lessons learned during the first phase of the project and how these lessons fed into the platform’s continued development. The second section describes the launch of Geo4Nonpro 2.0, its new features, and highlights news stories that featured Geo4Nonpro and the central role that it played in many of these discoveries. This is followed by an analysis of each campaign. Lastly, the team proposes the next steps and future applications for this innovative platform.

Abstract:
North Korean leader Kim Jong Un has described research and development as crucial to his regime’s efforts to overcome the international sanctions regime. By developing key technologies indigenously, North Korea seeks to reduce its need to import sensitive goods that might otherwise be denied to it through export controls, sanctions enforcement, or lack of funds. Direct collaboration between North Korean and foreign scientists is playing an expanding role in the regime’s pursuit of technological advancement. To assess the extent of this activity, and to identify collaborative research involving dual-use technologies and other technologies of potential military significance, the James Martin Center for Nonproliferation Studies (CNS) of the Middlebury Institute of International Studies at Monterey developed a new dataset capturing publications coauthored by North Korean scientists and foreign scientists between 1958 and April 2018.

Abstract:
Fiscal policy can be a powerful tool for governments to help achieve a ‘human economy’, if these policies are designed to address gender inequalities and the gender biases in current macroeconomic thinking. This report uses the case of one element of fiscal policy – public spending – to demonstrate how such policy design could help achieve gender equality and improve human development outcomes in developing countries. The report identifies unpaid care and domestic work as a key area where fiscal policy has a significant impact on gender equality. Using data from Oxfam’s 2017 Household Care Survey in Uganda and Zimbabwe, the report explores the impact on adults’ and children’s/adolescents’ time use of access to improved water sources, electricity, healthcare and childcare. It also considers secondary impacts on measures of well-being and women’s empowerment, including women’s health and decision making.

Biometrics is the measurement of human characteristics through technology such as iris scanning, facial recognition and fingerprint scanning. In the aid sector, supporters of the technology praise its potential to combat fraud and streamline service delivery in low-resource settings, while others point to the significant risks to privacy resulting from collecting and storing this personal information. This report was commissioned by Oxfam to help it consider the possibility of introducing secure, ethical and cost-effective use of biometric technology in its programmes in the future. The report looks at the external context around use of biometric technology in the humanitarian sector, considers the benefits and potential harm, and goes on to outline cases where the use of biometrics could be helpful.

Abstract:
Three years on from the Going Digital: Using digital technology to conduct Oxfam’s Effectiveness Reviews pilots, where we shared learning on the added value of using digital technology to conduct our impact evaluations, Oxfam continues to develop its survey techniques through the use of technology. The second paper in this series, Going Digital: Using and sharing real-time data during fieldwork, demonstrated how Oxfam was sharing real-time data during fieldwork to increase engagement and participation in surveyed communities, as well as improving integration between qualitative and quantitative data collection techniques. In this third paper, we present some of the features enabled by digital data collection technology that we have been piloted and used to improve quality and accuracy of data. It also explores ways in which the ethics of respecting privacy can be improved in survey data collection.
