Abstract:
Europe has not yet achieved creating a common European sense of »who we are«. The question is whether EU normative influence ever truly existed and whether substantial normative transfers to Southeast Europe (SEE) have ever been achieved. The prevailing top-down »one size fits all« approach to democratization in Southeast Europe must be contested in favour of a more nuanced methodology that considers the interests, grievances, and demands of each society.We cannot have societies with true European values without creating high-quality discursive spaces where SEE citizens can socialize as active citizens. We need to build a democracy of informed and engaged citizens that do not exclude each other.

Abstract:
Differently from neighbouring Abu Dhabi, Dubai or Qatar, the northern emirates of the UAE (Ajman, Umm al-Quwain, Ras al Khaimah and Fujairah) and the Sultanate of Oman form a critical sub-region which has entered globalized modernization at a later stage. In the eyes of the ruling elites, current urban development projects, logistical infrastructures, port expansion and tourism should consolidate economic growth, reduce social inequalities (in the northern emirates of the UAE), and design sustainable post-oil paths (in Oman). Trying to balance continuity and change, the northern emirates of the UAE and Oman are renewing their maritime traditions in the context of state transformations that combine national heritage (as trade culture) and connectivity (infrastructures, urban areas, industrial poles) thanks to national “Visions” and the “project-ization of identities”. In fact, new projects do not only aim at attracting investments and create job opportunities, but also at promoting top-down recalibrated values of the new citizenship which in the eyes of the governments, should be business-oriented and community-serving. Tracing the evolution of the northern Emirati and Omani sub-region, which risks to be affected now by the consequences of the US-Iran escalation, this analysis aims to assess economic transformation trends, emerging security issues and geopolitical implications.

Abstract:
On Wednesday the 5th of February the European Commission proposed a revised methodology for the accession process for candidate and potential candidate countries. This methodology will be applied to Albania and North Macedonia, although for Montenegro and Serbia there has also been foreseen an opt-in in case they want to join. The document strives to inject new dynamism into the enlargement process in the Western Balkans, while attempting to introduce more clarity and predictability, stricter monitoring as well as improved incentives for the soon-to-be negotiating countries to deliver on EU reforms. The negotiating chapters have been divided into six clusters, where the fundamentals cluster will be the first to open and the last to be closed.

Abstract:
The pandemic poses a threat to European cohesion by increasing economic divides and undermining trust in the EU and national governments. Fortunately, covid-19 hit at a time when cohesion in the EU was the strongest it has been in a decade. The EU has ultimately responded effectively to the crisis, agreeing a recovery fund for the hardest-hit member states. However, countries in the north could become frustrated by having to support others, while the south faces economic stagnation, and the rule of law is still shaky in parts of central Europe. The EU should offer more support to struggling members, conditional on structural reforms and respect for the rule of law. All member states have a stake in ensuring European cohesion – not least because of the international challenges facing Europe.

155. Ukraine’s European Integration: The Russian Factor

Abstract:
The pace and effectiveness of Kyiv’s European integration course depends on many internal and external factors. The key ones being the political will of Ukrainian government, ability to implement and dedication to real pro-European changes in the country that would be tangible for Ukrainian citizens. This is the internal factor that is the main issue on the path to integration into the European community. That being said, European integration is a two-way street. The quality and level of Kyiv-Brussels relations to a great extent depend on the position and engagement of the European side, including EU’s internal processes and trends, which are rather complex, controversial and sometimes centrifugal in their nature at the moment. We are talking about an increased sentiment of restoring partnerships with Russia in the “business as usual” format inside the EU’s business and political circles. Russian hybrid aggression is a dangerous factor. For the Russian leadership that views post-Soviet countries as its zone of “privileged” interest, an independent Ukraine headed towards Europe and NATO is both a challenge and a threat. Firstly, Kyiv’s successful European integration is an incentive for other post-Soviet countries to step up, which means a failure for Russia’s plans of “forced” reintegration of Eurasian countries. Secondly, Kyiv achieving success in its European project is a model for Russian citizens and a convincing evidence of the inability of Russia’s authoritarian regime to offer an attractive democratic model of social development. This is why the Russian regime is using all of its available “hybrid warfare” to prevent Ukraine from integrating into Europe – from political and diplomatic pressure, economic blockade, information warfare to military intervention – occupation of Crimea and Donbas. Currently, Ukraine is a training ground and a testing area for Russia’s massive purposeful expansion into the EU territory. In particular, this includes discrediting the unifying European values and institutions, disorienting public opinion, interfering with elections, formation of pro-Russian lobby within the European establishment, support of radical movements, etc. The goal of this influence is to disintegrate the EU, reform Europe’s political system in line with the Russian scenario. An important factor is the EU member states’, institutions’ and other countries’ assistance and solidarity with Ukraine, as well as sanctions introduced by the West. Regrettably, over the period of almost six years, the sanctions have failed to stop Russia’s war against Ukraine, failed to change the nature of Kremlin’s aggressive foreign policy. Yet it is certainly crucial that the EU and other countries uphold a common course of conduct in regard to Russia, maintain and strengthen the “sanctions frontline”. At the same time, assessing the current confrontation in the notional Ukraine-EU-Russia “triangle”, it is worth noting that these problems have been temporarily overshadowed by the global COVID-19 pandemic. On the one hand, the pandemic has affected internal and external priorities of different countries, has shaken the global economy. On the other – it has “hit the pause button” for Ukraine’s European integration, made adjustments to EU-Ukraine Association Agreement implementation plans. Obviously, the problems that have been temporarily postponed will later resurface again – this time in the new circumstances and in the new form.

Civilian CSDP missions rely on EU member states to staff them with skilled experts via the instrument of secondment. But the rate of seconded personnel in missions has decreased notably over the last ten years. The key to reversing this trend is addressing obstacles at the national level that hinder the recruitment and deployment of civilian experts with specialized profiles. Targeted incentives could help overcome some of these obstacles.

Abstract:
Bhutan has had its own share of history in consonance to the development of its foreign policy over the decades. From abandoning its self-isolation policy to developing relations with India and other countries, to supporting the formation of SAARC and further accepting the membership of BIMSTEC, all the events have steadily contributed to the growth of Bhutan’s foreign policy. SAARC was formed in 1985 for regional growth and development, and Bhutan was one of the founding members of SAARC. And since its formation, Bhutan has been actively participating in the activities and programmes of SAARC. BIMSTEC as a sub-regional organization was established in 1997 with the objective of attaining rapid socioeconomic development of the Bay of Bengal region through technical and economic cooperation in various areas among the members. It came into prominence due to the failure of SAARC and also due to the fact that it would serve as a bridge between South Asia and South East Asia. Bhutan became its member in the 2004. Thus, the paper will look into the changing dynamics of Bhutan’s foreign policy from self isolation to a country which opened up for diversification. Further, the paper will also examine Bhutan’s changing dynamics of foreign policy with the formation and Bhutan’s engagement with SAARC and BIMSTEC. The areas and potentialities these two organizations have provided for Bhutan will be highlighted upon.

Democracy is the political and moral foundation of the European Union and its Member States. Its smooth functioning endeavours to pacify political alternation, reduce social tensions and eliminate judicial arbitrariness, thus guaranteeing civil peace and the prosperity of European societies. Moreover, in a world where the markers of liberal democracy resulting from the European Enlightenment are receding, the value of democracy is a tool of the Union's power and influence. In the absence of a functioning democracy the Union and its Member States would lose their capacity to act and defend their interests, either via the upkeep of rules-based multilateralism or the projection of their values and standards that are emulated by others.
