Abstract:
The majority of the Middle East’s population today is Muslim, as it has been for centuries. However, as the place of origin of a range of world religions – including Judaism, Christianity, Zoroastrianism, and many lesser-known faiths – it remains a region of remarkable religious diversity. This article considers the place of religious minorities in the modern Middle East from three angles: their distinctive religious and communal identities, their place in the major transformations of the region’s political landscape from the nineteenth century to the post-World War I era, and the challenges of contemporary political conditions.

Abstract:
We live in an age of identity politics. We define ourselves by one or more objective measures: measures of race, ethnicity, gender, politics, religion, sexual orientation, to name just a few. Those measures then define who we are to others. They determine our place in society, the communities with which we identify, our attitudes towards others and other communities. The politics of identity are fraught, and they interact in ways that both liberate and confine. On the one hand we prize diversity. On the whole, this is a good thing, since it reflects a larger transformation in American life. Like it or not, the fact is that we are becoming, have become, a “multi-cultural society.” No matter what terms we use to define diversity—racial, ethnic, religious, sexual, gender, whatever—we are more diverse now than we have ever been, and we are destined to grow more so. Multi-culturalism is not an option; it is the future. The only question is how, and how well, we are going to deal with it.

Abstract:
Defining – and distinguishing between – the terms Islam and Islamism has broad consequences for America, both domestically and internationally. However, teaching about the relationship between these two concepts involves negotiating numerous sensitivities and it can cause considerable consternation for educators. At the most basic level, Islam is a major world religion practiced by well over a billion people, and Islamism is a political ideology to which a subset of the broader Islamic community adheres. The importance of this distinction seems fairly clear. The United States, and the American body politic more generally, views itself as committed to secular governance and religious freedom. While Islam is not completely immune from criticism, Americans have traditionally objected to state interference in religious matters and, theoretically, they should expect the same standards to apply to Islam. Therefore, Islam as a religion would seem to have a clear place in the diverse fabric of American society. Islamism, as a political ideology, opens itself to harsher critiques and even questions about its appropriateness in, or compatibility with, the American political system. Unsurprisingly, American public discourse suggests that Americans generally feel much more comfortable with Islam than they do with Islamism.

Abstract:
As a member of the Council of American Ambassadors, I have written before in CAA publications on Syria and radicalism in the Levant—once in September of 2013,1 and again in September of 2014.2 Nearly a year later, I am disheartened to see that US leadership continues to be timid in its struggle with the Islamic State of Iraq and the Levant (ISIL, also known as ISIS) and Syria, in spite of our warnings and prediction that if the United States didn’t define and lead the effort in this fight, radical elements would take over against our interests. This didn’t have to be the case and doesn’t have to be in the future. However, the problem cannot simply be wished away and we can’t wait two long years for a new administration to take action.

Abstract:
Since early-2014, the Islamic State of Iraq and Syria (ISIS) has made gradual inroads into Southeast Asia. There are an estimated 500 Southeast Asians, not including family and kin, in Iraq and Syria fighting for ISIS, as well as al-Nusra, which at first attracted far more Southeast Asians. Since August 2014, there has been a company of Bahasa-speaking Southeast Asians, Katibah Nusantara, within ISIS. The numbers have remained low only because of proactive policies from regional security forces, who are determined not to repeat the mistakes of the 1990s when they turned a blind eye to returning veterans of the Afghan mujahideen. As an Indonesian counter-terrorism official put it, “We have experience [of those who committed terrorist acts in Indonesia] after going to Afghanistan and the Philippines and we don’t want ISIS alumni to do the same.”1 Malaysia, Indonesia, and Singapore have all detained people for involvement in ISIS or prevented them from traveling abroad. Jihadists from around the region, including the co-founder of the al-Qaeda affiliated Jemaah Islamiyah (JI), Abu Bakar Ba’asyir,2 as well as Philippine groups such as the Abu Sayyaf and the Bangsamoro Islamic Freedom Fighters, have pledged bai’at to the self-proclaimed Islamic State (IS) caliphate. There have been a number of children of JI members to join IS, including the sons of Bali bombers Imam Samudra and Mukhlas, while the sons of senior JI members, Mukhliansyah and Abu Jibril, have joined al-Nusra.

Abstract:
Through an international reading of the first years of his pontificate, associated to the analysis of the global and regional context – emphasizing the Latin-American conjuncture – that preceded him, this research highlights the role that the Holy See can play in the current reordering moment, not only of the religious, but also of the political context. This study also seeks to build new conceptual categories that may be able to explain the notion of transnational religious actor and its role on the international arena, which is considered a secularized system.

147. Turkey's Islamists: From Power-Sharing to Political Incumbency

Abstract:
The complex relationship between political Islam and the Turkish state – from political exclusion in the early Republican era, to power-sharing in the post-World War II multi-party era, to political incumbency in the 2000s – was crowned by AKP’s landslide electoral victory in 2002. The author debunks two myths regarding this relationship: first, that Kemalism enjoyed a monopoly of political power for decades and second, that Islamists achieved victory in 2002 after being the regime’s sole opposition. According to the author, Turkey’s failed Middle East policy can be attributed to AKP’s misconception that its Islamic counterparts would achieve power after the Arab uprisings just as they had done in Turkey in 2002.

The intensification of Russia’s diplomacy in the Middle East is combined with a clearly defined objective: positioning itself as the new protector of persecuted Christians in the region. The author highlights both the ambitions of the Kremlin in the Mediterranean and the ever-growing influence of the Russian Orthodox Church, which has become a major political actor. Moscow sees Shiite Islam as its ally in the Middle East and is increasingly aligning itself with a Shiite axis composed of Iran, Syria, and the Lebanese Hezbollah. The author examines this burgeoning Russian-Shiite alliance in light of Russia’s strategic interests in the region.

149. The Super Survey: Two Decades of Americans’ Views on Islam & Muslims

Abstract:
In a climate of increased suspicion and skepticism towards Islam and Muslims, polling data collected over the years reveals how Americans have come to view their country’s third-largest religious group. This Super Survey, which compiles and analyzes polling questions collected by over a dozen polling organizations from 1993 to 2014, finds that Americans remain unfamiliar with Islam; feel more coldly towards Muslims than any other religious group; and tend to see Islam as “more violent” than other religions during national debates about military action in the Middle East. Additionally, while they have been supportive of mosques in their communities, a sizeable portion has favored various measures of religious profiling. In the twenty-first century, on average, six in 10 Americans has reported that they don’t know a Muslim personally. And while a plurality of Americans has reported having favorable views of Muslims since 2000, unfavorable views have persisted, with relatively little fluctuation over time.

Abstract:
As successive Turkish governments have attempted, AKP too is trying to solve the perennial Alevi problem as part of its broader agenda regarding the question of minorities. However, this paper argues that there are two fundamental obstacles facing Turkey's conservatives in reaching a meaningful solution. First, there is the ontological issue that AKP itself does not represent a radical break with the country's tumultuous past in terms of perception toward Alevis. Secondly, there is the ideological issue that the Sunni majority, who are at the core of AKP's concept of oppressed Muslims, are hardly sympathetic to Alevi rituals or omplaints. Decades long effects of Turkish-Islamic synthesis did not bode well for that effort also. So, any recognition of equal status on religious grounds for Alevis would create a backlash for the ruling party among its rural electorate.
